SUBJECT: Consultant Selection for Manson Road Bridge Reconstruction

INTRODUCTION
The purpose of this memorandum is to seek City Council concurrence in the selection of a design
firm for the reconstruction of the Manson Road Bridge.
BACKGROUND
On April 30th, 1999, engineering consultant RFP's were received for the replacement of the
Manson Road Bridge. The City solicited proposals from the following five (5) firms; IIW
Engineers, WHKS & Co., Buesing and Associates, Stanley Consultants and Howard R. Green
Company, of which four consultants responded and one respectfully declined.
A consultant selection committee composed of Bob Schiesl, Ron Turner, John Klosterman and
Kathy Sturm has reviewed the response proposals submitted by engineering consultants for the
Manson Road Bridge Replacement Project. Since this is a State/Federal funded project, the City is
required to follow IDOT engineering consultant selection protocol which is significantly more
time-consuming than the City's normal selection process.
It was the consensus decision of the selection committee that the proposals were straightforward
and thus interviews would not be required for this project. Upon evaluating the proposals, the list
of firms from highest ranking to lowest is as follows:

The ranking of proposed fees for professional engineering services for the Manson Road Bridge

It was the consensus of the committee that I1W Engineers & Surveyors, P.C. presented the most
detailed design proposal and was the most qualified engineering firm to do this particular project.
IIW Engineers & Surveyors, P.e. has been responsible for performing the annual bridge inspection
on the Manson Road Bridge for the past three years and have a thorough understanding of the
topography and the design requirements for the project.
IIW Engineers are pre-qualified by the Iowa Department of Transportation for the design of
culverts, minor bridges and major bridge categories for the State, County and Municipal systems.
The State has reviewed the city selection process, rating system and have given concurrence on the
engineering consultant selection.
Following the selection approval, IIW then was required to be pre-audited by IDOT to determine
specific wage rates, which would apply to the contract. That being done, the next step was to
negotiate with IIW a detailed scope of services and to come up with an amount of compensation
based upon the services required and the audited rates of pay.
Once a contract was negotiated with the IIW, the City again submitted a request to the State for
concurrence and authorization to proceed. The State has given final approval on the professional
services contract.
DISCUSSION
A formal contract for professional design services has now been finalized and the cost has been
established at lump sum fees as follows:
1. $10,000 for field survey, Preliminary Design, Type Size and Location Submitted, DNR and
Corps permit applications.
2. $11,500 for final design if IDOT Standard Bridge Plans are used wi th minor modifications
for sidewalk, fencing, pier diaphragms, and retaining walls. If necessary, an additional
$12,000 for a custom bridge design should IDOT Standard Bridge Plans not work.
3. $5,500 for up to eight right-of way exhibits and plats.
4. Ten percent (10%) of construction costs, or approximately $60,000 for construction
inspection and observation services.
The project is anticipated to be completed by the end of the Year 2000.

RECOMMENDATION
I would recommend approval of the Agreement for Professional Services as has been negotiated
between the City, the Consultant, and IDOT. I would further recommend that the City Manager be
authorized to execute the attached agreement.

The City has secured federal aid funding from the Iowa Department of Transportation (IDOT)
under the Highway Bridge Replacement and Rehabilitation Program (HBRR) with 80% federal
funds and 20% City funds up to a maximum of $850,000 in federal funds.
The project will be funded through a StateIFederal grant program for bridge replacements utilizing
the following funding sources:
Federal Highway Administration (FHWA)/IDOT (80%)

City - Road Use Tax Fund (20%)

In Fiscal Year 2000 there is a carry over balance of $300,000 in Road Use Tax Funds available for
this project for use toward the 20% City cost share.
ACTION TO BE TAKEN
The City Council is requested to concur in the selection of IIW Engineers & Surveyors, P.c. to
design the project, approve the professional services agreement, and authorize the City Manager to
execute the agreement.
