DISCUSSION Dubuque County, on behalf of the Consortium, has received a CDBG ARRA grant from Iowa Economic Development Authority (IEDA) to create a model rural smart code in 2012. MSA Professional Services, Inc. has been retained to assist the County, the Cities of Bankston, Sageville, and Durango, and the Consortium with this rural smart code. Meetings will be at 7:00 p.m. at the Emergency Responder Training Center, 14928 Public Safety Way, Dubuque, on: Tech Meeting # 1: June 6, 2012 Tech Meeting # 2: July 12, 2012 Tech Meeting # 3: August 2, 2012 Public Information Meetings: August 8 & 9, 2012 Tech Meeting # 4: August 14, 2012 The Consortium is hosting a Main Street Training session by the IEDA's Main Street Iowa office on June 7, 2012 at Epworth City Hall from 7:00 - 9:00 p.m. The public and all small cities in Dubuque County are invited to this seminar. A flyer is attached. Dubuque County, on behalf of the Consortium, has been awarded a Community Planning Assistance Team (CPAT) by the American Planning Association (APA) to help prepare a plan to upgrade the 26 -mile Heritage Trail to increase connectivity and accessibility of the trail, promote its sustainability, and extend the recreational and economic development opportunities to each city in the Consortium. Additional information is available on the Smart Planning Consortium's website, www.dubuquesmartplan.org. The next Consortium meeting will be 10:00 a.m. - 12:00 p.m. on June 13, 2012 at Cascade Council Chambers, 320 1st Ave., Cascade. The Main Street Approach is a community- driven, comprehensive methodology used to revitalize older, traditional business districts throughout the United States. It is a common -sense way to address the variety of issues and problems that face traditional business districts. The underlying premise of the Main Street approach is to encourage economic development within the context of historic preservation in ways appropriate to today's marketplace. The Main Street Approach advocates a return to community self - reliance, local empowerment, and the rebuilding of traditional commercial districts based on their unique assets: distinctive architecture, a pedestrian - friendly environment, personal service, local ownership, and a sense of community.
