On March 2, 2009, the City Council approved the selection of AECOM Technical
Services, Inc. to provide the final engineering design for the Southwest Arterial Project.
The initial agreement included the final engineering design, preparation of construction
documents, geotechnical investigation, architectural and landscape enhancements,
archaeological and cultural resources mitigation, public involvement, agency
coordination and construction engineering services.
As a result of proposed design and plan modifications, the original scope of services
needs to be revised to reflect the changes.
City Engineer Gus Psihoyos recommends City Council approval for the Mayor to
execute the Consultant Professional Services — Supplemental Agreement with AECOM
Technical Services, Inc. for the final engineering design phase of the Southwest Arterial,
subject to the concurrence of the Iowa Department of Transportation.

The enclosed resolution authorizes the Mayor to execute a supplemental agreement
with AECOM Technical Services, Inc. (AECOM) which approves revisions to the original
scope of services to the Consultant Professional Services Contract to complete the final
engineering design phase of the Southwest Arterial Project.
BACKGROUND
On March 2, 2009 the City Council approved (Res. 87 -09) the selection of AECOM
(Waterloo, Iowa) to provide the final engineering design for the Southwest Arterial
Project. The initial agreement included: the final engineering design; preparation of
construction documents; geotechnical investigation; architectural and landscape
enhancements; archaeological and cultural resources mitigation; public involvement;
agency coordination and construction engineering services.
DISCUSSION
Per the terms of the Consultant Professional Services contract and the conditional
requirements of the federal aid funding agreement, if the Consultant is of the opinion
that any work directed to perform is beyond the scope of said contract, and constitutes
"Extra Work ", the Consultant shall promptly notify the City in writing to that effect.
Unless written approval for "Extra Work" has been secured in advance of performing
said work from the City, the Iowa DOT and the FHWA, said work will be ineligible for
federal aid participation. The Consultant Professional Services - Supplemental
Agreement authorizes AECOM to provide the revised scope of services to continue to
advance the completion of the final engineering design phase in accordance with Iowa
DOT and FHWA procedures and requirements.
As a result of proposed design and plan modifications, the original scope of services
needs to be revised to reflect the following changes:
• Transfer archaeological and cultural resources mitigation work for Site 13DB674
from AECOM to Tallgrass Historians.
• U.S. 20 Interchange - West Access Road: Perform alternatives analysis in
coordination with Dubuque Industrial Center Site development.
• U.S. 20 Interchange - West Access Road: Revisions to preliminary plans based
on selected alternative for property access and coordination with Dubuque
Industrial Center Site on Seippel Road.
• U.S. 20 Interchange - West Access Road: Revisions to watermain and sanitary
sewer.
• U.S. 20 Interchange: Architectural Bridge Enhancements
• U.S. 151/61 Interchange: Architectural Bridge Enhancements
• Right -of -way property acquisition eminent domain appeal hearings support
activities for Bradley (Parcel 124 & 130) and Tigges (Parcel 147).
• Military Road Bridge: Revisions to preliminary plans from original 2 -span
structure to revised 4 -span bridge.
• Roundabout intersection design review and operational analysis by Ourston
Roundabout Engineering for oversize and overweight vehicles.
• Completion Date: The overall completion date for Final engineering Design has
been extended to June 30, 2014.
RECOMMENDATION
I recommend that the City Council authorize the Mayor to execute the Consultant
Professional Services - Supplemental Agreement with AECOM Technical Services, Inc.
for the final engineering design phase of the Southwest Arterial project, subject to the
concurrence of the Iowa Department of Transportation.

The estimated professional services fee for the proposed design and plan modifications
to the original scope of services for the final design phase of the Southwest Arterial
project is as follows:

Whereas, the City of Dubuque is proceeding with the Southwest Arterial Project,
from U.S. Highway 20 to U.S. Highway 151/61, in Dubuque, Iowa; and
Whereas, as a result of proposed design and plan modifications, the Consultant
Professional Services - Supplemental Agreement authorizes AECOM to provide the
revised scope of services to continue to advance the completion of the final engineering
design phase.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That said Consultant Professional Services - Supplemental
Agreement No. 11 between AECOM Technical Services, Inc. and the City of Dubuque
for the final engineering design phase of the Southwest Arterial project is hereby
approved, subject to the concurrence of the Iowa Department of Transportation.
Section 2. That the Mayor be authorized and directed to execute three copies

SUPPLEMENTAL AGREEMENT NO. 11
WHEREAS, a Professional Services Agreement was entered into by the City of Dubuque, Iowa (Owner),
and AECOM Technical Services, Inc. (Consultant), of Waterloo, Iowa, dated May 8, 2009, for the
preparation of final design, plans, specifications and estimates, as well as right -of -way property
acquisition, final soils investigation, archaeological and cultural resources Phase III mitigation, public
involvement, agency coordination and construction -phase services for the Dubuque Southwest Arterial
which includes a new 4 -lane freeway between Seippel Road and Olde Davenport Road in Dubuque,
Iowa, in accordance with the preliminary plans completed in March 2008; and
WHEREAS, the Owner and Consultant modified the original Scope of Services to include a Value
Engineering Workshop as part of Task No. 3 (Initial Value Engineering Review) in the original
agreement on July 27, 2009, said document included as Attachment C; and
WHEREAS, the Owner and Consultant entered into Supplemental Agreement No. 1 dated August 27,
2009, for the preparation of final design, plan, specifications and estimates, right -of -way property
acquisition, final soils investigation, archaeological and cultural resources Phase III mitigation, public
involvement and agency coordination for the portion of the project not included in the previous
agreement; and
WHEREAS, the Owner and Consultant entered into Supplemental Agreement No. 2 dated October 21,
2009, for supplemental Phase 1 archaeological investigation of the Oberbroeckling property in Dubuque
County, Iowa; and
WHEREAS, the Owner and Consultant entered into Supplemental Agreement No. 3 dated March 10,
2010, to include revisions in the previous Scope of Services based on recent changes in the design
concept as a result of a Value Engineering Study of the project and the Owner's desire to extend the
recreational trail beyond the previous limits; and
WHEREAS, the Owner and Consultant entered into Supplemental Agreement No. 4 dated August 24,
2010, to include engineering services during the construction phase of the North Cascade Road portion
of the project; and
WHEREAS, the Owner and Consultant entered into Supplemental Agreement No. 5 dated September
27, 2010, to include revisions in the previous Scope of Services based on recent changes in the design
concept as a result of ongoing review and value engineering activities; and
WHEREAS, the Owner and Consultant entered into Supplemental Agreement No. 6 dated October 19,
2010, to include construction staking for the North Cascade Road portion of the project; and
WHEREAS, the Owner and Consultant entered into Supplemental Agreement No. 7 dated March 4,
2011, to include revisions in the previous Scope of Services based on recent changes in the design
concept as a result of ongoing review, the public informational meeting and value engineering activities;
and
WHEREAS, the Owner and Consultant entered into Supplemental Agreement No. 8 dated February 28,
2011, to include engineering services during construction phase of the North Cascade Road Bridge
portion of the project; and

WHEREAS, the Owner and Consultant entered into Supplemental Agreement No. 9 dated July 1, 2011,
to include roundabout intersection peer review and design revisions and the preparation of legal plats
and descriptions for temporary construction easements, and
WHEREAS, the Owner and Consultant entered into Supplemental Agreement No. 10 dated
September 12, 2011, to increase the hours for Construction Observation estimated for the North
Cascade Road Bridge portion of the project authorized in Supplemental Agreement No. 8; and
WHEREAS, the Owner and Consultant desire to amend the previous agreements to include design
revisions that have been requested by the City since the original Scope of Services was prepared and
the shifting of certain activities among firms on the Design Team.
NOW THEREFORE, it is mutually agreed to amend the original Professional Services Agreement as
fol lows:
I. SCOPE OF SERVICES
The services to be provided for the project under this Agreement will include additional activities
that have been requested by the City and Iowa DOT, and which are beyond the scope of the
existing agreements. Certain activities will be shifted among firms of the design team. The
following tasks are included.
Task 1. Eliminate Remainder of Durrant's Scope. The original scope of services had split
the architectural and enhancement activities between Durrant and RDG. Durrant has
completed a portion of their scope, and the remainder of this scope was transferred to RDG as
part of Supplemental Agreement No. 7. This task eliminates the remaining unused portion of
Durrant's contract.
Task 2. Transfer Archaeological Site 13DB674 to Tallgrass Historians. Archaeological
Site 13DB674 is located on the Cate property west of U.S. 20. The Phase III Cultural
Resources Survey for this site was originally included in AECOM's scope of services. This task
transfers the field data recovery and report preparation work for Site 13DB674 to Tallgrass
Historians. The scope of this task is further defined in Supplemental Agreement No. 3 between
AECOM and Tallgrass Historians.
Task 3. Modify Roundabout Intersection Design Scope. The original scope of services
included three roundabout intersections at the U.S. 20 interchange. This task includes
eliminating one of the three roundabout intersections and substituting a 5 -leg roundabout in its
place. The previous Supplemental Agreement No. 7 also provided staff hours to redesign the
east access road to connect with a new roundabout intersection east of the interchange. The
current design connects the east access connector to the east interchange roundabout,
removing the need for the allocated staff hours. This task will be completed by WHKS.
Task 4. U.S. 20 West Access Road Revisions. The original access road west of U.S. 20
included a connection to Cousins Road, providing access to the three residential properties
along Cousins Road, and an access road extension to serve the Kluck property. The evaluation
and conceptual design of the west access road alternatives were included in Supplemental
Agreement No. 7. This task includes the design revisions resulting from the evaluation and the
associated coordination with the Dubuque Industrial Center West project. The following
subtasks are included:
a. Modify design of original west access road. This task includes the redesign of the
West Access Connector Road in accordance with the results of the alternatives
studies. The proposed roadway will be located south and west of the existing

intersection of Cousins Road with U.S. 20. The work under this task will also include
the design of a relocated access to Parcel 105, Kluck, and an additional roadway and
intersection to serve three (3) parcels adjacent to existing Cousins Road. Additional
staff hours are included for the revisions in scope for the roadway associated design.
b. Modify design of bridge over South Fork Catfish Creek. The west access road
alignment requires a structure over the South Fork of Catfish Creek. Previous
supplemental agreements reduced the structural staff hours, since the original design
was changed from a three -span PPCB bridge to a three -span concrete slab bridge with
no aesthetic treatments. The preferred alignment will now require a three -span PPCB
bridge, so the original structural staff hours will be required and are restored by this
supplement.
Task 5. Condemnation Hearings for Tigges and Bradley Properties. This task includes
on -call services requested by the City and /or Iowa DOT related to the condemnation hearings
for Parcel 147 (Tigges) and Parcels 124 and 130 (Bradley). This task may include such
activities as staking the properties for condemnation, preparing for and attending hearings and
meetings, and providing information or assistance related to the appeal process. The scope of
this task is defined by the estimated hours assigned to the task. Additional activities and hours,
if requested, will be included in a future supplemental agreement.
Task 6. Redesign Military Road Project. The design of the Military Road area has been
revised from the original approved concept. The original 2 -span bridge and MSE retaining walls
have been revised to provide a 4 -span bridge without retaining walls and to substitute a sloped
end -slope on the bridge. Associated with these revisions, the on -site detour road will be
redesigned and lengthened to fit with the revised bridge design. The following subtasks are
included.
a. Modify the Bridge Design From a 2 -Span to a 4 -Span Bridge (WHKS Task)
b. Delete MSE Retaining Walls and Substitute a Sloped End -Slope (WHKS)
c. Redesign On -Site Detour Road (AECOM)
Subtasks a. and b. are considered no cost revisions in scope for the bridge associated designs.
Task 7. Additional Su • • lemental Surve and Stakin•. This task includes on -call advance
construction staking as requested by the City and additional supplemental survey as required
for the redesigned roadway elements. Advance construction staking is anticipated for such
activities as right -of -way locations for farming operations, utility relocations, etc. The extent of
this task is defined by the estimated hours assigned to the task. Additional construction
staking, if requested by the City, will be covered under a future supplemental agreement. The
following subtasks are included:
a. Advance Construction Staking
b. Additional Supplemental Survey
Task 8. Water and Sewer Main Relocations. This task includes the final design of water
main and sanitary sewer relocations on the west side of U.S. 20. These relocations, which
were not included in the original scope of services, are needed to facilitate the construction of
the U.S. 20 interchange and relocated Seippel Road. The following subtasks are included:
a. Water Main Relocation. The water main relocation includes the evaluation, design and
plan preparation for relocating an existing 16 -inch diameter water main and
appurtenances outside the proposed U.S. 20 right -of -way. Approximately 4,700 linear
feet of water main will be relocated to the west side of Ramp A and north side of

Seippel Road, including provisions for jacking a liner under U.S. 20. Coordination with
Owner and Iowa DOT for review of proposed design is assumed to require four
meetings. IDOT and Iowa DNR permits will be developed. The following subtasks are
included:
• Design
• Plan and Detail Sheets
• Permit Development
• Meetings
• Special Provisions
b. Sanitary Sewer Relocation. The sewer main relocation includes the evaluation, design
and plan preparation for the staged relocation of an existing 18 -inch diameter sanitary
sewer line due to conflicts with the location of the bridges near the South Fork of
Catfish Creek. Approximately 400 linear feet of sanitary sewer will be relocated,
requiring the modification of two (2) existing manholes and the construction of one (1)
new manhole. Coordination with the Owner and Iowa DOT for review of proposed
design is assumed to require two meetings. IDOT and Iowa DNR permits will be
developed. The following subtasks are included:
• Design
• Plan and Detail Sheets
• Permit Development
• Meetings
Task 9. Modify Plans for Revised Construction Schedule. This task includes modifying the
completed plans for English Mill Road and Military Road to accommodate the Iowa DOT bi-
annual updates. The final check plans for these projects were completed in January 2011 and
June 2011, respectively. The plan updates will include revisions for new Iowa DOT standard
details, specification changes, bid item updates and Standard Road Plan updates.
a. English Mill Road Revisions
b. Military Road Revisions
Task 10. Modify Right -of -Way Plats and Descriptions. This task includes modifications to
the right -of -way plats, descriptions, temporary easement exhibits, plot plans and summary
sheets to accommodate the design revisions included in this supplemental agreement. The
right -of -way documents for a total of 10 parcels are included in this task. The anticipated
parcels are Nos. 112, 113, 114, 127B, 150B, 152, 161, 184, 187 and 195A.
Task 11. Delete Newsletters. This task deletes Task No. 140 from Supplemental Agreement
No. 1. The original Task No. 140 included three newsletters, which are no longer being used
for public communications.
Task 12. Gateway Bridge Design Modifications. The original scope anticipated "moderate
enhancement" design elements for the bridges, including enhancements to the piers,
abutments, railings, surface treatments and bridge coloring. Additional enhancements are now
being proposed for the "gateway" bridges at U.S. 20 and U.S. 151/61. The gateway bridge
enhancements will include additional arch elements and special lighting which were not
anticipated in the original scope. This task includes the additional design effort for the added
enhancement elements, in accordance with the recently approved "Option 1" concept.

a. Southwest Arterial Bridge Over U.S. 20 and South Fork Catfish Creek. Additional
scope for this task shall include design, detailing and coordination of the added truss -
arch aesthetics similar to Option 1 as shown in RDG's presentation dated October 29,
2011. This includes design and detailing of the truss arch and the truss -arch
connections to the piers, design of Piers 2 and 3 to accommodate the loading from the
truss arch, and coordination with City staff and design team members.
b. Southwest Arterial Bridge Over U.S. 151/61 and Granger Creek. Additional scope for
this task shall include design, detailing and coordination of the added truss -arch
aesthetics similar to Option 1 as shown in RDG's presentation dated October 29, 2011.
This includes design and detailing of the truss arch and the truss -arch connections to
the piers, design of Piers 1 and 2 to accommodate the loading from the truss arch and
coordination with City staff and design team members.
The following assumptions pertain to the aesthetic design:
a. Shop drawing review is not included. Shop drawing review will be part of construction
administration.
b. All four aesthetic arch trusses and connections to the piers will be identical.
Task 13. Project Meetings and Coordination. This task includes the additional meetings,
conference calls, web meetings and external coordination associated with the scope
modifications and revised time of completion in this supplemental agreement.
Task 14. Project Administration. This task includes the additional in -house administrative
activities and project team coordination between consultants which are associated with the
revised scope of services and revised time of completion in this supplemental agreement.
Task 15. Modify Roundabout Intersection Scope. The City of Dubuque and the Iowa
Department of Transportation have requested additional evaluation of over -size, over - weight
(OSOW) trucks for certain movements at the U.S. 20 and U.S 61 interchanges with the SW
Arterial. The following movements will be evaluated:
1) Westbound SW Arterial to southbound U.S. 20
2) Northbound U.S. 20 to eastbound SW Arterial
3) Eastbound SW Arterial to southbound U.S. 61
4) Southbound U.S. 61 to westbound SW Arterial
5) Eastbound SW Arterial to northbound U.S. 61
6) Northbound U.S. 61 to westbound SW Arterial
The previous scope of services is modified to include the following additional work effort:
• Modifications to preliminary design geometrics to accommodate the OSOW truck
movements listed above.
• Provide additional design review of the vertical geometrics for OSOW modifications.
• Attendance at one design coordination meeting in Dubuque and exchange of
comments with the City of Dubuque and Iowa DOT.

II. TIME OF BEGINNING AND COMPLETION

The work under this agreement shall be in accordance with the schedule of the previous
associated agreements, which is extended from June 30, 2012, to June 30, 2014.
III. COMPENSATION
The Consultant shall be reimbursed for the actual costs incurred in accordance with Article 3 of
the original Agreement.
The Estimated Actual Costs, Fixed Fee, Contingency and Maximum Amount Payable for this
supplemental agreement as stated below and as shown in Attachment A, are to be integrated
with those covered under the original agreement.
