The application, staff report and related materials are attached for your review. Discussion Commissioner Tom Henschel stepped down from the table due to a conflict, as he is employed by Theisen's. Planning Staff Member Kyle Kritz reviewed the staff report, noting that the submitted Plat subdivides an existing parcel into two parcels to facilitate the sale of Lot 2 to the adjacent property owner, Theisen's. He explained that Lot 2 would have a driveway access easement, but a waiver is required for lot frontage for Lot 2. There were no public comments. The Zoning Advisory Commission discussed the request, and found it appropriate. Recommendation By a vote of 4 to 0, with one abstention, the Zoning Advisory Commission recommends that the City Council approve the request subject to waiving lot frontage for Lot 2. A simple majority vote is needed for the City Council to approve the request. Kritz, Associate Planner SUBJECT: Plat of Survey Lot 1 and Lot 2 Dubuque Industrial Center West 9th Addition INTRODUCTION The submitted Plat of Survey of Lot 1 and Lot 2 Dubuque Industrial Center West 9th Addition subdivides an existing 9.05 acre parcel into two lots. The parcel is located at the eastern end of the Dubuque Industrial Center West. DISCUSSION The submitted Plat of Survey is being submitted for review and approval to the Zoning Advisory Commission and City Council as Lot 2 does not have frontage on a public or approved private street. The submitted Plat of Survey facilitates the future sale of Lot 2 to the adjacent property owner. Planning staff does not object to the submitted Plat of Survey and the waiving of lot frontage for Lot 2 as the adjacent property owner's parcel does have frontage on Chavenelle Road. In the event the sale of Lot 2 does not go forward, the City of Dubuque would still own both Lots 1 and 2, and could consolidate the lots in the future, if necessary. RECOMMENDATION Planning staff recommends that the Zoning Advisory Commission recommend approval of the Plat of Survey of Lot 1 and Lot 2 Dubuque Industrial Center West 9th Addition subject to waiving lot frontage requirement for Lot 2. The submitted Plat of Survey is in all other respects in compliance with the Unified Development Code.
