SUBJECT: Local Housing Assistance Program (LHAP) Monitoring #97-LHAP-003
Dear Mayor Duggan:
This letter serves as a follow-up to the monitoring visit to the City of Dubuque. I appreciate the courtesy
extended to me by David Harris, Joleen Patterson, and Dick Firzlaff ofthe City's Housing Services
Division- Rehabilitation Department.
The purpose of the visit was to provide technical assistance, to determine the status of activities and to
generally review your grant management system.
As a result of our visit, the following comments and/or recommendations are provided:
General:
The City of Dubuque was awarded Local Housing Assistance Program (LHAP) funds for the 1998
program year in an amount not to exceed $150,000. The funds were awarded to provide capital to
establish a revolving loan fund for down payment assistance and rehabilitation to benefit moderate
income families in the City of Dubuque. The contract performance target is to provide low-interest
loans to assist at least 12 families. Activities under the contract between the Iowa Department of
Economic Development (IDED) and the City are to be completed between the award date of March 1,
1998 and the amended contract end date of August 31, 2000. The contract amendment also provided an
expansion of the project target area to include all census tracts with median incomes less than 80 percent
of the area median.
Proe:ram ComDliance Review:
At the time of the monitoring visit, nine families had been assisted with down-payment assistance or
rehabilitation and down-payment assistance. Because rehabilitation costs have been less than
anticipated, the City expects to exceed the performance target of assisting 12 families by the contract
end date. Incomes of the benefited families range from 81 to 100 percent of the area median and the
purchase price of each home was less than $110,000.
Areas of Satisfactorv Compliance:
The following program areas were reviewed and were found to meet the LHAP guidelines: Financial
Management, Procurement, Civil Rights, Eligibility of Beneficiaries, and Housing Quality Standards.

Summary:
With the expansion of the target area, the City is making good progress toward the goal of assisting 12
families. The City's Rehabilitation Department members involved in the LHAP project are carrying out
their respective duties conscientiously and competently. I would like to thank them for their assistance
and cooperation during my visit and also for the tour of the project area.
