Van Milligen, City Manager SUBJECT: New Terminal Facility Site Work DATE: May 25, 2012 Dubuque bierd All-America City 1 2007 The New Terminal Facility Site Work project grant was awarded to the Airport from the FAA in the amount of $3,794,911 ($3,605,911 = 95% FAA and $189,746 = 5% PFC Funds). The 5% match was previously approved by the City Council for this project but doesn't include any funds for contingency or potential changes. Given the unknowns of this construction phase, such as, rock excavation, building undercut, buried debris removal, trench rock excavation and the need for additional changes during construction, Airport Manager Bob Grierson foresees the need to make revisions (additions and deletions) to the project cost as the work proceeds. These proposed changes will be coordinated with and approved by the FAA prior to any construction taking place. Airport Manager Bob Grierson recommends City Council approval to move $28,462 in Operating Funds to this Capital Project to increase the local match to include a 15% contingency. I concur with the recommendation and respectfully request Mayor and City Council approval. Michael C. Grierson, Airport Manager Masterpiece on the Mississippi TO Michael C Van Milligen, City Manager FROM Robert A Grierson, Airport Manager DATE May25,2012 SUBJECT New Terminal Facility Site Work Dubuque had NI- America City 'I 1 1 I' 2007 INTROD UCTION The New Terminal Facility Site Work project at the Dubuque Regional Airport has been underway since the fall of 2011 Additional costs associated with this phase of the project have recently developed while doing excavation work BACKGROUND The New Terminal Facility Site Work project grant was awarded to the Airport from the FAA in the amount of $3,794,911 ($3 ,605,911 = 95% FAA and $189,746 = 5% PFC Funds) The 5% match was previously approved by the City Council for this project but doesn't include any funds for contingency or potential changes DISCUSSION In the grant application and preparation process, the FAA does not allow Federal funds to be allocated or budgeted in advance for contingency of construction changes The FAA does, however, allow for up to 15% in eligible changes and additions to a grant during the closeout process with prior FAA approval Non - airport City funded capital projects contain a budgeted contingency Up to this point, Airport Capital Improvement Projects funded with federal funds have El included a contingency Given the unknowns of this construction phase, such as, rock excavation, building undercut, buried debris removal, trench rock excavation and the need for additional changes during construction, we foresee the need to make revisions (additions and deletions) to the project cost as the work proceeds These proposed changes will be coordinated with and approved by the FAA prior to any construction taking place All future FAA project agreements will include a 15% contingency RECOMMENDATION I respectfully recommend approval of moving Operating funds of $28,462 to this Capital project for the locals% match for the potential 15% additional in the event that it is needed PROJECT COST - BUDGET IMPACT Due to the mild winter, less overtime was used than was budgeted for FY12 The current Overtime balance in line item 10051400 -61050 is $40,707 We request moving the overtime savings in Operating Funds from this line item to this Capital project forthe locals% match for the potential 15% additional in the event that it is needed Any funds not utilized will revert back to the line item recognized ACTION TO BE TAKEN Aprove transferring Operating funds of $28,462 to the New Terminal Facility Site Work Capital project Prepared by
