DISCUSSION:
This contract is for the professional services required for the design and preparation of
plans, specifications and inspection services for the rehabilitation and construction
management associated with the reconstruction of the Bunker Hill Pumping Facility.
The RFP was posted on the city's website. We received seven (7) proposals for
engineering services for this project. The firms that submitted proposals are as follows:

As a result of the type of services requested and its cost, City Council
Action /Authorization is not required.
ACTION:
Staff and I are requesting your authorization and approval to proceed with this project in
awarding it to the lowest responsible bidder, IIW Engineering of Dubuque, Iowa in the
amount of $72,500.00. Monies for this project were budgeted in our FY'2012 CIP 740-
1422, fund balance $239,347.

1.0 INTRODUCTION
The City of Dubuque, Iowa is soliciting proposals for engineering design services
for the replacement of the existing Bunker Hill Pumping Station facility (the
Project).
2.0 PROJECT DESCRIPTION
The City of Dubuque currently has five pressure zones. The Bunker Hill Pumping
Station pumps treated water from the City of Dubuque Pressure Zone 1 to
Pressure Zone 3. There are three other booster stations that enable water to
enter Zone 3, and they all pump from Zone 1. The Bunker Hill Pumping Station
currently pumps at a flow rate of approximately 1800 GPM. The pump itself is a
stand -alone single stage horizontal split case pump. The pump is electric motor
powered with engine- driven pump operation capabilities in the event of a power
outage. The age of the engine is unknown; however it is very old and is mounted
inside the pumping facility which is not an ideal arrangement under the design
standards of today.
The existing building that houses the pumping station has many structural and
functional issues that are, or could be, problematic for reliable operation of the
facility in the future. The building was originally constructed in 1870 (back portion
of structure) and added on to in, or before, 1929 (front portion of structure that
currently houses the pumping station appurtenances and associated piping). The
existing masonry, roof and roof deck, structure and the concrete beams that
support the floor system are the primary areas of concern within the existing
building. Additionally, there are many issues with the windows, doors and walls
due primarily to the age of these items. The interior process piping appears to
contain lead joints which were standard when constructed. It is also possible that
asbestos compounds are present in the materials of construction used on this

building. The existing site is poorly graded and has had problems with positive
storm water drainage away from the building during significant rain events.
The City of Dubuque desires to demolish the existing pumping facility in its
entirety and construct a new block and brick waterworks pumping facility at the
same approximate location (the existing Bunker Hill Pumping Facility does not
have to remain in operation during construction of the new pumping facility). The
new facility must be designed based on a flow rate selected to allow the City to
be able to match their existing 1800 GPM flow production at this station with any
two of the pumps running simultaneously. The design must meet the DNR
requirement: "Each booster station shall contain not less than two pumps with
capacities such that peak demand can be satisfied with the largest pump out of
service."
The design must include, but not be limited to, the following: Surficial site design
features such as pavement, seeding, fencing, etc., existing building demolition,
erosion control plan with details, water main relocations and connections to
existing water main, interior process piping layout and details, booster pumps,
structural and architectural design of the new pumping facility including heating,
ventilation and plumbing, standby generator sizing and specification, electrical
schematics and pumping facility controls.
3.0 PROJECT SCOPE OF SERVICES
Although the scope of services or the Project plans may be divided, truncated,
phased, or expanded at the sole discretion of the City of Dubuque, the proposal
must outline the means and methods by which the engineering firm will provide
the scope of services identified herein.
A. Preliminary Design:
1. Project administration including coordination, project correspondence and
meetings (initial and progress).
2. Meet with representatives of the City to clarify and define the requirements
for the project and establish design criteria, review available information
and evaluate and review the proposed site for the pumping facility.
3. Perform topographic survey of the pumping facility site to collect data as
needed for the design process. Determine the location of improvements
relative to approximate property lines and street right -of -way.
4. Determine the location of existing utilities from available records and site
locations provided by the utility companies.
5. Prepare preliminary plan layout for building, process piping, and
interconnecting water main.

6. Submit preliminary plans to Water Department representatives for review
and comment.
B. Final Design, Prepare Bidding and Construction Documents:
1. Project administration including coordination, project correspondence and
progress meetings as necessary
2. Incorporate Water Department preliminary design comments into final
design.
3. Make design calculations, determinations, judgments and layouts for the
waterworks pumping facility design elements, water main relocations,
process piping, and general site design.
4. Prepare final plans for the pumping facility construction. The plans would
generally include a title sheet, quantities, reference information, details,
alignment plan & profile and technical provisions. The plans will
specifically include, but not be limited to, the following design elements:
a. Surficial site design features such as pavement, seeding, fencing,
etc.
b. Existing building demolition.
c. Erosion control plan with details.
d. Water main relocations and connections to existing water main.
e. Interior process piping layout and details.
f. Booster pumps.
g. Structural and architectural design of the new pumping facility.
h. Standby generator sizing and specification.
Heating, ventilation and plumbing.
5. Prepare contract and bidding documents and technical specifications for
the Project using standard City of Dubuque Specifications for a basis and
modified for specific project requirements.
6. Complete Iowa Department of Natural Resources construction permit
application forms and NPDES Storm Water Discharge General Permit
No. 2 forms (if necessary) and submit to the Iowa Department of Natural

Resources with appropriate justification and documentation for water
system improvements.
7. Provide copies of detailed plans, specifications and contract and bidding
documents for the use of the Owner and the appropriate federal, state and
local agencies from whom approval and /or permits must be obtained.
8. Prepare an Engineer's Opinion of Probable Cost for the Project based
upon the completed design.
9. Construction documents and specifications must be reviewed, approved
and be stamped by a licensed professional engineer licensed in the State
of Iowa.
C. Coordination of Bid Letting and Award of Contract:
1. Prepare Notice to Bidders for publication by the City. City staff will prepare
Notice of Public Hearing for publication.
2. Distribute Plans and Specifications to potential bidders. Provide two hard
copies and one electronic version in AutoCAD (current version of City
Engineering Department) to the City of Dubuque Water Department.
3. Answer questions from contractors and suppliers as necessary during the
bidding process, and evaluate and determine the acceptability of materials
proposed by contractors and suppliers.
4. Attend bid opening conducted at City Hall (City staff opens and reads
bids).
5. Assist the owner in evaluating the bids received by reviewing bids and
tabulating bid results. Submit a letter of recommendation for the award of
contract.
6. Prepare partial and final pay requests from Contractor. Pay quantities to
be provided by construction observation personnel /inspector.
7. Answer questions and resolve construction issues during construction.
8. Provide letter of project completion.
D. Services during Construction:
1. Construction Staking: The engineer will provide graded offset stakes at
50 -foot intervals and at all tees or bends of water main construction,
building comers must be staked at each corner and with appropriate

offsets, paving and fencing must be staked as necessary to describe
corners and /or finish grade. All staking is on a one -time basis and any re-
staking or additional staking can be billed at the current hourly rates.
Provide current hourly rates with bid.
2. Construction Observation and Inspection: Provide part -time construction
observation and inspection for the duration of the contract. The engineer
must provide a qualified Resident Project Representative /Inspector who
will observe and inspect the progress and quality of the various aspects of
the work by the Contractor, maintain a record of the materials used and
the quantity of the completed, and maintain a record of the installation
location and configuration for use in preparation of construction record
drawings. For this project the lump sum bid will be based on 540 total
hours of construction observation and inspection. Provide hourly rate for
any difference of actual time served.
3. Construction Record Drawings /As- Builts for water main /pipe installation:
Construction record drawings /as- builts must be provided to the City of
Dubuque by the engineering firm on City of Dubuque standard
construction record drawing /as -built sheets (Copy attached).
4. Provide Construction Record Drawing (red line) of building plans.
E. Engineering Firm to Provide Project Manager:
1. The engineering firm must identify one person to serve as the project
manager for this project. The project manager will be the primary point of
contact for the exchange of all information between the city and the
engineer /contractor(s). The project manager will be required to perform
the following:
a. Maintain an updated project schedule for the duration of this
project. The project schedule must be maintained in electronic
format using Microsoft Project software and will contain line items
for all major components of the project and any significant
components;
b. Work closely with all permitting authorities to obtain all necessary
permit coverage in a timely manner.
c. Ensure that all existing utilities must be located and included in all
surveys and plans. Utility facilities and infrastructure will then be
incorporated into project plans.
F. Site Characterization:

1. The engineer must collect all data necessary for the design and
construction of the improvements.
2. Detailed Ground Survey: The ground control and elevations are to be
referenced to the City's existing geographical information system; all
surveys must be tied to NAD 1983 State Plain Iowa North FIPS 1401
(feet). It will be the engineer's responsibility to field - locate structures,
utilities, and easement limits etc., to establish and protect limits of
disturbance zones during construction.
3. The engineer will be responsible for collecting any additional data that is
necessary for the design, construction, and maintenance of the proposed
improvements.
3.1 SUSTAINABLE DUBUQUE INITIATIVES
The Mayor and City Council have identified sustainability and a Green City
designation as a top priority. The City is involved in numerous projects to help
implement this priority as listed on the www.sustainabledubuque.orq website.
Selected engineering firm on this project must follow the Vision Statement and
eleven sustainable principles on all City of Dubuque projects. Hard copy can be
provided upon request.
3.2 PROPOSED PROJECT SCHEDULE
The engineer must provide a design /construction project schedule outlining the
best time period for bidding and estimated completion date of the proposed
scope of work. This should include a schedule and description of all deliverable
reports /documents throughout the Project. The City expects the construction
documents for this Project to be ready for public bidding by no later than
September 1, 2013.
3.3 CERTIFICATE OF INSURANCE
The selected firm will be required to meet the City's insurance requirements for
professional services. (See attached Insurance Schedule C /Appendix A.)
3.4 FEDERAL CONSENT DECREE
All potential contractors and consultants to the City of Dubuque that perform work
which may apply to or impact the City's wastewater treatment plant or sanitary
sewer collection system must sign the Certification by Contractor or Consultant

hard copy can be provided upon request. The engineer must review the Consent
Decree and comply fully with its terms and conditions.

4.0 SUBMISSION REQUIREMENTS
Before submitting a proposal, each proposer must make all investigations and
examinations necessary to ascertain site conditions and requirements affecting
the full performance of the contract and to verify any representations made by
the City upon which the proposer will rely.

A proposer must submit one (1) original signed proposal, and one (1) copy, and one (1)
electronic copy in pdf format, all labeled "Engineering and Inspection Services for

The original proposal must be signed in blue ink by an officer of the company who is
authorized to legally bind the proposer to its provisions. Proposals must contain a
statement indicating the period during which the proposal will remain valid. A period of
not less than sixty (60) calendar days from the proposal closing date is required.
Each engineering firm assumes full responsibility for delivery and deposit of the
completed proposal package on or before the deadline. Any proposals received after
the submittal deadline will not be considered, and will be retained unopened by the City.
The City of Dubuque will not be responsible for any loss or delay with respect to delivery
of the proposals.

costs incurred by a firm in responding to this RFP. All proposals will remain the

As required by Iowa Code Chapter 23A, it is a City policy to consider purchasing goods
or services from locally owned businesses located within the City of Dubuque when the
cost and other considerations are relatively equal. Vendors located within the corporate
limits of the City of Dubuque may be given a ten percent (10 %) preference on

purchases up to $500.00 and a five percent (5 %) preference on purchases of $500.00
or more.
The City of Dubuque specifically reserves the right to reject any or all proposals, to
waive any proposal requirements, to investigate the qualifications of any proposal, to
obtain new proposals, or to proceed to have the service provided in any way the City of
Dubuque deems appropriate.

Insurance Requirements

Insurance Schedule C
shall furnish a signed Certificate of Insurance to the City of Dubuge; Iowa for the
coverage required in Exhibit I prior to commencing work and at the end of the project-Abe term of work
is longer than 60 days. Providers presenting annual certificates shall present a Certificla at the end of
each project with the final billing. Each Certificate shall be prepared on the most curvat form
approved by the Iowa Department of Insurance or an equivalent.
2. All policies of insurance required hereunder shall be with a carrier authorized to do bess in Iowa and
all carriers shall have a rating of A or better in the current A.M. Best's Rating Guide.
3. Each Certificate shall be furnished to the contracting department of the City of Dubuque.
4. Failure to provide minimum coverage shall not be deemed a waiver of these requirerrzs by the City of

Preservation of Governmental Immunities Endorsement
1. Nonwaiver of Governmental Immunity. The insurance carrier expressly agrees and
states that the purchase of this policy and the including of the City of Dubuque, Iowa
as an Additional Insured does not waive any of the defenses of governmental
immunity available to the City of Dubuque, Iowa under Code of Iowa Section 670.4
as it is now exists and as it may be amended from time to time.
2. Claims Coverage. The insurance carrier further agrees that this policy of insurance
shall cover only those claims not subject to the defense of governmental immunity

Add to Section A Preliminary Design, the following additional scope item:
7. Review existing site conditions, available data and previous reports by other
consultants to evaluate the Water Department's conclusion that the existing building
is structurally and functionally inadequate for use in housing updated pump- station
equipment. Provide as part of the preliminary-plan submittal to the Water

IIW, P.C. appreciates the opportunity to submit this proposal for professional services for
Improvements at the Bunker Hill Pumping Facility. IIW has extensive experience in designing water
pumping facilities similar to the one at Bunker Hill, such as the Pennsylvania Avenue Pumping
Facility. IIW designed the new pumping facility, assisted the Water Department with bidding and
contract documents and also managed the project during construction by providing on -site
observation. We have substantial knowledge and familiarity with the City of Dubuque's water
distribution system, existing pumping facilities and pressure zones that will help us provide the
Water Department with the necessary expertise to see this project through from start to finish.
The project manager as defined in the RFP will be James D. Bousley. James Bousley and Marc
Ruden will administrate project management for IIW and will be available as contacts for the Water
Department. Gary Sejkora will be a technical resource for all aspects of this project. Marc Ruden
will be the Engineer of Record and the Project Engineer. Lynn Neal and Robin Walter will provide
assistance with document preparation and construction administration. Dan Schlueter will provide
observation (inspection) of the Contractor's work with coordination by Robert Baumhover.

Calamus' existing water tower and well were enhanced by a new well and reservoir /pumping facility
that provides the City redundancy with additional storage and pumping volume thereby helping the City
meet current IDNR regulations and future system demands. This project included a construction of
water system improvements which consisted of an 8 -inch Jordan Well that would produce 150 gallons
per minute, a 150 gallons per minute well pump, and a new waterworks building to house the process

Development Block Grant Program
IIW has a long history working with the specific federal and state agencies involved in both the regulation and funding of projects. We expertly
analyze our client's needs and determine cost - effective solutions. We are present at all phases of a project to provide project design,

Mr. Elskamp will serve as the Building Designer of this project with responsibility for design, detailing,
and development of specifications for the water works building and electrical, plumbing and heating &
ventilation systems associated with the building.

Sabula had subsurface groundwater contamination issues that required a new well system in
addition to the demands on the existing system which required additional storage. This project
included an evaluation of the current water distribution system, survey, design, and construction
inspection of a new well, waterworks building, and 55,000 gallon reservoir. The new waterworks
building houses the pumping equipment, process piping, and chemical addition equipment.
The construction of the waterworks building consists of vinyl siding exterior cladding and a
shingled roof for a "residential" look, and maintenance free interior finishes such as fiberglass
reinforced plastic wall panels. The entrances into the building are painted heavy duty steel doors
and frames with commercial grade locksets and hardware to ensure longevity. The foundation
consists of a frost protected cast -in -place concrete foundation, and the sealed concrete floor slab
incorporates a drainage system designed for both emergency water evacuation and general
maintenance.

Calamus' existing water tower and well were enhanced by a new well and reservoir /pumping
facility that provides the city redundancy with additional storage and pumping volume thereby
helping the city meet current IDNR regulations and future system demands. This project included a
construction of water system improvements which consisted of an 8 -inch Jordan Well that would
produce 150 gallons per minute well pump, and a new waterworks building to house the process
piping and an emergency generator. The project also provided improvements to the existing
waterworks building and system controls, an 88,000 gallon bolted steel reservoir, and approximately
1,100 lineal feet of 8 -inch water main. The construction of the waterworks building consists of vinyl
