SUBJECT: Annexation Request of Patrick and Sandra Welsh
Planning Services Manager Laura Carstens is recommending that a voluntary
request for annexation of the residence at the southwest corner of Old Highway 20
Road and Cottingham Road be included in the City's Highway 20 Annexation Plan.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Discussion
Patrick and Sandra Welsh have requested voluntary annexation of their residence for
the purposes of connecting to City water. Their property is at the southwest corner of
Old Highway 20 Road and Cottingham Road (see attached map). To annex the
Welshs' property the City must annex right-of-way.
One option is to annex along Cottingham Road right-of-way from their parcel south to
the future industrial park located west of Cousins Road. The Welshs' parcel then would
be added to the City's Highway 20 Annexation Plan, which is shown on the attached
map. This annexation is a small flag.
Another option is to annex along Cottingham and Sieppel Road rights-of-way from the
Welsh's parcel north to the Dubuque Industrial Center West. The Welsh's annexation
request then would proceed independently of the Highway 20 Annexation Plan. This
alternative would have a larger "flagpole" effect. It also could set up a situation where
areas along Old Highway Road (like the Fairgrounds) could become an "island" if the
connection were ever made between the two new industrial parks.
Recommendation
I recommend that the City Council direct staff to include the voluntary annexation
request of Patrick and Sandra Welsh in the Highway 20 Annexation Plan, as this has
less of a flagpole effect.
Action Step
The requested action is for the City Council provide direction to staff as to how to
proceed with the Welsh's voluntary annexation request: south to the future industrial
park, or north to the Dubuque Industrial Center West.

We are the legal owners of 0.5 acres of land in Dubuque County located at the
southeast corner of Old Highway Road and Cottingham Road. Pursuant to Section
368.7 of the Code of Iowa, we are requesting that this property be annexed to the
City of Dubuque. We are requesting annexation for the purpose of connecting to
the City of Dubuque's water supply.
We understand that to comply with State law, the City must annex the right-of-
way for Cottingham Road from the City's future industrial park to our property.
The legal description for our property is Lot 1 of Diamond Heights Subdivision, and
the parcel identification number is 10-31-152-001. Enclosed is a map that shows
the property to be annexed in relationship to the city limits of Dubuque.
