SUBJECT: 1999 Certified Local Government (CLG) Annual Report
This memo transmits the 1999 Certified Local Government (CLG) annual report for
City Council to receive and file. The annual report is the primary means for the City
of Dubuque to report to the State Historical Society of Iowa on accomplishments of
our historic preservation program. The CLG agreement between the State and the
City of Dubuque requires submission of the annual report on a yearly basis.
The questions are structured to determine if participants in the Certified Local
Government program are fulfilling their responsibilities as outlined in the CLG
Agreement with the State and their respective historic preservation ordinances and
resolutions. It is also designed to determine if participants are complying with
federal and state program requirements.
This report is submitted for the City Council's information. No action is requested
or required.

Dear Mayor Duggan,
I write this letter to express interest in filling the Langworthy District seat on
the Historic Preservation Commission. My wife, three boys and myself reside at
1036 W. 3rd. St., Dubuque, Iowa 52001.
I am the General Manager with American Airlines/American Eagle at the
Dubuque Regional Airport, I have been with American for 13years. I volunteer on
the membership committee for the First Congregational United Church of Christ
and also with Trees For Dubuque. I was born and raised in Dubuque and take
great pride in our community. I feel one of the most important resources our
community holds is our history of being a uRiver Town". Preservation of that
history, through the preservation of historically significant buildings and sites, will
establish a firm foundation for Dubuque's future. I am also aware in that in all
things there is compromise, and the voice of reason and common sense should
be followed when making decisions. We all want Dubuque to be a great place to
live, raise a family and to conduct business. And this can be accomplished with
hard work and dedication to principal.
I hope you will support my quest to be named to the Historic Preservation
Commission. If you have any questions concerning my qualifications or
background please do not hesitate to contact me. Because of a possible .
scheduling conflict I may not be able to speak on my behalf at the May 3rd City
Council meeting. I appreciate your support and the hard work you do for our
community.

21. What types of properties are important to your city or county and why?
Properties that are important to the City of Dubuque are properties that
could potentially be nominated to the National Register of Historic Places or
properties that could be placed in a designated historic district, landmark
district or as a landmark in addition to those that already are. The City of
Dubuque also looks at properties that may not meet the above qualifications
bU,t may be interpreted as important to the fabric of the City's history.
22. How do they reflect and relate to local historic events and developments?
The properties mentioned above provide for the interpretation of the City's
past, and the historic events which occurred in the City. The properties
mentioned above also provide a living testament to the growth and
development in Dubuque, as identified by neighborhoods, sites and
architectural styles of residences, commercial businesses and industries.
23. What properties does your city or county feel are deserving of protection?
The City of Dubuque believes the properties noted in Question 21 deserve
protection.
24. What should the State of Iowa's priorities be in identification, evaluation and
registration of properties, Please list from most to least important the
properties and contexts that should be studied.
The State of Iowa has already addressed one of the City's priorities by
awarding the City a CLG and an HRDP grant to conduct two
Architectural/Historical survey/Evaluation Projects. The grants will help the
City to develop the historic contexts and identify the architectural themes
and styles for the entire city, as well as to conduct intensive surveys and
evaluations of historic properties in designated neighborhoods of the city.
The City is hopeful that future grants will be awarded for surveys of the
balance of the city's neighborhoods that meet the criteria for listing as
National Register properties or landmark/historic district properties.
25. Please attach copies of inventory forms, completed by the commission or
submitted to the commission during 1999. This includes inventory forms
completed as part of an HRDP grant funded project. Do not send cODies of
inventory forms completed in coniunction with a CiG grant project.
At present time, the City has not completed any inventory forms. We
anticipate that will change in the Year 2000 as a result of the recently
awarded HRDP grant for the City.

preservation commission did during 1999 to encourage the identification,
evaluation and/or registration of historic properties within its jurisdiction.
a. The City was awarded a CLG grant as well as an HRDP grant to conduct
the above referenced Architectural/Historical Survey/Evaluation projects.
b. The City Council has directed the Historic Preservation Commission to
update the Historic Preservation Ordinance and procedures.
c. Commissioners and City staff attended training sessions that discussed
ways to provide assistance for rehabilitation of historic properties.
27. Monitoring of the status of National Register of Historic Places Listed

a. List those that were altered in 1999:
· Round Barn, Dubuque township - 2810 N. Cascade Road, continued
renovation of the exterior shell of the barn structure as well as
reconstruct the interior to be used as a landscape business with
residential units in the upper levels.
· Langworthy House - 1095 W. 3rd Street, continued maintenance of
the upper level of the exterior of the structure.
· Jackson Park District - American Trust & Savings Bank, 901 Locust
Street, constructed a new bank facility.
b. List those that were moved in 1999: No National Register listed
properties in the city were moved in 1999.
c. List those that were demolished in 1999: Old Main Historic District -
Former Army Surplus Building, 301 Main Street and Merchants Hotel,
304-320 Main Street; Jackson Park District - American Tower Building,
901 Locust Street.
28. In 1999, did your city, county, or LUD revise its historic preservation
ordinance or resolution? If you have not already submitted a copy of the
revised ordinance or resolution to the State, please attach a copy of the

The Historic Preservation Commission, under the direction of the City
Council, is in the process of drafting an amendment to the Historic
Preservation Ordinance. The Commission has given staff direction, but a
draft has not been completed. Once the draft is completed, we will submit
it ~o Kerry McGrath as required.
29. In 1999, did your city or county take official action or actions that impacted
or will impact historic properties? please provide a list of those actions and
the dates when they were approved or undertaken.
On November 15, 1999, the City Council approved a text amendment of the
Zoning Ordinance for Jackson Park Historic District properties zoned C-4
Downtown Commercial District. This text amendment allows one
freestanding sign up to 100 square feet in area and lighted, wall-mounted
identification signs up to 100 square feet in area, where previously no
freestanding or lit signs were allowed.

any of the following activities in 1999? if so, please list and describe:

review as part of the SECTION 106 review process? If so, please list the

a. The Historic Preservation Commission approved a facade renovation
project by the Dubuque Museum of Art, 701 Locust Street.
b. The Historic Preservation Commission reviewed plans of the City of
Dubuque for construction of the River's Edge Plaza, Mississippi
Riverwalk and Brewery Plaza/Amphitheatre project, and made
recommendations for improvements that would reflect the historical
significance of the riverfront and downtown area.
c. The Historic Preservation Commission approved, with conditions, the
facade renovation project for the Old Main Hotel, 84 Main Street.
