Section 1. Section 2 -4-
12 of the City of
Dubuque Code of
Ordinances is amended
to read as follows:
2-4-12: MEETINGS:
A. Meetings: The
commission shall meet
not less than quarterly.
B. Special Meetings:
Special meetings may
be called by the
chairperson or at the
request of three (3)
members ' of the
commission. •
Section 2: This
Ordinance takes effect
upon publication.

ordinance changing the meeting frequency of the Five Flags Commission meetings from
monthly to quarterly.

INTROD UCTION
The purpose of this memo is to request City Council approval of an ordinance change for the Five Flags Commission
meeting frequency
BACKGROUND
The Five Flags Commission according to ordinance meets monthly The Commission over the course of recent history has
had trouble with meeting a quorum The Commission discussed and agreed that quarterly meetings would meet their needs
and keep them informed as needed to meet their responsibilities
As Joyce points out in her attached memo, the Commission role changed when Five Flags went from city management to
prwate management Their responsibilities changed but the meeting schedule did not
Crenna has drafted the ordinance change which is attached
RECOMMENDATION
I recommend approval of the ordinance amendment as attached

RE: PROPOSAL TO MODIFY COMMISSION MEETINGS FROM MONTHLY TO QUARTERLY

As Five Flags Center transitioned from city management to private management in July 2004, the role of
Five Flags Commission has been significantly modified. The Commission's responsibility and
participation in recent years has primarily been limited to an advisory capacity with minimal
involvement in day -to -day decision making. In recent months, (three consecutive months) the
Commission has not met due to lack of a quorum.
Current facility management has experience with the successful quarterly meeting model of the
Dubuque Convention and Visitor's Bureau as well as Fairbanks' Carlson Civic Center. Therefore,
management has recommended and Commissioners have agreed, that adopting a quarterly format
would benefit both commission members and staff in terms of quality of reporting and time
commitments — while still providing the Commission with a general understanding and broad overview
of the Center's activities.
Proposed Commission meetings for FY 13 would be:
October 29, 2012
January 28, 2013
April 29, 2013
July 29, 2013
(reviewing activities for July, August, September)
(reviewing activities for October, November, December)
(reviewing activities for January, February, March)
(reviewing activities for April, May, June)
