SUBJECT: PEG Access Equipment Grants
BACKGROUND
As part of the new cable television franchise agreement, Mediacom is required to
contribute 1.75% of its gross revenues annually, paid at the same time and in the same
manner as the franchise fee, to an interest-bearing account upon which the City may
draw for capital support for PEG and I-Net use. These funds are to be used for Public,
Education, Government (PEG) access equipment grants. There is currently $176,400
in this fund for FY2006.
The Cable TV Tele-programming Commission met Wednesday, Sept. 7,2005. The
commission received four requests for Public, Education, Government (PEG) access
equipment grants:
· Eleanor Roosevelt Middle School, $15,676 for equipment to implement a
telecommunication program at the new school. Requested by Tom DeGree,
Technology Chairperson and TV Director at Roosevelt.
· Dubuque Community School District (DCSD), $14,832.13 for equipment to
operate the new Dubuque Community Schools education channel, provided as
part of the new franchise. Requested by Gary Olsen, DCSD Communications
Director, and presented to the commission by Jim Barefoot of Mediacom.
· Mediacom Public Access Studio, $67,423 ($24,219 for three new cameras and
related equipment and $43,204 for editing equipment to replace the public
access van). Requested by Jim Barefoot.
· City of Dubuque Cable TV Division, $23,033.75 for three cameras and related
equipment to replace the cameras in the Carnegie-Stout Library Auditorium.
Requested by Cable TV Technician Doug McCallum, presented by Public
Information Officer Randy Gehl.
Each request included a detailed estimate (see attached). Following the presentation of
each request, discussion followed. Each request was unanimously approved by the
commission.
RECOMMENDED ACTION
I recommend that these commission-approved requests be forwarded to the City
Council to receive, file, and approve.

Hello, my name is Tom DeGree and I am the Technology Chairperson and TV
Director at Eleanor Roosevelt Middle School. As you may be aware, the new
cable franchise agreement provides monies for local public access, education,
and government entities for telecommunications initiatives.
I attended the June 7th commission meeting, proposed an educational
initiative, and requested PEG funding for equipment to implement this
telecommunication program at Roosevelt Middle School in August. The
proposal was well received, but unfortunately, the commission did not have a
quorum to vote.
The commission members in attendance requested that I come to the next
scheduled meeting to be present for their decision. In light of this, I am
sending a copy of the proposal for your review. If you have any questions,

Multimedia Productions began 3 years ago when Washington Jr. High's
Principal and I felt that the school's daily morning announcements needed an
updated method of delivery. We sought the expertise of MediaCom,
discussed the idea with a group of interested students and decided to try a
few live TV broadcasts.
Great things happened:
. Intra-school communications linprovedsignificantly. Daily
announcements became more interesting, the school community became
more attentive, and daily operations ran more smoothly.
. The students involved became very excited about learning to use
telecommunications, multimedia technology, and performing real-life jobs
as anchorpersons, camera operators, audio engineers, teleprompter
programmers, directors, scriptwriters, etc.
. Language Arts teachers provided additional enrichment opportunities
for their students by mentoring and scheduling them as student anchors!
· This years record participation involved 12 faculty members, 45 student
production crewmembers, and 326 student anchors.
That was just the beginning...
The program has become so successful as a school communication and
educational enrichment opportunity, that a TV studio, control room, and
editing bay has been built into Eleanor Roosevelt Middle School (see
attached architectural drawing on page 4).
Enhanced opportunities ahead... Whereas Washington Jr. High is an older
building with wiring limitations that created barriers to broader
programming, Roosevelt's Auditorium has been wired with video and audio
drops that terminate in the new control room for mixing and recording.
With the right equipment we'll be able to record, and distribute to
MediaCom, full-length concerts, school-wide spelling bees, geography bees,
as well as musical and dramatic productions. As stated above, this is just the
beginning...

However, our grant proposal to the DRA for equipment to operate the
studio, control room, and editing bay complex was not funded. Mr. Lass,
Roosevelt's Principal believes this because Roosevelt did not have its federal
ID number and status before the grant deadline of February 22. The
district did not receive the proposal-required "non-profit, educational"
status in late March.
And so, I am here today to request PEG funding from MediaCom that
would enable us to offer this unique, proven and growing educational program
to our students at Roosevelt, and with their developing expertise, offer
broader educational programming for the community through MediaCom's
distribution channels.
On the next page is a budget sheet detailing our equipment-funding request.
You will find three sections:
1. Control Room equipment
2. Studio equipment
3. Portable "on location" equipment requires some explanation. Without
the "portable" equipment, we are still capcible of producing our daily
newscast and recording programs in the Auditorium. The portable
equipment makes is possible for students to go "on location" to film
sporting events and classroom projects such as physics olympics, debates,
art demonstrations, etc.
The attached budget sheet shows three red-ink totals:
1. Total w/o portable equipment = total excluding the portable equipment.
2. Total with good portable = 1 of everything on the portable list.
3. Total with better portable = 2 of everything on the portable list.
