City Engineer Gus Psihoyos is requesting City Council approval of a resolution
authorizing emergency repairs to the storm and sanitary sewer infrastructure at the
Terminal Street Pumping Station.
The project will be funded by the Terminal Street Lift Station Capital Improvement
Project. The work will be performed by Tschiggfrie Excavating Co. as a time -and-
materials project, with the current estimate of $225,000.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

This memo requests the City Council to approve the attached resolution authorizing
emergency repairs to the sanitary and storm sewer piping at Terminal Street Pumping
Station.
DISCUSSION
On May 10, 2012, City staff found a 84 -inch corrugated metal storm sewer was
deteriorated and leaking next to the Terminal Street pumping station due to above -
normal river levels. The leakage from the storm sewer infiltrated into a deteriorated 24-
inch sanitary sewer causing a large sinkhole to form alongside the Terminal Street
pumping station. The sink hole centered around a manhole which was replaced as well
as 16 feet of 24 -inch sanitary sewer and 50 feet of 84 -inch RCP storm sewer. The repair
process required tight sheeting to protect a building foundation, well - pointing to dewater
the area (20 -foot depth) so the repairs could be made, and various materials necessary
to fix the piping. Also, during the repair process, flood gates at Maus Park and on the
floodwall at the Dodge Street outlet were found to be in need of repair. Additionally, 50
feet of 24 -inch and 64 feet of 16 -inch sanitary sewer will be lined to prevent any further
infiltration in the immediate area.
Under Iowa Code § 384.103(2), "When emergency repair of a public improvement is
necessary and the delay of advertising and a public letting might cause serious loss or
injury to the city, the governing body shall, by resolution, make a finding of the necessity
to institute emergency proceedings under this section, and shall procure a certificate
from a competent registered professional engineer or architect, not in the regular
employ of the city, certifying that emergency repairs are necessary. In that event the
governing body may contract for emergency repairs without holding a public hearing
and advertising for bids, and the provisions of sections 394.96 to 384.102, do not
apply."

BUDGET IMPACT
The project will be funded by the Terminal Street Lift Station Capital Improvement
Project (CIP 7101345). The work will be performed by Tschiggfrie Excavating Co. as a
time - and - materials project, with the current estimate of $225,000.
ACTION TO BE TAKEN
The Engineering Department requests approval of the attached resolution by the City
Council so that emergency repairs can be made to the storm and sanitary sewer
infrastructure at the Terminal Street Pumping Station in the interest of public safety.

AUTHORIZING EMERGENCY REPAIRS TO THE STORM AND SANITARY SEWER
INFRASTRUCTURE (PIPING AND GATES) AT THE TERMINAL STREET PUMPING
STATION
Whereas, the storm and sanitary sewer infrastructure (piping and gates) at the
Terminal Street pumping station have failed; and
Whereas, lowa Code §384.103 provides that when emergency repair of a public
improvement is necessary and the delay of advertising and a public letting might cause
serious Toss or injury to the city, the governing body shall, be resolution, make a finding
of the necessity to institute emergency proceedings and shall procure a certificate from
a competent registered professional engineer or architect, not in the regular employ of
the city, certifying that emergency repairs are necessary, and that in that event the
governing body may contract for emergency repairs without holding a public hearing
and advertising for bids; and
Whereas, the City Council finds that the emergency repair of the storm and
sanitary sewer infrastructure at the Terminal Street pumping station is necessary for
public safety and the delay of advertising and a public letting might cause serious Toss
or injury to the city; and
Whereas, the City has procured a certificate from a competent professional
engineer registered in the State of Iowa, not in the regular employ of the City, certifying
that emergency repairs to the storm and sanitary sewer infrastructure are necessary.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. The City Council finds that it is necessary to institute emergency
proceedings to repair the storm and sanitary sewer infrastructure at the Terminal Street
Lift Station.
Section 2. The City Manager is hereby authorized to proceed with instituting
such emergency repairs as provided by law.

Dear Steve:
The purpose of this letter is to confirm my recent email regarding the emergency nature of the piping
repairs at the Terminal Street Wastewater Pumping Station. The following are some of our
observations:
1) The river levels were well above normal causing the storm sewer to be pressurized and
leak out.
2) The storm water was found to be leaking out of a severely corroded corrugated steel storm
sewer.
3) The corrosion was so substantial that the metal storm sewer collapsed.
4) The leakage and collapse caused soil to wash into a damaged sanitary sewer. The soil
may have been pumped to the wastewater treatment plant or might have settled to the
bottom of the wet well or the piping.
5) The loss of soil caused a large hole to form that grew to undermine the pavement of
Terminal Street.
6) The hole also threatened the foundation of the adjacent fertilizer storage building.
7) The hole also threatened the sanitary sewer overflow pipe.
8) The control gate on the sanitary sewer had substantial leakage thus allowing river water to
enter /infiltrate the sanitary sewer. The original gate must be replaced due to age and
corrosion.
9) Storm water backflowed from Maus Lake and the flood wall storm sewer gate was leaking.
The storm sewers had to be plugged or blocked to allow dewatering of the storm sewer for
inspection. This plugging /blocking made the storm sewer non - functional.
Based on our observations, considerations and discussions, we have concluded that the piping
repair at the Terminal Street Wastewater Pumping Station should be considered an emergency.
The repairs must be completed as soon as possible to return the storm sewers and sanitary sewers
to normal operation. These repairs should not be delayed to accommodate the normal bidding
process.
