SUBJECT: Third Street Overpass Decorative Railing Project
Request Approval for Decorative Railing Design Modification
(CIP: 7001702: Third Street Overpass Improvement Project)
On September 6, 2005, the Dubuque City Council awarded the construction contract for
the Third Street Overpass Decorative Railing Project to Tricon General Construction in
the amount of $254,792.80 which will include the base bid plus bid alternative no. 2.
The base bid scope of work provides for the complete removal of the existing chain-link
fence and the fabrication and installation of the City's standard ornamental wrought iron
hoop railing. The hoop railing design has been installed at several downtown locations,
including City Hall and the historic 11 th Street Neighborhood area.
The bid alternate no. 1 component was not selected because the submitted bids were
$83,426 more than the base bid hoop railing. Bid alternate no. 1 was to provide for the
custom fabrication and installation of a replica Riverwalk decorative railing.
After the construction contract was awarded, City staff met with representatives from
both Tricon General Construction and Giese Manufacturing, the railing subcontractor, to
discuss value engineering options for the design and fabrication of a railing which would
more closely resemble the appearance of the Riverwalk decorative railing. Following
the value engineering meeting, Giese Manufacturing provided a modified railing design
which closely replicated the appearance of the Riverwalk decorative railing, at an
additional cost of $12,000.
City Engineer Gus Psihoyos recommends City Council approval to modify the Riverwalk
railing design for the Third Street Overpass Decorative Railing Project to incorporate the
modified decorative railing.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The City Council is requested to consider and approve a modified railing design to be
incorporated for the Third Street Overpass Decorative Railing Project.
BACKGROUND
On September 6, the Dubuque City council awarded the construction contract for the Third
Street Overpass Decorative Railing Project to Tricon General Construction in the amount
of $254,792.80, which will include the base bid plus bid alternate nO.2.
The base bid scope of work provides for the complete removal of the existing chain-link
fence and the fabrication and installation of the City's standard ornamental wrought iron
hoop railing. The hoop railing design has been installed at several downtown locations,
including City Hall and the historic 11 th Street Neighborhood area.
Bid alternate nO.2 provides for the complete removal of the existing separation hand rail
that is attached to the top of the concrete barrier railing and the repainting of the pipe hand
rail located on the easterly bridge abutment pedestrian stairway.
The bid alternate nO.1 component was not selected because the submitted bids were
$83,426 more than the base bid hoop railing. Bid alternate nO.1 was to provide for the
custom fabrication and installation of a replica Riverwalk decorative railing.
DISCUSSION
After the construction contract was awarded, City staff met with representatives from both
Tricon General Construction and Giese Manufacturing (railing subcontractor) to discuss
value engineering options for the design and fabrication of a railing which would more
closely resemble the appearance of the Riverwalk decorative railing and would be within
the funds allocated for the project.
Following the value engineering meeting, Giese Manufacturing provided a modified railing
design which closely replicated the appearance of the Riverwalk decorative railing and
significantly reduced the cost versus the original bid alternate nO.1 .
The proposed modified Riverwalk railing design will remain at six-feet in height and will
incorporate similar posts, top and bottom rails. The modified design will include a %" steel
plate insert panel which will be laser cut to match the Riverwalk railing infill pattern.
Attached is a preliminary layout for the proposed modified Riverwalk railing design.
PROJECT COST - BUDGET IMPACT
The proposed cost to incorporate the modified Riverwalk railing design will be an
approximate $12,000 add to the construction contract. The estimate of probable costs for
the Third Street Overpass Decorative Railing Project is summarized as follows:

RECOMMENDATION
I recommend the approval of the modified railing design to be incorporated into the project
which will compliment the railing installed as part of the Riverwalk project and the
decorative railing installed as part of the Bell Street and the Ice Harbor West Road
projects.
ACTION TO BE TAKEN
I respectfully request that the City Council concur with the recommendation to approve the
modified Riverwalk railing design for the Third Street Overpass Decorative Railing Project
and authorize staff is issue a change order to the construction contract.
