Winger, Tara, Letter re: Housing " . 9/11/05 Dear Mayor Terry Duggan: I, Tara Winger, would like to talk about the issues of proper housing in Dubuque for low income, disabled persons. I feel I am and was discriminated, by a new landlord that purchased the propertie I am yet still in until Sept. 30, 2005. Judge Properties run by Aiman Al-Qady kicked me out of my apt. because he said quote "I complained too much!" I had only ligidament complaints, such as meth being manufactured in his complex. I suffered with physical and mental stress by allowing his tenants to do such a dangerous practice. This would be 2 possibly the third time, that building had a fire do to meth manufacturing! I am severly allergic to sulphur and sulfer is a big part of meth producing. I am disabled, do to a bone disease, he allowed kids to turn off all my electricity from a power box on the porch. I also fell into a board broken in half under the carpet in L.R. I was on crutches for 2 days, then was confined into my bed for 5 more days. I now have "3 ankle bones," not just one. Airman Al-Qady told me "never to phone him, unless the building was in fact, burning down!" I have only now begung to get myself around because of my ankle and have not yet seeked for an attorney yet. But is on my present to do list. With my bone disease, it only gets worse with time, and I do not drive any longer do to medication. All I have are my feet to get myself around and he refused to hear me out. He calls his business "Judge" because his Israli name means Judge. So my reason for being here tonight, with you fine people, is to make others aware of people like Aiman Al-Qady and to tell the low income people in this City that I've lived and loved for 50 years. It is about time that we take note of the person-persons we are renting from. As I have found out the hard way, because someone owns a building does not make them better than the ones that rent from them. Their houses have closets too. This man is very, very mean, and uncaring. No white, no black, no Hispanic in my 50 years has ever treated me like I came into their country and I owe them. We need a few low-income buildings close to stores, without higher prices, and Rules need to be inforced. Ann I firmly feel you can relate to many not to good of changes around Downtown area. This Propertie management Mr. Al-Qady should not be allowed to put his property on a low-income housing contract, do to for one thing saying, don't phone unless the building is burning down, not showing any concern at all about the comfort, quiet, and giving a drug-free environment, as housing tries to push for. And where are all these foreigners coming from and why? With a name like Aiman Al-Qady it scares me as it is, and then to treat anyone, especially disabled the way he treated ME! I felt I was being punished for something. I only have 1 Judge, that's the Lord. Only He can and will be my Judge. Even though I have injured my ankle, and cannot walk very far or long, Mr. Aiman Al-Qady says I'm out on the street regardless Sept. 30, 2005. I hear this evil talk from someone that can barely speak English. His name means Judge, Tara means Earth! He also seems to ten to the darker shades of skin. Please stop going west and build low-income housing with manager with Rules, not pick and choose, who's wrong or right. Dubuquers should be first, we stayed and help make this City. Not everyone on housing are pigs as some people may think .... the landlord could, should control that. It can be done. Just because you are one of the unfortunate ones to have a money tree, or family to tend to all your needs. Some of us DO in fact care. I am one!! Well, I surely hope you understand where I am headed with my appearance here tonight. Bad landlords and not enough housing. I pray Dubuque Housing Dept. thinks twice before they open doors for the non-caring, but hungry for the $ Buck landlords. And start building.
