SUBJECT: Contract for Construction Administration Services Associated with
Synergy Court Project
Economic Development Director David Heiar recommends City Council approval of a
contract with Buesing & Associates, Inc., Engineers & Surveyors, for Construction
Administration Services associated with the construction of Synergy Court in the
Dubuque Industrial Center West to support the Tri-State Industries Project. The
contract's proposed scope of work totals $19,995.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Introduction
The attached contract with Buesing & Associates Inc, Engineers & Surveyors for
Construction Administration Services associated with the construction of Synergy Court
in the Dubuque Industrial Center West to support the Tri-State Industries project is
presented for City Council approval.
Discussion
The proposed contract provides for project staking for the new street and utilities,
construction testing of soils and concrete, and construction contract administration
(including review of shop drawings, part-time inspection and observation and review of
pay requests). City engineering staff will provide primary inspection services on the
project. Buesing & Associates served as the design engineer for this project.
The City has previously approved a construction contract with Top Grade Excavating for
the project, including a 15% construction engineering and inspection cost estimated at
$70,965. The project will be paid for with the GO bond proceeds issued for the FY06
CIP Dubuque Industrial Center West expansion.
The contract's proposed scope of work totals $19,995. This includes $7,125 in
construction staking expenses previously approved as part of the Top Grade
construction contract. Transferring the expense to this contract is suggested so that the
work is directly under City control. Top Grade has indicated it has no problem taking
the staking expense out of its contract.
Recommendation
I recommend that the City Council approve the Buesing & Associates contract provided
with this memo for work associated with the Synergy Court project.
Action Step
The action step for the City Council is to authorize the City Manager to sign the
attached Construction Administration Services contract.

Re: Engineering Proposal Addendum on Synergy
Court for construction administration services
Dear Pam:
We are pleased to have this opportunity to provide to you our proposal for continuing engineering and
surveying services for the development of Synergy Court in the Dubuque Industrial Center West. Services
would include the engineering and surveying necessary for the construction contract administration
associated with the extension of Synergy Court northerly off Chavenelle Road.
We would anticipate that our services would generally be completed in line with the scope of services
outlined below. We have defined our services on the basis of major task items, which we believe are a part
of the project. These engineering and surveying services include:
SCOPE OF SERVICES:
A: Construction Stakina for the new street & utilities:
1. Field survey of the existing borrow located on Lot 4 of the Dubuque Industrial Center West 4th Addition.
This is the borrow material that is supposed to be used as the fill material for the grading associated with
the construction of the new street.
2. Complete the necessary construction staking for the various aspects of the project. These will include
the grading, culverts, storm sewer, manholes, water main, fiber optics, etc.
Items 1-2 above would be completed for you on a lump sum fee basis at a total fee of $7,125. * Please note
that this is the same amount that was quoted to the contractors and if you wish to have this portion of the
project removed from the construction contract and have it completed on a lump sum price basis for you,
our fee for the services would be the same.
B: Construction Testina:
1. Provide testing services for soils under the proposed Synergy Court. This would be the fill material
brought onto the site from Lot 4.
2. Provide testing services for the soils used for earth backfill, limestone backfill and the graded stone base
as necessary for the sewer and water main construction.
3. Provide the observations associated with the proof rolling of the subgrade prior to placement of stone
base and concrete for the street.
4. Provide concrete tests (cylinders) as necessary for the installation and placement of the concrete.
5. Prepare reports to you regarding the testing completed.

Item 1-5: We propose to complete these portions of the project for an hourly basis with an estimated fee in
. the range of $3,350. *
C: Construction Contract Administration:
1. Set up a pre-construction conference with the successful contractor to review and define the criteria,
schedule and other items associated with the construction of the new street and other infrastructure.
2. Meet with your office and the contractor on a regular basis as necessary (estimated to be bi-weekly) to
track the progress of the construction work.
3. Provide part-time construction inspection of the work. We would plan on being at the site at the
beginning of the day approximately twice per week to note the progress of the construction.
4. Review shop drawings as necessary. We would anticipate that there may be some drawings associated
with the sewers, concrete and the water main for the project.
5. Prepare a log of the observations made at the construction site during our periodic visits to the jobsite.
6. Review pay requests from the contractor and recommend action to you regarding the requests.
7. Complete "As Constructed Project Plans" for the project. These will be completed from the observations
noted during our periodic site visits and from the set of plans that the contractor will provide to us at the
completion of the project.
Items 1-7: We would propose to complete these portions of the project on an hourly basis. Per our
discussions on 08/08/05, we would anticipate that the above items of service may involve approximately
one day per week of time by our office (I have figured that I would be providing most of the services.) during
the construction period. If that is truly the case, then the estimated fee for our services would be in the
range of $9,520 (14 weeks @ 8 hrs/per week @ $85/hr). *

2. Application, permit fees and copying expenses.
Our proposed total estimated fee for the engineering and surveying associated with Items B & C as noted
above is $12,870. Should the City determine that they wish to retain our services for Item A, the fee for that
portion is a lump sump of $7,125.00. Any outstanding balance of our fee extending beyond 30 days will
incur an interest penalty of 1.5% per month.
If you are in agreement with this proposal, please sign a copy and return it to our office so that the services
can then be scheduled. One copy should be retained by you.
