On March 19, 2012, the City Council authorized an RFQ for final design of the
Intermodal Campus with several design and construction components. The
components include: a terminal building, parking facility, bus storage facility, and
passenger rail platform and rail improvements. Each of the components are in various
stages of design. Some components currently do not have funding for design or
construction, but are identified as add alternates to this contract. In the future should
components receive funding then an amendment to the contact will be negotiated for
the additional work without repeating the RFQ process.
The City received four proposals in response to this RFQ and three firms were selected
for interviews. Based on the various aspects related to this unique project, the
committee agreed that it would be extremely important for the consultant's team to have
rail expertise since the proposed Intermodal project will be designed to accommodate
passenger rail service. Other factors evaluated included expertise on transit needs,
parking structures and other special features that the City may desire to have
incorporated into the final intermodal campus.
Economic Development Director Dave Heiar recommends City Council authorization to
negotiate a contract with Neumann Monson for the Multi- phased Final Design and for
Construction oversight of an intermodal Transportation Campus in the Historic Millwork
District.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memorandum is to seek City Council authorization to negotiate a
contract with Neumann Monson for the Multi- phased Final Design and for Construction
oversight of an Intermodal Transportation Campus.
BACKGROUND
In July 2010, the City Council hired IIW Engineers partnered with Desman Associates to
complete a site selection study and environmental analysis for an Intermodal
Transportation Center (ITC). The vision for the ITC is that it will support transit
connections, rail connections, vehicular parking, electric vehicle charging, bicycle
parking, intercity bus, a passenger waiting area, taxicab stands, public restrooms
(including lockers and showers /changing areas), and a ticketing office.
The consultants initially considered 11 potential sites that were quickly narrowed down
to two sites. The final two sites were in the Port of Dubuque and the Historic Millwork
District. IIW met with the selection committee to review the merits of each site. After
weighing the pros and cons of each site, the selection committee unanimously
recommended the Historic Millwork District for the Intermodal Transportation Facility.
On March 7, 2011, the City Council authorized an RFP to select a consultant who would
further investigate the site unknowns, and to begin the preliminary design for this facility.
The scope of services includes the following:

nine member committee established ranking criteria and reviewed the RFQ's. The

Based on the various aspects related to this unique project, the committee agreed that it
would be extremely important for the consultant's team to have rail expertise since the
proposed Intermodal project will be designed to accommodate passenger rail service.
Other factors evaluated included expertise on transit needs, parking structures and
other special features that the City may desire to have incorporated into the final
intermodal campus.
The local committee narrowed the field to three firms for interviews. These firms were
Neumann Monson Architects (Iowa City), Legat Architects (Moline, IL) and Straka
Johnson Architects (Dubuque). Following the interviews, Neumann Monson was the
first choice of the committee for the following reasons:

• Proposed a project team with intermodal experience that would address all
aspects of the project, with a strong emphasis on rail connection.
• Includes a local civil engineer (IIW) to be part of their team.
• Have demonstrated ability to be flexible and meet tight time frames.
• Demonstrated ability to scale projects to meet budgetary constraints.
• Have already worked with Iowa SHPO, Region VII FTA, CN Railroad, CP
Railroad, Amtrak, IDOT, and ILDOT on the initial stages of this project.
Neumann Monson Architects has extensive recent experience with parking structures
and multi -modal facilities across Iowa. They are currently working with the cities of
Ames and Coralville on their Intermodal facilities.
Their project team includes Rich & Associates, Design Engineers, and Confluence.
Each of these consultants is renowned in their field of expertise. Their firms have
partnered with each other on numerous occasions and the individuals from each firm
have worked together on countless projects. Relatively new to their team is T.Y. Lin, the
premier leader in transportation and infrastructure design, whom was selected because
of their considerable knowledge in rail services.
Rich & Associates located in Southfield, Missouri, is a full service parking consultant
providing customized solutions for every type of parking need. Since 1963 they have
developed innovative parking facilities designed to meet the specific challenges of
private and public owners in the United States. The Company's experience includes the
design of over 2,500 parking structures across the country and overseas, including
more than 15 parking structures throughout the state of Iowa.
T.Y. Lin International (Chicago), is a 28 -year old transportation firm providing
engineering and planning consulting services to both the public and private sectors.
TYLI's major engineering focus has been in the planning, design, and construction
inspection of transportation facilities. This includes civil, structural, environmental,
drainage and construction engineering for a wide variety of railroad, highway, road,
airport, transit, and bicycle and pedestrian facilities, including bridges and parking lots.
Their rail experience includes recent work as prime design consultant for the Metra
153rd Street Station and Parking Lot Design Services in Orland Park, Illinois and the 80th
Avenue Metra Train Station in Tinley Park, Illinois. T.Y. Lin has been very instrumental
in the preliminary design phase of this project to bring IADOT, ILDOT, CN, CP and
Amtrak representatives to the table on a couple of occasions to discuss passenger rail
service for Dubuque.
The team will also include IIW Engineers. IIW was involved in the site selection
process, as well as the preliminary design phase of this project. This firm is also
conducting the one way to two way traffic analysis, in the Millwork District, and brings a
local connection to the team.
In addition, Neumann Monson Architects is recognized as the leader in sustainable
design with more LEED Certified and Registered projects than any other Iowa firm.

Nearly 90% of the company's design professionals are LEED Accredited Professionals
and understand the benefits that sustainable architecture provides and will design the
project to be long lasting, healthful, and one that reduces operational costs.
This team provides extensive experience with intermodal facilities, sustainable design,
and a wide array of municipal projects. They are committed to a collaborative approach
and are dedicated to providing innovative problem solving to the Dubuque Intermodal
project. The entire proposal from Neumann Monson which more thoroughly describes
the team is attached. References were checked on the main team members and the
feedback was extremely complimentary.
BUDGET IMPACT
In October 2011, the City was awarded an $8 million FTA, State of Good Repair grant
for the Intermodal project. The City committed a local match of $3.4 million toward this
project. The contract for a consultant would be paid from these funding sources.
RECOMMENDATION
Based on review of the proposals, presentations, interviews and reference checks, the
consultant selection committee recommends that the City negotiate an agreement and
execute a contract with Neumann Monson for Final Design and Construction oversight
of the Intermodal Campus.
ACTION TO BE TAKEN
I respectfully request that the City Council authorize City staff to negotiate an agreement
with Neumann Monson for Multi- phased Final Design and Construction oversight of the
Intermodal Campus.
After negotiations, any agreement would be brought back to the City Council for
approval.

winning designs for the City of Iowa City and the City of Davenport He has partnered with Rich &
Associates on all parking structures and works fluidly with them Tim is also a leader in sustainable
design and has many LEED Certified projects to his credit including the first LEED municipal building
in Iowa and the University of Iowa's first LEED building As Principal / Project Manager he will be
ultimately responsible for the project's success Tim brings over 20 years of experience to your project
Khalid Khan, A!A, LEED AP— Project Designer, Neumann Monson Architects
Khalid has acted as Project Designer on many projects, including work with the University of Arkansas,
the University of Iowa, and the Des Moines Center Street Park & Ride As Project Designer, Khalid will

The Dubuque Intermodal Transportation Center (DITC) will serve as a hub for numerous
modes of transportation including Amtrak passenger rail, intercity bus, local and regional
transit, automobiles, community and hotel shuttles, taxis, trolleys, as well as bicycles
and pedestrians The Center project will be located near the Port of Dubuque, which
is a $500 million transformation of industrial space to a commercial and entertainment
district, and adjacent to the Historic Millwork District A $5 6 million TIGER grant is being
used to design and reconstruct the street network in the Historic Millwork District
The project consists of a 292 -car parking structure, a terminal building, a canopied
transit hub with Amtrak connection, and a covered pedestrian bridge that connects the
terminal building and parking structure
The proposed material palette is respectful of the Historic Millwork District and
incorporates terra cotta panels to blend with the historic brick structures Work has

University campus The facility will provide parking for the neighborhood with a
combination of permit and pay -on -foot spaces, in addition to providing regional bus, city
bus and airport shuttle services The terminal space includes ticketing, management
offices, and 24 -hour lobby and restroom facilities for off -hour use Asetback on Hayward
Street allows for future retail development The ramp is designed to expand vertically
or horizontally
The design uses the natural slope of the site, which minimizes the overall height of the
structure Cantilevered walkways along the east side provide increased safety and
visibility for pedestrian, while screening parked cars from view Glass stair towers on
the east and west also provide increased visibility A multi -use trail will be developed
along the north side of the site and will connect to the larger city trail system Covered
bike storage and bike lockers will be located at the north end of the terminal

The Coralville Intermodal facility is part of the much larger Iowa River Landing, a
mixed -use development in Coralville adjacent to the Iowa River and Interstate -80 The
intermodal facility will serve autos, buses, bicycles, and potentially a light rail system
At the edge of town, the main intent of the project is to serve as a park and ride where
commuters can use the facility, then use bus transit or future light rail to The University
of Iowa It will also support other functions within the larger development
The Iowa River Landing Development will be home to the UIHC Ambulatory Care Clinic
Facility and commercial, retail, entertainment, recreation, and sports venues Staff

Coralville's newest parking facility serves the new hotel and convention center near
Interstate 80 and is adjacent to the Iowa River, a wetlands area, and the Coralville trail
system It is a cast -in- place, post tension structure which includes the ground level with
two elevated levels above The facility is designed to withstand the 500 -year flood level
Several measures have been taken to reduce the visual scale of the large structure
The structure is sunk into the surrounding landscape so the overall profile is lessened
A green screen trellis system encloses the perimeter of the structure Plantings at the
base of the trellis will grow up the side to soften the appearance and mask the vehicles
parked within Extended, cantilevered walkways on the east overlook the wetlands and
river The facility operates with two -way traffic It is designed with one entrance and exit
lane each and a third lane which can alternate as necessary
The schedule for the project was aggressive with 45 days for design, 45 days for
construction documents, two weeks for bidding and 12 months for construction, including
complex site modifications

Cherry Street Intermodal Parking Structure
Terre Haute, Indiana
Rich & Associates, in association with a local consulting team, provided planning,
parking consulting, design and engineering of this 636 space intermodal parking
structure recently completed in downtown Terre Haute
Completed in 2008, this $10 4 million facility functions as a transit headquarters and bus
transfer facility, and provides 636 automobile parking spaces on five levels The Cherry
Street Intermodal Facility project is a partnership of the City of Terre Haute, Indiana
State University and the local business community The intermodal center provides
positions for nine (9) bus stops on the ground floor, a 2,000 sf transit center with an
office and waiting room, bicycle parking areas and restrooms
Prominently sited at a main entrance to Indiana State University, parking is provided
for faculty and staff of the University, and local business owners and customers of the
adjacent downtown business district The facility also accommodates special event
parking at the adjacent Hulman Center This intermodal garage was 80% funded
through FTA grants

Rich &Associates recently led a team of local consultants in the design and engineering
of a new 510 space parking structure in downtown Traverse City, Michigan The Old
Town Parking Deck provides much needed general parking to this area of the City as
well as monthly spaces to support the expansion of a local insurance company
Working closely with the City, we conducted several public design charrettes to gather
input from the general public and the gain support for the project Through this process
several ideas were presented by the community to provide more amenities in the
parking structure to support the community Our team worked quickly to provide design
approaches that could accommodate these public amenities while maintaining the
City's goals and budget As a result the Old Town Parking Structure features several
sustainable design elements as well as functions desired by the community These
features include a green roof over a portion of the roof level parking and atop the stair/
elevator towers, 18 spaces equipped with power for electrical hybrid vehicles, solar
panels to generate electrical power, snow melt systems, bicycle storage in two areas,
and public washrooms
The parking structure is set back from the two main streets at both ends to accommodate
future development of low rise commercial development The parking structure towers
are designed to connect into these two buildings

We focus quality control procedures on providing positive guidance to the project team,
and on monitoring performance as the project work proceeds. We maintain a system of
peer reviews that is comprehensive, continual, and thorough. It commences with the
project planning and continues through the construction process.
Quality
Neumann Monson has a dedicated employee that manages quality control,
specifications, and code compliance. This individual is required to be a registered
architect and is responsible for reviewing every phase of every project. Our goal is
to find all non - conforming items and correct them before any project is issued. Our
QA /QC process includes all documentation, drawings, reports, and specifications at all
phases. As the planning and design progresses, documents are continually reviewed
for code compliance owner requirements, good architectural practice, bid - ability,
construct - ability, and maintain - ability. Time spent on QA /QC is flexible — when project
benchmarks are approaching more time will be necessary for reviews.
During design development, review includes building construction elements, code
and good practice, coordination with engineering, and assurance that all previous
commitments are maintained. Specifications begin for materials and systems,
normally in outline form.
During construction documents phase, reviews vary from intermittent to continual,
depending on the progress of the project. Reviews are for good construction
practices and detailing, inter - disciplinary coordination, inter - architectural,
interiors, and specification coordination, and general constructability. At this time,
specifications are finalized.
• During subsequent phases, bidding, construction, and warranty, time spent is
variable depending on the issues encountered.
• Throughout all phases, there is a constant review for code compliance and good
practice.
Cost
Neumann Monson Architects will engage a cost estimator and /or contractor to provide
cost estimating, scheduling, phasing, and ` constructability' consultation. This close
coordination, combined with our experience on projects of this type, enables us to
effectively manage the project to stay on budget. We will undertake cost control reviews
on a continuous basis and communicate the results to the City of Dubuque.
Schedule
Neumann Monson Architects has demonstrated a history of meeting project schedules.
The design team will work with the contractor to develop and achieve schedule goals
and to meet critical opening dates for each project component. Each member of our
team will be involved throughout the duration of the project, providing personal attention
from initial project design through completion of construction. Initially, we will prepare
a preliminary phased schedule for completion of work. This schedule will be prepared
together with input from the Client to assure the design team meets your objectives. We
will continuously monitor the schedule for compliance and provide regular reports to the
City of Dubuque.
David Tillotson is the individual assigned to QA/QC. We estimate his work would account
for approximately 80 hours within the Design Development and Construction Document
phases of work for Terminal Building and Parking Structure Tasks. If additional Tasks
are funded, additional QA /QC time will be allocated.
