SUBJECT: Intersection of Marywood Drive and Crissy Drive
In response to a citizen concern about lack of visibility at the intersection of Marywood
Drive and Crissy Drive, City Engineer Gus Psihoyos is recommending that the yield
signs on Marywood Drive at Crissy Drive be replaced with stop signs.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
This is in response to a citizen concern about lack of visibility created by the
presence of bushes on the southeast corner of Marywood Drive and Crissy
Drive.
BACKGROUND
The City Code currently provides for YIELD signs on Marywood at Crissy.
Both the Iowa Department of Transportation and the City of Dubuque Police
Department records indicate that no crashes have occurred at this intersection
in the past 3-% years.
The bushes do, however, contribute to a lack of adequate sight distance for
motorists traveling west on Marywood approaching Crissy. Generally, a safe
approach speed for a YIELD condition is 10 MPH or greater. This condition is
not met for westbound traffic at this intersection. Because the potential for
conflicting commands could create driver confusion, both YIELD signs at this
intersection should be converted to STOP signs.
RECOMMENDATION
I recommend, rather than require the property owner to remove or radically
trim the bushes, that the YIELD signs be replaced with STOP signs.
ACTION TO BE TAKEN
The City Council is requested to pass the attached ordinances replacing the
YIELD signs on Marywood Drive at Crissy Drive with STOP signs.
