588 -7385 Fax Number Total Amount Requested $41,621 25 Provide a general description of what you are requesting and why The Dubuque Community School District is making a major commitment to upgrade the programming on its educational access channel, 97 6 As part of the facilitation of that upgrade Craig Schaefer (new channel management), Craig Nowack, Gary Olsen and respresentatives from ECS, Inc met to ascertain the current viabilty of DCSD access equipment and workflow It was determined that much of the equipment is need of replacement as it is starting to fail In particular, the current Cablecast system and graphics system needs a significant upgrade The upgrade will allow for significantly improved channel management (even remote) and even better programming promotion Most importantly it will address technical failures by the current server system This request also includes 4 year assuarnce for the Cablecast and Carousel package, an identical support package to what is currently in place for channel 97 5 and similar to the package used at Dubuque Channel 8 The request also includes the hardware, software, and installation to build out a more sophisticated input /playback system with the intent to eventually light up return feeds from DCSD schools This will allow us the opportunity to go live from the school The request also includes two AV edit desks as the new facility will be located in a currently empty room at The Forum The proposal also includes a PS HD field camera to allow us to produce additional programming Currently, there is only one field camera which severely limits the size of current productions and the opportunity to cover more than 1 program at once Describe how the community will benefit from your request We are confident the Dubuque community will realize a significant benefit They will see greater variety of more programming of greater variety They will see increased programming opportunities by students as we work with both them and their teachers to develop a more comprehenstive access production program We have have far greater stability with the server playback system We will achieve redundancy with other access channels in Dubuque allowing for a larger local support team Finally, we will have laid the foundation to begin realizing the potential of the interconnected educational network already in place It is important to note that this is the first step in a larger vision of what the DCSD channel will become Item #1 Cablecast/ Carousel server package, including support and UPS Price $15,218 25 Item #2 Cable head end equipment - Whereas, Section 6(b) of the Cable Franchise Agreement between City and MCC Iowa, LLC, dated June 5, 2005, provides for a Capital Grant for Access Equipment and Facilities for capital support for PEG and I -Net use; and, Whereas, School District has submitted a grant application; and, Whereas, City has approved the grant application, on the terms and conditions set forth herein. NOW, THEREFORE, IT IS AGREED BY AND BETWEEN CITY AND SCHOOL DISTRICT AS FOLLOWS: 1. City hereby awards a grant (the Grant) to School District in the amount of forty -four thousand dollars ($44,000.00). 2. The Grant must be used solely for the purpose(s) described in School District's application for funding, a copy of which is attached hereto and incorporated herein. 3. All equipment and facilities purchased with the Grant shall remain the property of City. School District shall name City as a Loss Payee under School District's property insurance policy covering the equipment and facilities. 4. Any unused portion of the Grant shall be credited to City's Capital Grant fund. 5. All equipment and facilities purchased with the Grant shall be used solely for non - commercial purposes. 6. All programming produced by School District shall air on the educational access channel reserved for School District. 7. Failure by School District to abide by the terms and conditions of this Agreement may result in forfeiture of the equipment and facilities purchased with the Grant. City shall provide written notice to School District of any such failure and School District shall have thirty (30) days in which to correct such failure. In the event School District fails to cure such failure within such thirty (30) day period, School District shall within ten (10) days thereafter return all equipment and facilities purchased with the Grant and the balance of any Grant funds remaining to City.
