Introduction
This memorandum transmits a Request for Proposals (RFP) for Professional Design
Services for the Historic White Water Creek Bridge Relocation Project, for review and
approval by the City Council. A relocation site map and the RFP are enclosed.
Background
The State Historic Preservation Office has awarded a $30,000 grant to the City for
relocation of the historic White Water Creek Bridge from the Cascade area to a planned
bikelhike trail in the Bergfeld Recreation Area in Dubuque Industrial Center West.
The City of Dubuque has signed a Memorandum of Agreement with the Federal
Highway Administration, State Historic Preservation Office, and Dubuque County for
relocation of the historic bridge. Dubuque County has given the bridge to the City for
use on our bike/hike trail system.
The historic bridge will be incorporated into a new trail that is under construction in the
Bergfeld Recreation Area. The State grant will help fund a consulting engineer to
conduct a structural analysis of the bridge, to develop specifications for moving the
bridge to Dubuque, and to prepare construction plans for the new bridge abutments in
the Bergfeld Recreation Area. The consulting engineer also will prepare specifications
for rehabilitation of the bridge in accordance with the Secretary's Standards. The cost of
moving the bridge and constructing the abutments are included in the project budget.
Recommendation
The enclosed RFP has been reviewed by the City's Consultant Selection Committee
and the State Historic Preservation Office. Once approved, the RFP would be posted
on the Web and distributed on September 7, 2005. Proposals would be due back by
September 30,2006.
I recommend City Council approval of the enclosed RFP for this project.

REQUEST FOR PROPOSALS
Professional Design Services for the
Historic White Water Creek Bridge Relocation Project
INTRODUCTION
The City of Dubuque, Iowa is soliciting proposals from qualified consulting firms to provide
professional design services for the Historic White Water Creek Bridge Relocation Project, in
accordance with the Secretary of the Interior's Standards for the Treatment of Historic
Properties.
The City has been awarded a Historic Resource Development Program (HRDP) grant by the
State Historic Preservation Office (SHPO) for relocation of the White Water Creek Bridge.
One of seven spans that once crossed the Mississippi River, the White Water Creek Bridge
has been replaced with a more modern bridge. This project will relocate the historic bridge
from its storage site near Cascade, Iowa to a planned bike/hike trail in the Bergfeld
Recreation Area in the city limits of Dubuque.
COMMUNITY BACKGROUND
The City of Dubuque is located on the Mississippi River in northeastern Iowa, adjacent to
Illinois and Wisconsin. The City is approximately 30 square miles in area, with a population of
approximately 60,000 persons. The City's annual operating and capital budget is over $100
million and funds a full range of services. The City's web site is www.cityofdubuQue.orQ.
SIGNIFICANCE OF BRIDGE
The White Water Creek Bridge (HAER No. lA-51) was constructed in 1872 by the Keystone
Bridge Company of Pittsburgh, Pennsylvania. Designers and patentees were John Piper and
Jacob H. Linville. This bridge is a remaining span of a seven-span approach bridge built to
serve a larger seven-span bridge built in 1868 over the Mississippi River at Dubuque. The
larger bridge was the first to span the Mississippi at Dubuque, and was one of the earliest of
all Mississippi River bridges. The superstructures of both the approach bridge and the river
bridge were fabricated by the Keystone Bridge Company, one of the most important and
long-lived bridge companies of the 19th Century.
Until its replacement with a modern bridge, this span was one of the oldest iron trusses still in
use in Iowa, and was the only Keystone truss known to be in use in the state (Source: HAER
- Historic American Engineering Record.) The White Water Creek Bridge was listed on the
National Register of Historic Places as having statewide significance based on Criteria C on

PROJECT SUMMARY
The White Water Creek Bridge was relocated from its original site in Dubuque to White Water
Creek, 15 miles southwest of Dubuque near Cascade. In the 1990's it was determined the
bridge no longer could handle vehicular traffic, and had to be replaced, It was moved off
White Water Creek to its present storage site on adjoining farmland in June, 1999. The City
of Dubuque agreed to accept ownership of the bridge from Dubuque County, and to preserve
it through reuse on a bike/hike trail in the city.
The enclosed Memorandum of Agreement (MOA) between the Federal Highway
Administration (FHWA), the State Historic Preservation Office (SHPO), Dubuque County and
the City of Dubuque and an Intergovernmental Agreement between the SHPO, Dubuque
County and the City of Dubuque set forth the terms and conditions of this relocation.
This project will relocate the historic bridge to a bike/hike trail site in the Bergfeld Recreation
Area in Dubuque. The bridge would be located at the spillway for the main detention pond in
the Recreation Area. A location map is enclosed.
The Bergfeld Recreation Area was constructed by the City of Dubuque during development of
the Dubuque Industrial Center West (DICW). Extensive earthwork, regrading, changes to the
floodplain of the Middle Fork of Catfish Creek, and creation of the retention basins that serve
as fishing ponds for the Bergfeld Recreation Area significantly altered the landscape in, below
and around the site. Prior to construction of the Bergfeld Recreation Area and DICW, the
City conducted the archeological survey required for issuance of a 404 permit by the U.S.
Army Corps of Engineers.
The Bergfeld Recreation Area is the largest park on the City's west side, and is one of two
parks in the city that offer fishing. It also offers picnic facilities. Relocation of the Historic
White Water Creek Bridge and the construction of abutments for the relocated bridge will
need to be coordinated with the construction of a walking trail in the Bergfeld Recreation.
Construction of the trail is scheduled for July 1 through December 31,2005.

SCOPE OF SERVICE
The approved scope of service for the Historic White Water Creek Bridge Relocation Project,
to be done in accordance with the Secretary of the Interior's Standards and Guidelines for
Arche%gy and Historic PreseNation includes:

1. Conduct site inspections of Bergfeld Recreation Area and White Water Creek Bridge.
2. Consult with SHPO for applicable Secretary of the Interior's Standards for relocation
and rehabilitation of the bridge.
3. Consult with Iowa Department of Transportation and City Engineering Department for
applicable standards for construction of the bridge abutments.
4. Consult with Iowa Department of Natural Resources and U.S. Army Corps of
Engineers for applicable standards for any floodplain-related permits for construction
of the bridge abutments.
5. Prepare a structural analysis of the historic bridge in conjunction with relocation in
accordance with the applicable Secretary of Interior's Standards.
6. Prepare construction documents and engineering estimate for relocation of the bridge
and for construction of the bridge abutments in hard copy and electronic format
acceptable to the City.
7. Submit construction documents to the City and SHPO for their review and approval.
8. Prepare preliminary plan and cost estimate for future rehabilitation of the bridge.
9. Coordinate issuance of plans and specifications for bidding relocation of the bridge
and construction of the bridge abutments.
10. Provide all bid-related documents and plans.
11 . Review bids, prepare bid tabulations, and recommend bids for moving contract and
construction contract awards.
12. City Council awards contracts for relocation of the bridge and construction of the
bridge abutments.
13. Conduct pre-construction conference with contractors and City staff.
14. Construction contractor constructs bridge abutments in Bergfeld Rec Area.
15. Moving contractor relocates the bridge for reuse on trail.
16. Conduct progress meetings with contractors and City staff as needed.
17. Provide construction administration.
18. Assist City with construction inspection and project closeout.
The consultant will prepare a structural analysis of the bridge in conjunction with construction
standards for bridge abutments and the applicable Secretary of Interior's Standards. The
consultant will develop plans and specifications for moving the bridge to Dubuque, and
construction plans for the new bridge abutments. The consultant also will prepare plans and
specifications for rehabilitation of the bridge, proposed bridge abutments at the designated
site in the Bergfeld Recreation Area, structural analysis in conjunction with construction
standards in accordance with applicable Secretary of Interior's Standards.
The cost of moving the bridge and constructing the abutments are included in the project
budget. Rehabilitation will be accomplished as a future phase.
The City of Dubuque will consult with the SHPO so that the professional standards and best
practices for bridge relocation (current project) and rehabilitation (future phase) will be met to
preserve and enhance the structural integrity and appearance of the White Water Creek
Bridge, as well as those qualities that enabled the bridge to be listed on the National Register
of Historic Places.

QUALIFICATIONS OF CONSULTANTS
A professionally registered engineer or architect experienced in preservation, rehabilitation
and relocation of historic structures will be retained by the City to prepare plans and
specifications for the relocation work described above, to oversee the work to be performed,
and to manage this project. The selected consultant must have the requisite experience and
training in historic preservation and have performed similar work in accordance with the
Secretary of the Interior's Standards and Guidelines for Archeology and Historic
Preservation. The selected consultant must be professionally registered in Iowa or able to
obtain registration in Iowa in a timely manner.
The selected consultant will submit plans and specifications to the City and SHPO for review
and approval for compliance with the Secretary of the Interior's Standards and Guidelines for
Archeology and Historic Preservation prior to beginning relocation and construction work for
the project.
All consultants, contractors, and subcontractors will be selected competitively in accordance
with Federal, State and City requirements. The relocation work will be performed by qualified,
licensed, and bonded contractors experienced in preservation and relocation of historic
bridges in accordance with Federal, State, and City standards, including but not limited to the
Secretary of the Interior's Standards and Guidelines for Archeology and Historic
Preservation. The selected consultant will supervise the contractors' work.
A qualified Moving Contractor will be retained by the City under separate contract to relocate
the historic bridge from White Water Creek to the Bergfeld Recreation Area. As specified in
the MOA and the Intergovernmental Agreement, the bridge relocation will be accomplished
by a professional mover who has the experience to move historic bridges properly and
understands any bracing which may be necessary to prevent damage from torsional stresses
on the structure and the proper lift points to prevent bridge members from buckling. The
selected consultant will be responsible for drawing up the plans and specifications for the
relocation, and to assist the City in bidding out this work.
A qualified Construction Contractor will be retained by the City under separate contract to
construct the bridge abutments at the relocation site in the Bergfeld Recreation Area. The
selected consultant will be expected to coordinate the construction work with the bridge
relocation.
The selected consultant will be expected to consult with the City and SHPO so that the
professional standards and best practices for the relocation work will be followed. The City of
Dubuque, and all consultants and contractors retained by the City, will comply with the
consultation process of Section 106 of the National Historic Preservation Act prior to the
commencement of the relocation and construction work.
INFORMATION TO BE INCLUDED IN PROPOSAL
To simplify the review process and to obtain the maximum degree of comparability, the
proposal shall include the following information and shall be organized in the manner
specified below.

Letter of Transmittal
Provide a letter of transmittal briefly outlining the consultant's understanding of the work and
the name, address, telephone number and fax number of the consultant's primary contact
person.
Profile of Firm
Provide general information about the consultant firm and firm's area of expertise as regards
to this RFP, including the qualifications of the project manager and other key personnel who
would be assigned to this project as follows:
(a) Name of the anticipated project manager, his or her qualifications and experience and the
names, qualifications and experience of other key personnel who would be associated
with the project.
(b) Name and location of other consulting firms that would be used by your firm in the project;
the type and approximate percentage of the work that would be performed by each of
these firms; and the names, qualifications and experience of their personnel who would
be associated with this project.
(c) Experience of the anticipated project manager and other key personnel in performing
similar architectural and engineering services for preservation and relocation of historically
significant bridges in accordance with the Secretary of the Interior's Standards and
Guidelines for Archeology and Historic Preservation.
(d) At least three references of past clients for whom your firm performed similar architectural
and engineering services for preservation and relocation of historically significant bridges
done in accordance with the Secretary of the Interior's Standards and Guidelines for
Archeology and Historic Preservation. These projects must have been completed within
the past five years with the same project manager, sub-consultants and other key
personnel proposed for this project.
(e) Discuss the firm's ability to integrate this contract into the present workload.
Scope of Services
Describe the firm's approach to completing the Historic White Water Creek Bridge Relocation
Project. The scope of services will include, but may not be limited to, the consultant's
approach to accomplishing the tasks listed above.
Proposed Project Schedule
Provide a project schedule outlining the time period and estimated completion date of the
proposed scope of services.
Fees and Compensation
Provide a proposed cost plus expenses budget for completion of the proposed scope of
services with cost breakdowns. Quotation of fees and compensation shall remain firm for a
period of at least 90 days from the proposed submission deadline.
Please separate the proposed budget from the other portion of the RFP submittal.

SUBMISSION REQUIREMENTS
An original plus five copies of the proposal labeled Historic White Water Creek Bridge
Relocation Project must be received in the Planning Services Department, 50 W. 13th Street,
Dubuque, Iowa 52001 by 5:00 p.m. CDT on September 30,2005.
Each consultant assumes full responsibility for delivery and deposit of the completed
proposal package on or before the deadline. The City of Dubuque is not responsible for any
loss or delay with respect to deliver of the proposals. The City of Dubuque reserves the right
to reject any and all proposals and negotiate changes with any consultant. The City of
Dubuque is not liable for the cost incurred by any consultant prior to the execution of an
agreement or contract. Nor shall the City of Dubuque be liable for any costs incurred by the
consultant that are not specified in any contract. The City of Dubuque is an Equal

EVALUATION CRITERIA
Proposals will be screened to ensure that they meet the minimum requirements of the
proposal format. Initial screening will be done by the selection committee without benefit of
knowing the consultant's proposed fee for services. A review of qualifying proposals will be
evaluated by a selection committee. Consultants may be invited to an interview with the
selection committee. Evaluation criteria will include the following:

. Qualifications and experience of principal consulting staff or project team on
performing similar architectural and engineering services for preservation and
relocation of historically significant bridges with work done in accordance with the
Secretary of the Interior's Standards and Guidelines for Archeology and Historic
Preservation.
. Qualifications and experience of any sub-consultants on similar projects.
. Grasp of project requirements, understanding of project scope and level of interest by
firm/consultant.
. Design approach/methodology in completing the scope of services.
. Approach to communication throughout the project.
. Ability to deliver the products in a timely manner and within budget.
. Proposed schedule to complete the project.
