Minutes_Arts and Cultural Affairs Advisory Commission 4 24 12Minutes ARTS AND CULTURAL AFFAIRS ADVISORY COMMISSION Tuesday April 24, 2012 Conference Room B City Hall 50 W. 13th Street, Dubuque, IA The meeting was called to order by Chair O'Rourke at 4:33 p.m. following staff assurance of compliance with the Iowa Open Meeting Law. Commissioners present: Paul Hemmer, Ellen Henkels, Marina O'Rourke, Sue Riedel, Geri Shafer. Louise Kames, Julie Steffen. Staff Present: Jerelyn O'Connor. Approval of Minutes of March 27, 2012. Motion made by Henkels, seconded by O'Rourke, to approve. Motion carried 7 -0. OLD BUSINESS Approve funding levels FY 2013 Operating Support Grants (action). There was some discussion on whether there should be a minimum score to qualify for funding. Current guidelines do not require a minimum. It was suggested that this could be considered by the commission when they review the process for future grant cycles. As directed by the Commission, staff prepared a possible funding scenario with a cap of $45,000 and funding levels ranging from 5.75% to 3.5% of operating expenditures based on applicant's score - -score exceeding 98 points = 5.75 %, 94 -96 points = 5.25 %, 90 -93 points = 4.5 %, 85 -89 points = 4.2 %, and < 85 = 3.5 %. Commission reviewed the funding allocation and approved the formulas. Motion by Riedel, 2nd by Shafer to approve funding of $41,301 for the Dubuque Symphony Orchestra. All approved. Motion by Henkels, 2nd by Hemmer to approve funding of $45,000 (cap) for Dubuque County Historical Society. All approved. Motion by Steffen, 2nd by O'Rourke to approved funding of $14,064 for Bell Tower Productions. Approved 6 -0 with Riedel abstaining from the vote. Motion by Kames, 2nd by Shafer to approve funding of $45,000 (cap) for Colts Drum & Bugle. All approved. Motion by Shafer, 2nd by Kames to approve funding of $4,240 for Dubuque Arts Council. Approved 6 -0 with Hemmer abstaining from the vote. Motion by Riedel, 2nd by Henkels to approve funding of $21,590 for the Grand Opera House. Approved 6 -0 with Hemmer abstaining from the vote. Motion by Henkels, 2nd by O'Rourke to approve funding of $20,413 for the Dubuque Museum of Art. Approved 6 -0 with Steffen abstaining from the vote. Motion by Steffen, 2nd by Henkels to approve funding of $7,466 for Northeast Iowa School of Music. All approved. Motion by Kames, 2nd by Shafer to approve funding of $5,486 for Dubuque Main Street, Ltd /Downtown Dubuque Cultural Corridor. All approved. Motion by Shafer, 2nd by Kames to approve funding of $4,440 for Dubuque Art Center. All approved. Commission asked that Dubuque Art Center be provided with the Commission's suggestions and comments in order to strengthen the organization. Staff noted that the Commission's comments are included in the meeting minutes and will be provided to all applicants. New Business Opportunity to host Iowa Arts Council's Public Art Networking meeting in Dubuque. O'Connor provided information to the Commission about the interest of the City, Dubuque Museum of Art, and the Voices organizing committee in submitting a letter of interest in hosting the Iowa Arts Council's Public Art Networking meeting. This is an opportunity to bring an arts focused statewide audience to Dubuque. Consensus of the commission is to endorse this application. Items from Commission It was noted that Dubuque County Fine Arts Society is moving with a space for the Nash Gallery on 4th Street. Opening is Friday, April 27. Paul Hemmer spoke about the very successful Julien International Film Festival. Adjournment Motion by Hemmer, 2nd by Shafer to adjourn. All approved.
