MEMBERS PRESENT: Alan Vincent (chair), Jennifer Tigges (vice- chair), Pauline Maloney,
George Herrig, Ron Tigges, Sr. Carol Hoverman.
MEMBERS ABSENT: Kevin Stevens.
OTHERS PRESENT: Craig Nowack, City of Dubuque
Jim Barefoot, Mediacom
Prior to the start of the meeting, Vincent processed the Oath of Office of Ron Tigges.
Vincent called the meeting to order at 4:10 p.m.
Acceptance of the Agenda
Upon a motion by Hoverman, seconded by Maloney, the agenda was accepted 6 - 0.
Approval of the Minutes of May 2, 2012
Upon a motion by JTigges, seconded by Herrig, the Minutes were approved 6 - 0.
Public Notice
There was no public input.
Access Equipment & Expenditures
Nowack presented a request for up to $2,200 to purchase and install a device that will play back
multiple videos instantaneously. He recounted how it's difficult at times to smoothly play back DVDs
during Council meetings because of DVD players going to sleep and audio on menus that is heard in
the Council chambers. The request includes funds to re- program the Crestron device that controls
the audio /video equipment in the Council Chambers. RTigges noted that the device is not capable of
HD video and is not a super high quality device. Hoverman moved to approve up to $2,200 for this
request. The motion was seconded by Maloney and approved 6 — 0.
PEG Grant Agreements
Nowack provided a list of all the grants awarded since the start of the Capital Grant for Access
Equipment and Facilities. The list includes any programming quotas required as part of the grant
agreements. The Commissioners discussed ways to remind grant recipients of their responsibility to
produce access programming with this equipment and what steps might be taken if no programming
is forthcoming. RTigges suggested sending a letter reminding recipients of their programming
obligation. Nowack noted that Craig Schaefer has been invited to the June meeting to discuss Loras
College's plans for running the Dubuque Community School District educational channel. The
Commission decided to wait until hearing Schaefer's presentation before pursuing this matter any
further.
Mediacom Cable Report
Barefoot reported that the public access studio is very busy. Another church is doing weekly
production, Dubuque County Right to Life sent someone in to be trained, and some home schoolers
are interested in production.

Cable TV Report
Nowack said he is in the middle of summer intern interviews. He also reported that Kathy McMullen is
no longer with Mediacom. Otherwise he updated the Commission about projects on the horizon. And
he reported that the changeover from CityChannel 8 to CityChannel Dubuque is finally complete.
