Van Milligen, City ManAgrJ, Gus Psihoyos, City Engineer ~ TO: SUBJECT: Third Street Overpass Decorative Railing Project (CIP: 7001702: Third Street Overpass Improvement Project) INTRODUCTION The enclosed resolutions authorize the award of the construction contract for the Third Street Overpass Decorative Railing Project. BACKGROUND As a component of the City's Vision Iowa Grant commitments, the City was to incorporate streetscape improvements within the Port of Dubuque. Staff, along with the Design Review Committee, has identified the Third Street Overpass as the primary gateway entrance into the Port of Dubuque and has recommended incorporating aesthetic improvements to the existing overpass. This project shall provide for the complete removal of the existing chain-link fence which is located on the south side of the overpass pedestrian sidewalk. The fencing will be replaced with a more decorative pedestrian railing which will compliment the streetscape improvements within the Port of Dubuque. BID RESULTS Sealed bids were received on the project on August 25, 2005. Tricon General Construction of Dubuque, Iowa submitted the low bid in the amount of $239,700.00. This amount is 19.9% over the base bid estimate of probable cost. The hoop railing design has been installed at several downtown locations, including City Hall and the historic 11th Street Neighborhood area. The Bid Alternate NO.1 component provided for the custom fabrication and installation of a replica Riverwalk decorative railing. The decorative railing design would compliment the railing installed as part of the Riverwalk project and the decorative railing installed as part of the Bell Street and the Ice Harbor West Road projects. This bid alternate was not recommended as part of the award since the submitted bids exceeded available funding. Bid Alternate NO.2 is recommended as part of the award. This alternate will provide for the complete removal of the existing separation hand rail that is attached to the top of the concrete barrier railing and the repainting of the pipe hand rail located on the easterly bridge abutment pedestrian stairway. RECOMMENDATION I recommend that the contract be awarded to Tricon General Construction in the amount of $254,792.80, which will include the Base Bid plus Bid Alternate NO.2. Whereas, notice of hearing on plans, specifications, form of contract, and estimated cost was published as required by law. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: That the said plans, specifications, form of contract and estimated cost are hereby approved as the plans, specifications, form of contract and estimated cost for said improvements for said project. Schneider, City Clerk RESOLUTION NO. 422-05 AWARDING CONSTRUCTION CONTRACT FOR THE THIRD STREET OVERPASS DECORATIVE RAILING PROJECT Whereas, sealed bid proposals have been submitted by contractors for the Third Street Overpass Decorative Railing Project to Resolution No. and notice to bidders published in a newspaper published in the City of Dubuque, Iowa on the 5th day of August, 2005. Whereas, said sealed proposals were opened and read on the 25th day of August, 2005, and it has been determined that the bid of Tricon General Construction in the amount of $254,792.80 was the lowest bid for the furnishings of all labor and materials and performing the work as provided for in the construction documents. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: That the contract for the above improvement be awarded to Tricon General Construction and the Manager be and is hereby directed to execute a contract on behalf of the City of Dubuque for the complete performance of the work. BE IT FURTHER RESOLVED: That upon the signing of said contract and the approval of the contractor's bond, the City Treasurer is authorized and instructed to return the bid deposits of the unsuccessful bidders. Staff, along with the Design Review Committee, has identified the Third Street Overpass as the primary gateway entrance into the Port of Dubuque and is recommending incorporating aesthetic improvements to the existing overpass. This project shall provide for the complete removal of the existing chain-link fence which is located on the south side of the overpass pedestrian sidewalk. The fencing will be replaced with a more decorative pedestrian railing which will compliment the streetscape improvements within the Port of Dubuque. Staff along with the Design Review Committee has considered several decorative pedestrian railing options for the project. The Iowa DOT was contacted and has given approval for the removal and replacement of the overpass fencing; however the new decorative pedestrian railing must be a minimum of six feet in height. Based on the probable cost estimates for each of the associated railing designs, it was decided to separate the railing improvements into bid alternate components. The Base Bid Scope of Work shall provide for the fabrication and installation of the City's standard ornamental wrought iron hoop railing. The hoop railing design has been installed at several downtown locations, including City Hall and the historic 11 th Street Neighborhood area. ~----,-- The Alternate Bid component shall provide for the custom fabrication and installation of a replica Riverwalk decorative railing. The decorative railing design will compliment the railing installed as part of the Riverwalk project and the decorative railing installed as part of the Bell Street and the Ice Harbor West Road projects. However, staff has reservations that there may be insufficient funds available to allow for the construction of the Riverwalk decorative railing design. Another Alternate Bid component will be included which will provide for the complete removal and recycling of the existing separation rail that is attached to the top of the concrete barrier railing. Staff had initially considered including improvements to the existing lighting on the Third Street Overpass; however, it does not appear that sufficient funding will be available. It is the intent to propose a future capital improvement project to replace the existing overpass lighting with new decorative light poles and fixtures which will match those installed on both Main and Bell Street. The City has retained WHKS & Co. to assist with preparing construction documents for the Third Street Overpass Decorative Railing Project.
