today. After understanding the issues at hand, and recognizing the current trend with billboard
attrition I see no reason to add further restrictions to this industry.
As a local business entrepreneur, I have used billboards to successfully market my real estate
company, Prudential Friedman Realty. When Greg Maim formed MaIm Outdoor
Communications two years ago, I was quite pleased as it gave the marketplace a choice. Gregs
business and his product have filled a need for me.

I've noticed the "anti-billboard" mini-lobby has surfaced again attempting to
restrict the free flow of information to our citizens. As a small businessman who has
consistently used billboards since one month before we signed on in 1994, I strongly
object to any radical groups attempt to eliminate billboards in Dubuque.
Any change in the present law would significantly impact my efforts to market
my radio station in the most effective manner. Most radio listening is done "in car". Many
studies have shown that an effective, consistent billboard campaign contributes
significantly to the awareness of radio. As a stand alone operator, I need the boards to
help win new audience and maintain the present listener base.
Please leave the billboard law alone. Good billboards provide useful information
that enhances the business climate of our community.

Dear Mayor Duggan:
Participating in the study by the ad hoc Billboard Committee was both a
fascinating experience, and a study in futility. May I suggest the composition
of the committee was seriously flawed from the outset? Having three persons
representing the billboard/ sign industries was, in my opinion, very much like
assigning a fox the responsibility of watching the chicken coop.
The three members of the committee representing the billboard/ sign industry
were not prepared to compromise in any way, shape, or form. They
demonstrated a commitment to more and larger billboards/signs wherever
possible. Those of us who represented the public at large believe that Dubuque
is, indeed, a unique city. Its primary assets are found in the great Mississippi
River, the splendid bluffs, and the rugged landscape along our roadsides. If
more and larger signs are erected, the beauty of our area will be diminished
and our city will become, as many other communities have, a billboard jungle.
I urge you, Mayor Duggan, along with the Council, to constitute a new
committee with broad citizen representation, where the membership does not
have the obvious conflict of interest that our committee did. If I can be of
assistance to you and the Council in any way, at any time, please do not
hesitate to call on me.
Meanwhile, my very best wishes to you and the Council. May you have a
splendid holiday season, and continue to provide fine and perceptive leadership
for our community in the New Year.

Dear Mike:
At the first Council meeting in December the City Council will hear the findings
of the Billboard Ad Hoc committee. After the presentation the Council will
decide what to do with the report. Please allow me explain my position on the
the current billboard sign ordinance. Thank you for your time and for your
interest.
Last May, at a City Council meeting a newly formed environmentalist group
called The Environmental Coalition of Dubuque, led by activist David Hartig,
presented the City with a petition and asked for a moratorium on billboard
growth in Dubuque. The request appeared to be a knee jerk reaction to some
ordinance problems a few other Iowa cities are having. To my knowledge Mr.
Hartig did not take the time to review the Dubuque ordinance to ascertain if there
exists the potential for problems here. Mr. Hartig simply took advantage of a
situation to further promote the political agenda of a group he belongs to, Scenic
America, which is a dedicated to the elimination of billboards across America
As a result, and as you know, a Billboard Ad Hoc committee was set up by the
Council to review the Dubuque ordinance. I am a member of that committee. The
committee was directed by Council in a letter from you to simply "review the
existing regulations for billboards, and then provide recommendations to the City
for change, if any." The intent was to ensure that the Dubuque billboard
ordinance was not open to the opportunity for broad scale, explosive expansion.
The Ad Hoc committee has met repeatedly over the last several months. We have
reviewed the current ordinance, driven all the billboard locations in Dubuque, and
asked for public input during the process. During these months of meetings no
one has written or appeared in person to comment on the issue, other than the

people in the billboard industry and a representative from Scenic America. The
committee has learned that there has not been broad scale expansion due to tight
zoning restrictions, and opportunities for the future are very difficult.
The Ad Hoc committee has now ended its review. The group is polarized and
there will not be a unified recommendation to the Council. The reason is simple.
Half of the members support the billboard ordinance as it is, and half (supported
by information from Mr. Hartig and Scenic America) are trying to adopt more
restrictions on the billboard industry that in essence eliminate any new billboard
growth in the future. I submit to you that an entire rewrite of the billboard sign
ordinance was not the intent the Council had in mind when the Ad Hoc
committee was set up.
The City of Dubuque, years ago, did its homework and after several years of
public process and research enacted a well thought out billboard ordinance in
1985. That farsightedness work has kept Dubuque from the current billboard
struggles some cities now face. That ordinance, which is our current ordinance,
still works today.
My company, Malm Outdoor Communications was fonned two years ago in
Dubuque. I fonned the company after leaving Frank Hardie Advertising because
I wanted to stay in Dubuque, raise my family, and provide an alternative choice
for local advertisers. I am the only billboard company that has been started in
Dubuque in the last 50 years. After two years of work and building local
relationships with land owners I have been able to build only two billboards in
the City of Dubuque. City and state regulations are very particular and strict.
New opportunities are very rare. I submit to you that broad scale expansion in
the billboard industry in Dubuque is not possible.
Please consid~r:
1. There are fewer billboards in Dubuque today than there were in 1985 when
the current ordinance was revised after 4-5 years of study and work.
2. Since the last ordinance revision billboards have declined by a 36% attrition
rate. Revising the ordinance again would send the message that more

government is needed to control an industry already at a mature ievel or III
decline.
3. Further restrictions on the billboard industry could significantly affect the
business opportunity of local hotels, restaurants, and tourist attractions who rely
heavily on billboards to promote their business to area travelers.
4. The City of Dubuque with your participating leadership has constantly
promoted business growth, economic development, and entrepreneurial efforts.
Restricting a legitimate small business like mine with heavier layers of regulations
and governmental control would send a conflicting message to what you and the
City Council are trying to promote.
I ask for your support to keep the billboard ordinance as it is now in place.

Dear Honorable Mayor and City Council:
As the owner of the Best Western Dubuque Inn and Days Inn, it has come to my attention
that a committee of individuals in our community is seeking a moratorium on billboard
signage i,n our area. I write to you today in support of the outdoor advertising medium, as
, it has been an integral part of our marketing strategies -as two of Dubuque's long-standing
hotel properties.
Annua.lly, a large portion of our budget is dedicated to our boards that are Located in two
areas along Hwy 20 and also 61 South. We depend on visitors for our livelihood, and
these boards do direct customers to our doorstep. Within the city of Dubuque, and the
county also, we all depend on the hotel/motel tax. For the tourism industry, billboards
are voices for our businesses directing and inviting the visitor to have fu11 and relax.
Being close to two other states who are very competitive for the tourist dollar, wouldn't it
make sense to encourage and entice the visitor to stay in Dubuque once we have them
within our city limits?
In speaking with our representative front the hillboard jndustry, it is not their intention to
"junk up" the community with new and needless signagc. Many charitable events and
businesses l-ely on the exposure that billboard advertising allows. J ask you to give much
consideration to this issue. Perhaps randomly select businesses that advertise using
outdoor billboards for opinions and ideas on this issue before c"Xisting boards are taken
down or new locations are denied. Thank you for yow consideration

I. The Staff has done a super job of providing materials and background for
the Committee.
The Committee has made a concerted effort to arrive at some reasonable
revisions to the existing Ordinance; more in keeping with the regulations
of the 10 or so larger cities closest to Dubuque.
As could be expected, the 3 members of the Sign Industry favor little or no
revisions; while a majority of the Committee favor reasonable revisions.

We all could have guessed this might happen, but I was not prepared for the strong
showing in favor of revisions demonstrated by 4 ofthe 7 members plus the attending
Staff input. To disregard the Committee's majority report would be seen as sending a
very negative signal to those citizens interested in City Government, Terry, and I would
urge you and the Council to view this extensive exercise with an open mind. [Every
committee and commission during the past 15 years empowered to review our Billboard
Ordinance has, without exception, recommended numerous changes to the Ordinance,
only to have their efforts in behalf of the citizens of Dubuque overturned by the lobbying
efforts of the Billboard Industry.]
As you review the findings of the Committee, Terry, I believe you will note two areas of
regulation that stand out as being the most needed and desirable to citizens and
homeowners, while meeting with the least objection from the Industry:
A. A required setback for all off-premise signs of 150' from Residential,
Historic Preservation, and City Park Districts.
B. A maximum height limitation of 35' for billboards in all permitted
districts with the exception of those structures located within 150' of a
Federal Highway.
Of the several revisions the Majority Report may submit to the Council, Terry, I believe

Dear Mayor and City Council Members:
The Long Range Planning Advisory Commission reviewed the work of the Billboard
Ad Hoc Committee at their November 17, 1999 meeting. By a unanimous vote, the
Long Range Planning Advisory Commission recommends the following:
1) If changes are to occur, a more clear, enhanced definition of signs should be
created; and if changes are made, the Commission believes the sign regulations
should be made more restrictive, rather than less restrictive;
2) that the Committee review placement of new billboards within new growth
areas;
3) that ongoing repair and maintenance of current billboards be addressed by the
Committee.
The Commission suggested that a moratorium on new signs be implemented, until
such time as these issues are resolved. If the Committee cannot reach resolution, the
Commission suggested that a new billboard Ad Hoc Committee be selected with
members whose livelihood is not directly affected by these decisions.

SUBJECT: Recommendations for Off-Premise/Billboard Sign Regulations
Dear Mayor and City Council Members:
The City Council appointed a seven member Billboard Ad Hoc Committee to review
existing off-premise/billboard sign regulations, and then provide recommendations to
the City Council for changes, if any. The committee is comprised of one member each
from the Long Range Planning Advisory Commission, Zoning Advisory Commission and
Zoning Board of Adjustment, two outdoor advertising industry representatives, and two
representatives of the Environmental Coalition of Dubuque.
The committee has reviewed off-premise sign regulations for Dubuque and other cities,
and looked at billboards in the community. For your information, we have attached the
City's off-premise sign regulations and a report on off-premise/billboard regulations of
other cities. We also have attached a map that identifies locations where off-premise
signs are allowed, restricted or prohibited.
The committee has discussed the nine major components of Dubuque's off-premise
sign regulations, which are listed along the top of the attached matrix: permitted zoning
districts, maximum area, minimum spacing, allowable structure types, maximum height,
maximum projection into right-of-way, lighting, motion and setbacks.
After considerable debate and discussion, the committee has recommendations on five
of the nine categories in the matrix. The committee unanimously recommends no
changes to: allowable structure types, maximum proiection into rioht-of-way, liohting,
and motion. We noted that while flashing lighting and motion are prohibited, they are
not defined. We recommend that the Flashing Sign Sub-Committee of the Zoning
Advisory Commission define "motion," in addition to their discussions on flashing signs.
With regard to permitted zonino districts, the committee, by a vote of 4 to 3,
recommends the following amendment to the current sign regulations: "Areas X, Y and
Z in the Freeway 61/151 Corridor Sign Overlay District (SOD) shall conform to the
restrictions of Areas A, B, C and 0 of the SOD, subject to City Council review in five (5)
years. "

Presently, Areas X, Y and Z are subject to the off-premise sign regulations, while in
Areas A, B, C and D, no new off-premise signs are permitted. Please see the attached
SOD regulations and SOD map.
With current and planned riverfront improvements, and the removal of tanks and barges
from the riverfront, the committee recommends a five-year restriction on new billboards
in Areas X, Y and Z of the SOD to support long range planning for riverfront
development. Billboard industry representatives have indicated that there are few, if
any, opportunities for billboards in Areas X, Y and Z, especially south of the Julien
Dubuque Bridge, so the impact on the outdoor advertising industry should be limited.
Due to the polarizing nature of the committee's membership, we have not been able to
reach consensus on the remaining categories in the matrix. Individual
recommendations are discussed below.
For maximum area, three members recommend limiting it to 300 square feet. Two
members recommend keeping the regulations as they are. One member recommends
modifying the current limits based on setbacks: 300 square feet maximum with a 25-
foot setback, 400 square feet maximum with a 35-foot setback; and 750 square feet
maximum with a 55-foot setback. One member recommends limiting signs in the
commercial areas downtown and along John F. Kennedy Road to 300 square feet, and
allowing signs up to 672 square feet in industrial zones and along Highways 20,52, 151
and 61.
The committee has noted that the Zoning Ordinance does not define minimum spacino,
but does refer to "facing the same direction" in the chart of off-premise sign regulations.
Committee members identified four methods to determine minimum spacing:
1. Distance from any off-premise sign in any direction (radial).
2. Distance from any off-premise sign on same side of the road (linear).
3. Distance from any off-premise sign facing the same direction in any direction
(radial-facing), which is staff's current interpretation.
4. Distance from any off-premise sign facing the same direction on the same side
of the road (linear-facing).
For minimum spacino, three members recommend no change, three members
recommend 1,000 feet in any direction (radial), and one member recommends 500 feet
in any direction (radial).

In terms of maximum heioht, four members propose adding a relationship between
height, size and setbacks. Three members recommend maximum heights of 20 feet
with a 30-foot setback, 30 feet with a 50-foot setback, and 40 feet with a 100-foot
setback. A fourth member recommends a maximum height of 50 feet, with the
limitations of maximum area noted above and setbacks noted below. Two members
recommend no changes. One member recommends a maximum height of 40 feet, with
any sign over 40 feet a conditional use.
For setbacks, four members recommend adding a relationship between height, size
and setbacks. Three members recommend setbacks of 30 feet for a 20-foot height, 50
feet for a 30-foot height, and 100 feet for a 40-foot height. One member recommends
setbacks of 25 feet for a 300 square foot sign, 35 feet for a 400-foot square foot sign,
and 55 feet for a 750 square foot sign, regardless of whether or not the property is
developed. One member recommends keeping the setbacks the same, and adding a
100-foot setback from residential districts, public parks and cemeteries. Two members
recommend no changes.
Although the committee has worked hard and met often, we have not been able to
complete the task the City Council has given us. Therefore, by a vote of 4 to 3, the
committee recommends that the City Council form a new Billboard Ad Hoc Committee
to look at the billboard regulations, with two representatives from the outdoor
advertising industry and two representatives from Scenic America to serve ex-officio as
non-voting resources to the committee.

4-3.12. Freeway 61/151 Corridor Signage
Ouerlay District (SOD):
(C) SOD Sign Regulations:
(A) Purpose And Intent: The Signage Overlay
District (SOD) has been established
along the three (3) mile long Freeway
61/151 Corridor to:
(1) Within the Signage Overlay District
(SOD), no off-premises signs are
allowed in the following areas:
(1) Acknowledge the importance of the
Freeway Corridor as a unique gate-
way to and through the City;
(a) Area A on the Official Zoning
Map generally described as all
the land III the SOD east of
Locust Street from Grandview
Avenue north to Camp Street,
and the extension of Camp
Street east to the City's corpo-
rate limits;
(2) Identify the lands lying along and
adjacent to the Freeway and extend-
ing to the Mississippi River as re-
quiring special attention in terms of
visual aesthetics;
(b) Area B on the Official Zoning
Map generally described as all
the land in the SOD west of
Locust Street from the intersec-
tion of Locust Street and South-
ern Avenue north to Dodge
Street and extending west to
the upper bluff line;
(3) Protect and enhance the vistas both
from and to the City and the Missis-
sippi River Valley along the Free-
way;
(4) Eliminate the potential visual clut-
ter viewable from the Freeway while
allowing the opportunity for sign-
age, where possible, which is appro-
priate in terms of size, height and
spacing;
(c) Area C on the Official Zoning
Map generally described as all
the land III the SOD east of
Freeway 61/151 from the Julien
Dubuque Bridge north to the
Third Street Overpass, and the
extension of the Third Street
Overpass east to the City's cor-
porate limits; and
(5) Create clearly understandable and
enforceable regulations for a special-
ly defined district in the City.
(B) SOD Boundary: The Signage Overlay
District (SOD) shall encompass the land
as indicated on Attachment Al and on
the Official Map of the City located in
the Planning Services office, City Hall,
and is generally described as all land
within six hundred sixty feet (660') of the
westerly or northerly edge of the
Freeway 61/151 right of way, from
Grandview Avenue north to and includ-
ing Schmitt Island, and extending east to
the City's corporate limits, and including
that area lying east of the upper bluff
line between Southern Avenue and First
Street.
(d) Area D on the Official Zoning
Map generally described as all
the land in the SOD east of the
shoreline of Peosta Channel,
including Schmitt Island.
(2) Within the Signage Overlay District
(SOD), off-premises signs in the fol-
lowing areas shall be subject to the
standards set forth in Section 4-3.11
of this Ordinance:
(a) Area X on the Official Zoning
Map generally described as all
the land in the SOD east of

4-4.1. Intent: The site plan review provisions
of this Section are intended to promote func-
tional and aesthetic design of property develop-
ment within the City. These provisions are in-
tended to alleviate the potentially harmful
effects on adjoining land of new development.
Such provisions can produce site plans that
respect their environmental, land use and eco-
nomic context. Regulations of this Section
should ensure that new structures, utilities,
streets, parking, circulation systems, yards and

SUBJECT: Review of Off-Premise/Billboard and Sign Regulations
Introduction

This memo is to respond to your request to compile a report and chart comparing
the City of Dubuque's off-premise/billboard regulations with those of other cities.
This comparison report will then be presented to the ad hoc committee formed to
review the City's off-premise/billboard sign regulations.
This report will examine the following criteria for off-premise/billboard sign
ordinance review: Permitted zoning districts, maximum sign area, minimum
spacing of billboards, allowable structure types, maximum height, maximum
projection into public rights-of-way, lighting, motion, and minimum setbacks
required.
Off-premise/billboard sign ordinances from the following Iowa cities were
reviewed for this report: Dubuque, Bettendorf, Cedar Falls, Clinton, Council
Bluffs, Davenport, Iowa City, Mason City, Sioux City, West Des Moines, and
West Des Moines' proposed ordinance. Ordinances from the following Wisconsin
cities were reviewed: Beloit, La Crosse, and Madison. Ordinances from the
following Illinois cities were reviewed for this report: Freeport, Galena, and
Rockford.
Off-premise/billboard sign ordinances must comply with state and federal
regulations stating that billboards may not be placed within 660 feet of the rights-
of-way of Interstate and State highways.
To help the billboard ad hoc committee understand the City of Dubuque's
regulations, and the sign ordinances of other cities, a chart listing the zoning
district acronyms used in this report is attached.
Section 4-3 Sian Reaulations from the Dubuque Zoning Ordinance is attached,
providing the definitions and regulations pertaining to billboards and off-premise
signs. Also attached is Section 4-3.11 Schedule of Sian Reaulations and Section
4-3.12 Freewav 61/151 Corridor Signaae Overlav District (SOD).
Permitted Zoning Districts
The City of Dubuque allows off-premise/billboard signs as permitted uses within
C-3, C-4, CS, and CR commercial districts; and L1, MHI, and HI industrial
districts. Off-premise signs are permitted as conditional uses in C-2 commercial
zoning distriCts with approval from the Zoning Board of Adjustment. Off-premise
signs are permitted in PUD districts if specified in the particular PUD district.
The Freeway 61/151 Corridor Signage Overlay District (SOD) has been
established along the 3-mile long Freeway 61/151 Corridor. The Signage
Overlay District prohibits off-premise signs in certain areas and restricts off-
premise sign height and size within other areas (see Section 4-3.12 of the Zoning
Ordinance or the SOD Corridor Map for specific area locations).
The Cities of Iowa City, Davenport, Mason City, Cedar Falls, Clinton, Council
Bluffs, Beloit, Freeport, La Crosse, Rockford and Bettendorf generally permit off-
premise/billboard signs within their higher-density commercial zoning districts
without requiring conditional use permits. The Cities of West Des Moines and
Sioux City require conditional use permits for off-premise signs in certain less-
intensive, neighborhood-oriented commercial zoning districts.
All off-premise signs are non-conforming uses in the City of Madison. Signs are
permitted to remain in only higher density commercial and industrial zoning
districts.
The City of Galena requires a special use permit for off-premise signs in all
zoning districts. A need for an off-premise sign must be demonstrated to the
Zoning Board of Appeals.
The City of West Des Moines provided a preliminary draft of its revised Sign
Ordinance, The proposed ordinance calls for all off-premise signs, regardless of
zoning district, to require conditional use permits.
Maximum Area
The City of Dubuque Zoning Ordinance allows off-premise/billboard signs in C-2
commercial districts to be a maximum 300 square feet in area. In all other
permitted zoning districts, billboard signs are permitted to be 300 square feet, or
750 square feet in area if the sign is freestanding and abuts a state or federal

highway, or is freestanding and is located at least 200 feet from a Historic
District.
The City of La Crosse allows off premise signs in signs to be 1,200 square feet in
industrial districts, 800 square feet in commercial districts, and 600 square feet in
light commercial districts. The City of Council Bluffs permits all off-premise signs
to be a maximum of 825 square feet. The City of Clinton allows 800 square feet
per sign if the sign is located on a primary highway; otherwise, signs are limited
to 400 square feet of area. The Cedar Falls Zoning Ordinance permits a
maximum of 750 square feet of area, and an additional 250 square feet of trim
and embellishments. The City of Bettendorf allows off-premise signs located in
agricultural districts and within 800 feet of highways to have 784 square feet of
area, all other signs are permitted to have a maximum of 672 square feet of area.
The City of Madison permits off-premise signs to be 750 square feet in size when
located on a street with a speed limit higher than 44 m.p.h. Otherwise, signs
may a maximum of 300 square feet. The City of Rockford permits off-premise
signs to be 680 square feet in size. The City of Freeport allows signs to be a
maximum of 672 square feet.
Davenport allows signs in C-2 commercial districts to have a maximum of 672
square feet and extensions of up to 153 square feet. In industrial zoning districts,
off-premise signs are permitted to have 3 square feet for every 1 linear foot of lot
frontage, not to exceed 750 square feet in total sign area. Sioux City permits
signs in lower-intensity commercial zoning districts to have 288 square feet of
area, plus embellishments. In all other permitted zoning districts, signs are
permitted 672 square feet of area, plus embellishments. The City of West Des
Moines permits 350 square feet of sign area for a single faced sign, 675 square
feet for double-faced signs, and additional 300 square feet for extensions.
The Cities of Mason City and Beloit allow a maximum of 300 square feet for all
signs in all permitted zoning districts. The City of Galena allows off-premise
signs to be 300 square feet in size, but not to exceed 12 square feet in the
Historic District. The City of Iowa City allows 144 square feet, or 72 square feet
per sign face.
The City of West Des Moines' preliminary draft of its revised Sign Ordinance calls
for a reduction of permitted sign extension area from 300 square feet to 150
square feet.
Minimum Spacing
The City of Dubuque Zoning Ordinance requires that off-premise sign spacing for
signs located in C-2 commercial districts be determined by the Zoning Board of
Adjustment at the public hearing for the conditional use permit. All other signs

must be located a minimum of 100 feet from every other off-premise sign facing
the same direction, measured from the sign's nearest points.
The Cities of La Crosse and Freeport allow billboards to be located 100 feet from
each other. The City of Sioux City requires that all billboards be at located at
least 200 feet from each other. The Cities of West Des Moines, Mason City and
Iowa City require off-premise signs facing the same direction to be 300 feet from
each other. Cedar Falls requires billboards facing the same traffic flow to be
located 350 feet from each other. The City of Bettendorf allows off-premise signs
located in industrial and commercial zoning districts to be located 300 from each
other, and off-premise signs in agricultural zoning districts are required to be
located '700 feet from other billboard signs facing the same direction.
The City of Madison requires off-premise signs to be 300 feet from the nearest
point on the closest sign. The cities of Galena and Rockford permit off-premise
signs to be located 500 feet from each other.
The City of Council Bluffs allows no off-premise sign to be located closer than
500 feet to any other off-premise sign. A distance of 450 to 500 feet may be
approved if special conditions are found to be present. The cities of Davenport
and Beloit require a minimum separation of 1,000 feet between off-premise signs
facing the same traffic flow.
The Cities of West Des Moines and Davenport are proposing revisions of their
sign ordinances to require a minimum of 1,500 feet of spacing of off-premise
signs facing the same traffic flow.
Allowable Structure Types
The City of Dubuque Zoning Ordinance, in all permitted zoning districts, allows
off-premise/billboard signs to be both freestanding and wall-mounted.
The Cities of Davenport, Cedar Falls, Clinton, West Des Moines, Council Bluffs,
Sioux City, Beloit, Freeport, Galena, La Crosse, Madison, Rockford, and
Bettendorf permit freestanding and wall-mounted off-premise signs in all
permitted zoning districts. The City of Iowa City requires in the CB-2 commercial
district that off-premise signs be fascia signs, freestanding and fascia signs are
allowed in all other permitted zoning districts. The City of Mason City only allows
freestanding off-premise signs.

Height
The City of Dubuque Zoning Ordinance requires that off-premise freestanding
signs located in C-2 commercial district be no taller than 25 feet. Freestanding
signs in all other permitted zoning districts cannot be taller than 50 feet. A wall-
mounted sign must be located below the eave or parapet of the wall on which it is
mounted.
The City of La Crosse permits billboards to be 100 feet tall in heavy industrial
zoning ~istri~ts, otherwi~e they are limited !o 45 feet.
The City of Davenport allows freestanding signs within 660 feet of Interstate
Highways to be a maximum of 65 feet in height. All other off-premise signs
cannot be taller than 45 feet. The City of Sioux City permits off-premise signs in
ML, MH, and MA industrial districts to a maximum of 65 feet in height. Off-
premise signs in BG, BC, and BNH commercial districts may be 45 feet, 35 feet,
and 25 feet tall, respectively. The City of Beloit permits off-premise signs in light
commercial, dense commercial and industrial districts to be 20, 30, and 50 feet
tall, respectively. The Cities of Council Bluffs and Cedar Falls permit billboards
to be a maximum of 40 feet in height.
The Cities of Mason City, Rockford, Clinton, and West Des Moines permit off-
premise signs to 35 feet tall. The cities of Bettendorf and Madison allow
billboards to be 30 feet tall, or 4 feet above the roof parapet, whichever is lower.
The City of Iowa City permits off-premise signs to be 25 feet in height.
The City of Freeport allows off-premise signs to be 14 feet tall in all zoning
districts. Heights for billboards in the City of Galena are subject to the discretion
of the Zoning Board of Adjustment.
Maximum Projection into Right-of-Way
The City of Dubuque Zoning Ordinance does not permit off-premise signs to
project into public right-of-way.
The City of Mason City permits off-premise signs to project a maximum of 15
inches into public right-of-way if the bottom of the sign is a minimum of 8 feet
above grade along U.S. Highways 18 and 65. The City of Davenport allows off-
premise signs to project 12 inches into public right-of-way. The Cities of Clinton,
Beloit, Galena, Madison, Rockford, West Des Moines, and Sioux City sign
ordinances do not permit off-premise signs to project into public right-of-way.

The Cities of Iowa City, Freeport, La Crosse, Cedar Falls, Council Bluffs, and
Bettendorf do not specifically address sign projection into public right-of-way in
their sign ordinances.
Lighting
The City of Dubuque Zoning Ordinance does not permit off-premise signs to

The Cities of Mason City, Clinton, West Des Moines, Rockford, Sioux City, and
CouncifBluffs do not permit off-premise/billboard signs to incorporate or use
flashing lights.
The Cities of Iowa City, Beloit, Freeport, Galena, La Crosse, Madison,
Davenport, Cedar Falls, and Bettendorf make no direct reference to what types
of lighting are required or prohibited in their sign ordinances.
Motion
The City of Dubuque Zoning Ordinance does not permit off-premise/billboard
signs to incorporate or use motion.
The Cities of Mason City, Rockford, and West Des Moines do not permit off-
premise/billboard signs to incorporate or use motion. The City of Council Bluffs
permits slow and continuous motion of up to 38% of an off-premise sign.
The Cities of Beloit, Freeport, Galena, La Crosse, Madison, Iowa City,
Davenport, Cedar Falls, Clinton, Sioux City, and Bettendorf do not specifically
address motion in their sign ordinances.
Setbacks
The City of Dubuque Zoning Ordinance requires that off-premise/billboard signs
located in a C-2 commercial district be a minimum of 20 feet from front property
lines. All off-premise signs must be located a minimum of 100 feet from historical
districts
The City of La Crosse requires off-premise signs to be setback the minimum
building setbacks for. each zoning district. The City of Madison allows signs
parallel to streets to be setback a distance equal to its height. Signs
perpendicular to streets must be setback 3 feet from each property line. The City
of Rockford requires that no sign be closer than 5 feet from a property line, and

25 feet from intersections. No sign may be located within 50 feet of a residential
property line.
The City of Iowa City does not permit off-premise signs to locate within 120 feet
of residential zones, public parks, religious institutions, cemeteries, museums, or
administrative or judicial offices of the city, county, or state. Off-premise signs
are not permitted to locate closer than 5 feet to any property line. Signs may
project closer if the bottom of the sign is 10 feet or higher above grade. Off-
premise signs are not permitted within visibility triangles of road intersections.
The City of Davenport requires off-premise"/billboard signs greater than 300
square feet to be located 150 feet from residential districts. Billboards must be
located 25 feet from front property lines. A 5-foot reduction in setback for
freestanding signs is permitted for every 20% reduction from the total allowed
sign area, not to exceed 15 feet in the total reduction allowed. Wall-mounted
signs are required to be located 25 feet from front property lines, or the distance
to the principal structure on which it is mounted, whichever is less.
The City of Mason City requires off-premise signs to be located at least 75 feet
from any residential zoning district, public building, church, or school, except
where districts are separated by a public street or railroad right-of-way. A sign
then may be placed within 75 feet of residential districts if it complies with
required setbacks. All off-premise signs are required to comply with the setbacks
of the zoning district in which they are located.
The City of Cedar Falls prohibits off-premise/billboard signs from locating within
100 feet of residential areas and within sight visibility triangles.
The City of Clinton requires off-premise signs to be located a minimum of 100
feet from residential zoning districts unless signs are completely screened.
The City of West Des Moines does not allow off-premise signs to be located
within 100 feet of any dwelling unit, park, property lines of schools, churches,
hospitals, cemeteries, or within 300 feet of a residential zoning district. Off-
premise signs are required to be located within the minimum building setback for
the zoning district in which they are located.
The City of Sioux City requires billboards to be located at least 100 feet from
residential zones, and at least 150 feet from schools and other public facilities.
BC and BG commercial zones and the MA industrial zone have no minimum
setback requirements for off-premise signs. ML and MH industrial districts
require 20 foot setbacks, and the BNH commercial district requires a 25 foot front
yard setback and a 5 foot side yard setback for off-premise signs. The City of
Freeport allows signs to be no closer than 150 feet from a boundary of a park or
residential district.

The City of Council Bluffs requires off-premise signs to be located at least 150
feet from the property lines of agricultural and residential zoning districts, as well
as cultural, university, park, educational, and religious facilities. It is permitted for
an off-premise sign to be located in a residential zoning district if the majority of
property owners within 300 feet give written consent.
The City of Beloit does not allow off-premise signs to be located in or within 300
feet of a city park. The City of Bettendorf requires off-premise signs to be located
a minimum of 500 feet from residential zoning districts or a public park.
Off-premise sign setbacks within the City df Galena are subject to the discretion
of the Zoning Board of Adjustment.
