Van Milligen, City Manager SUBJECT: Drop-Off Parking on Sixth Street, from Locust Street to the Alley West of Main Street A request was received from St. Mary's Home, the Housing Managing Agent for Ecumenical Towers, and a petition from the residents of Ecumenical Towers, requesting a curb cut drop-off area in front of the main entrance at 250 West 6th Street. City Engineer Gus Psihoyos recommends installation of a curb cut/drop-off area on Sixth Street, from Locust Street to the alley west of Main Street. The area will be used for pick-up/drop-off only. Van Milligen, City Man;;~ Gus Psihoyos, City Engineer 7~ TO: SUBJECT: Drop-Off Parking on Sixth Street, from Locust Street to the Alley West of Main Street INTRODUCTION The City has received a written request from St. Mary's Home, the Housing Managing Agent for Ecumenical Towers, and a petition from the residents of Ecumenical Towers regarding safety concerns on Sixth Street, from Locust Street to the alley west of Main Street. DISCUSSION On June 20, 2005, Sister Mary Patricia Conlon, RSM, Care Coordinator of the Ecumenical Towers, directed a letter expressing concern for the safety of the tenants as it relates to walking and pick-up/drop-off. On June 21, 2005, a follow- up letter was received from St. Mary's Home, the Housing Managing Agent for Ecumenical Towers, that included a petition from its residents requesting a curb cut drop-off area in front of the main entrance at 250 West 6th Street. Based on the on-site review of the area with the administrators of Ecumenical Towers, as well as the submitted plans from the Ecumenical Towers, it has been determined that all design parameters necessary to develop this drop-off area have been met. The cost of th-is curb cut/drop-off area will be that of St. Mary's Home. RECOMMENDATION Based on on-site review and review of the submitted plans, I recommend the installation of the drop-off area on Sixth Street, from Locust Street to the alley - - -I west of Main Street. The area will be used for the pick-up/drop-off only. Vehicular or unattended parking in this zone would be prohibited. ACTION TO BE TAKEN The City Council is requested to pass the attached ordinance to provide drop-off parking on Sixth Street, south side, from Locust Street to the alley west of Main Street. cc: Bill Schlickman, Traffic Engineering ORDINANCE NO. 52-05 AN ORDINANCE AMENDING THE CODE OF ORDINANCES OF THE CITY OF DUBUQUE, IOWA, BY MODIFYING SUBSECTION (d) OF SECTION 32-262 THEREOF PROVIDING FOR THE ADDITION OF DROP-OFF PARKING ON SIXTH STREET, SOUTH SIDE, FROM LOCUST STREET TO THE ALLEY WEST OF MAIN STREET NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. That the Code of Ordinances of the City of Dubuque, Iowa, be amended by adding to Subsection (d) of Section 32-262 the following: Sixth Street, south side, from Locust Street to the alley west of Main Street, provided, however, it shall not be unlawful to stop, but only in the drop-off areas provided, for the sole purpose of and for the time necessary to allow passengers to enter or exit a vehicle and during which time the vehicle shall not be unattended. DEMOGRAPHICS: 82 tenants 10 tenants between 90 and 97 years of age 22 tenants between 80 and 90 years of age 30 tenants on either a cane, walker or in a wheelchair REQUEST: A curb cut drop off at the entrance to the Ecumenical Tower at 250 W. 6th street DANGERS TO OUR TENANTS: Tenants being dropped off or picked up; cars go by them when they are trying to get out or into their vehicle with a walker, cane or wheelchair. Cars are driving fast past them from the city parking lot behind the Tower and from Locust Street onto 6th Street around them in front of the Tower. Some are missed by inches! Cars come over the curb from Locust Street onto 6th street and go over the curb from 6th street onto Locust Street. Cars swing into 6th street from Locust Street to the US Bank and the US Bank ATM. Traffic from the festivals, May through September, goes in front of the Tower to the City Parking Lot behind the Tower and from the City Parking Lot onto 6th Street in! front of the Tower onto Locust Street. I During the year traffic for events at Five Flags also goes in front of the Tower to the City Parking Lot behind the Tower. During the winter snow is plowed into the curb through which tenants with canes and walkers must go through or climb over to get into the Mini-bus, Rural Transit Authority, taxi, or a friend's car. During the winter parents drop off children for hockey and basketball practice at Five Flags; their vehicles are parked across from the Tower and behind the Tower in the City Parking Lot. WALKING PATTERNS OF OUR TENANTS: Our tenants walk across 6th street to a bank north of us; they also walk across 6th street and up the alley to the Town Clock for their evening meal and for meals over the weekend. Often they cross 6t1t street for the city bus. ;~ .
