PARK AND RECREATION COMMISSION MEETING

It was moved by Daykin, seconded by Lyness, to approve the minutes of the
July 12, meeting. The motion passed unanimously.
Recreation Division Manager Pat Prevenas told commissioners that staff is
proposing a reduced cart rental rate in October to compete with other golf
courses. Effective October 1 st, you can play 18 holes of golf for the weekday
9-hole rate of $11.00, seven days per week. We would like to change the cart
rental rate for 18 holes to the 9-hole rate of $14.50. This combination would
allow a person to play 18 holes of golf with a cart for only $25.50.
11 was moved ~ Hariehausen. seconded ~ Blocklinaer. to approve chanaina
the cart rental rate effective October 1st, to $14.50 for ~ holes. seven days
per week. The motion passed unanimously.
Leisure Services Manager Gil Spence told commissioners that the appraisals
had been done for the property on Southern Avenue. Parcel 1 is valued at
$9,000; parcel 2 @ $13,000; and parcel 3 @ $8,000. Mr. Spence would like
the sale to stipulate there cannot be any excavation of the bluff. If the
commission chooses to move forward, Mr. Spence would go to the Council the
first week in September with the intent to dispose of property.
11 was moved ~ Hoffmann, seconded ~ Daykin, to move forward with the
process to sell the parcels of land on Southern Avenue. The motion passed 5-
1, with Blocklinaer, Daykin, Hariehausen, Hoffmann and Lyness votina yes,
and Nadeau abstainina.
Park Division Manager John Hail shared the following information:
. new playground equipment for the McAleece Park and Recreation Complex
arrived yesterday and we are installing it now; Fulton School playground
installation completed; . camping revenue is doing well - almost $3,800 last
week and $3,200 the week before; · we've had five or six vehicles out watering
because of the dry conditions · we are working with Durrant on putting in 24
more electric sites at Miller-Riverview Park; · great progress being made at
Water Works Park - cement is to be poured for the curb this week and the
foundation is in for the rest room building; · two sections of walls are in by
Murph's South End and the Bridge Restaurant for the gateway landscaping; ·
starting work at Bergfeld today;. rest room building at Marshall Park is
partially done;. work at Pyatigorsk Park should start August 18th or 19th and
be completed by mid-September;. renovation of horseshoe pits at Flora Park

has begun - 12 new pits will be done this fall, in the current location; · water
line has been installed at the Pet Park and we are working with the fencing
contractor - should be done sometime in August; · work at Comiskey Park
should begin soon.
Recreation Division Manager Pat Prevenas shared the following:
. Flora Pool had 29,000 swimmers in July and Sutton had 16,000 (5th best year
ever); Sutton is scheduled to close for the season on August 14th and Flora on
August 28th; . Monday is the second annual doggie dip at Sutton Pool; ·
eight-week summer programs finished last Friday; . had to cancel triathlon due
to lack of registrations; · golf rounds for July are down about 10% from last
year but the rounds are mostly no charge - the revenue amount is about the
same; the season is down about 2% but expecting it to pick up; expecting
$80,000 surplus in Fiscal Year 2005.
Marshall Park monument: Mr. Jim Schaefer of 2015 Lombard Street was
present to address the commission regarding the memorial to Mac Marshall at
Marshall Park.
When Jackson "Mac" Marshall and his father and grandfather donated the land
where Marshall Park sits to the City, there were stipulations attached to the
donation: the land had to be used for a park that was open to the public; and a
proper memorial had to be put up honoring Mr. Marshall and his family within
one year of the donation or the property would revert to the Masons. There is
currently a plaque type monument in the park, but it is not visible from the road,
only mentions Mr. Marshall, not the family, and is in poor condition. Mr.
Schaefer feels the City is not in compliance with the stipulations of the
donation. He is asking for a proper monument to be done now, maybe
something in long-lasting brass, possibly by the visitor's center, but definitely
something people can see from a distance and be aware of its existence.
Mr. Spence will work with Mr. Schaefer on this.
It was moved by Hoffmann, seconded by Blocklinger, that the meeting be
adjourned at 5:10 p.m. The motion passed unanimously.
