Introduction
The Arts and Cultural Affairs Advisory Commission has reviewed twelve funding
requests from Dubuque arts and culture organizations requesting $223,299 in funds
from the FY '2006 Arts and Culture Funding Program for Operating Support. This
memo transmits the Commission's funding recommendations and requests that the
Council approve the recommendations and associated funding agreements.
Background
In August 2004 the Arts and Culture Task Force recommended to City Council that a
$250,000 annual Arts and Cultural Operating Grant Program be established. The
Council deferred a decision on that recommendation to the FY 2006 budget process. In
March 2005, the City Council approved a $200,000 budget decision package providing
resources for the Arts and Cultural Affairs Advisory Commission to make
recommendations to City Council for the best investment in the community for arts and
culture.
In May, the City Council approved the Commission's recommendation to establish an
Arts and Culture Funding Program for Operating Support. The Commission
recommended that operating support be provided to high quality established 501 (c) (3)
arts and culture organizations located in the city of Dubuque that primarily serve
Dubuque residents with year-round arts and culture events, programs and services, and
can demonstrate a record of programmatic and administrative stability.
Arts and culture advocates have worked for many years to educate the community
about why our arts and culture organizations need City funding and why this financial
investment would be good for Dubuque. The Commission believes it is important to
sustain and insure long-term viability for existing arts and culture organizations and to
create a welcoming environment for new organizations.
The Arts and Cultural Affairs Advisory Commission solicited requests for the program in
June, 2005. Media releases were issued, applications were available on the City of
Dubuque's website, all known arts and cultural organizations were notified of the grant
opportunity, and two grant workshops were conducted.
Discussion
The Commission received funding requests from twelve different organizations. Based
on the maximum funding levels established for the program (6% of organization's
previous year's operating expenses or $50,000, which is less) the funding requests
totaled $223,299. Total funding available is $200,000. The consensus of the
Commission was that they preferred to provide funding to all eligible organizations at a
reduced funding level rather than eliminate anyone organization from the funding pool.
The Commission raised specific questions on the funding requests from Four Mounds
Foundation and Dubuque Main Street/Cultural Corridor. There was discussion whether
Four Mounds Foundation was primarily an educational/social service organization or a
cultural organization. After reviewing the Articles of Incorporation and Four Mounds
narrative statement addressing how their organization meets the cultural arts goals
specified in the City's Comprehensive Plan, the Commission voted to approve funding
for Four Mounds Foundation. There was discussion on whether the Dubuque Main
Street/Cultural Corridor request was more appropriate to refer to the Special Projects
Grant Program. Dubuque Main Street requested $2,000 to hire an intern for data
collection for the new Cultural Corridor. The Commission decided to recommend
funding because of the important role Dubuque Main Street has in managing the new
Downtown Cultural Corridor, because of the relatively small amount of funds requested
and the major impact that this small investment can have on the arts and cultural
environment throughout the community.
The Commission is recommending funding for all twelve organizations requesting
operating support funding. Since the amount of funding requested exceeded the
budgeted amount, the commission recommended that the organizations be funded at
90.1 % of the requested amount with the following two exceptions: 1) The commission
recommended that the Dubuque County Historical Society receive the capped amount
of $50,000 which is significantly less than 6% of their operating expenditures, and 2)
The Commission recommended funding for Dubuque Main Street/Downtown Cultural
Corridor at $2,000.

Action
The Council is requested to approve the twelve FY 2006 Arts and Culture Operating
Support funding requests and authorize the City Manager to sign the funding
agreements.
The Commission is very appreciative of the City Council's support of arts and cultural
organizations and is looking forward to working together to support the artistic and
cultural development of the City.

City shall pay Organization $25,486 for fiscal year 2006. Such sum shall be paid by
City to Organization after the execution of this Agreement by both parties and upon
receipt by City of a requisition for such sum from Organization.
3. Audit and Evaluation
Inasmuch as the funds to be provided Organization by City are public funds,
Organization agrees that it will maintain books of account in accordance with
generally accepted accounting standards together with necessary documentation to
support all expenditures.
Organization agrees to complete and return a Final Report Form in a form
acceptable to City. Organization agrees to retain all financial records, reporting
documents, and all other records pertinent to the City of Dubuque Arts and Culture
Operating Support Program for a period of three calendar years after the end of the
term of this Agreement. Organization agrees to submit annual financial statements
to City.

Inasmuch as the funds to be provided Organization by City are public funds,
Organization agrees that it will maintain books of account in accordance with
generally accepted accounting standards together with necessary documentation to
support all expenditures.

acceptable to City. Organization agrees to retain all financial records, reporting
documents, and all other records pertinent to the City of Dubuque Arts and Culture
