Van Milligen, City Manager FROM: Gus Psihoyos, City Engineer SUBJECT: Application Authorization for Iowa Clean Air Attainment Program Funding for City of Dubuque Traffic Signal Improvements Priority 2,3, and 4 - US 20 (Devon Drive to Menards) INTRODUCTION The attached resolution provides the authorization for the City of Dubuque to submit an application to the Iowa Department of Transportation (Iowa DOT) for Iowa Clean Air Attainment Program (ICAAP) funding for City of Dubuque Traffic Signal Improvements Priority 2, 3, and 4 - US 20 (Devon Drive to Menards). BACKGROUND The City has held several discussions with Iowa DOT regarding improvements with the City's traffic signal and ITS Program. The City and the Iowa DOT have identified four components of its traffic system that warrant improvement. These improvement projects have been prioritized and can be implemented independently: Priority 1 - Communications link from US 20 to Downtown Priority 2 - Traffic Signal Control System (City Wide Traffic Control Software) Priority 3 - Northwest Arterial communications (US 20 to Kohl's) Priority 4 - Locust Street (at US 20 and at US 151/61 Intersections) Further description of Priority 2,3 and 4 are as follows: Priority 2 Priority 2 calls for the installation of a city wide traffic control system software and hardware including master controller, system software, and the integration of individual corridors to City Hall. This provides the key common link to each individual signal system city-wide. This system would greatly enhance the City's ability to monitor, control, change, and evaluate traffic conditions on not just US 20 but for all future coordinated corridors within the entire City. Priority 3 Priority 3 provides for the same interconnect system for NW Arterial as was accomplished for US 20. This system can take advantage of the connection already made to City Hall and the conduit in place along the NW Arterial. This work will allow for continuously monitoring and management of this dynamic corridor's operations. Priority 4 Locust Street (at US 20 and at US 151/61 intersections) Priority 4 includes a focus for critical intersections located near the Locust Connector, which includes the three intersections on Locust Street at Charter, US 20 and the Locust Connector. It will also include connecting the two intersections on US 151/61 at the Locust Connector and Jones Street. This work will provide remote monitoring capabilities and will extend the traffic signal interconnect back to City Hall. On March 7, 2005, the City Council approved Priority 1. This included the continuous collection of traffic volume data, intersection reports, video monitoring, and overall control for signal retiming. Given the congestion, grades, and length of this corridor, staff has found that it is extremely difficult to retime signals and monitor performance. The total cost for Priority 1 was $444,050. The City of Dubuque's proposed match for this project is $183,678 (or 41 %) which will install the fiber conduit on its intended route. Future budgeted fiber optic conduit projects will be used towards this match. The fiber optic conduit in these future projects follows the same path that is necessary to fulfill the City's match for this ICAAP grant. RECOMMENDATION I recommend that the City submit an application to the Iowa Department of Transportation for Iowa Clean Air Attainment Program funding for City of Dubuque Traffic Signal Improvements Priority 2, 3, and 4 - US 20 (Devon Drive to Menards). BUDGET IMPACT The summary of the estimated project cost is as follows: Priority 2 $177,100.00 Traffic Signal Control System (City Wide Traffic Control Software) Priority 3 $154,994.00 Northwest Arterial Communications (US 20 to Kohl's) Priority 4 $235,511.00 Locust Street (at US 20 and at US 151/61 Intersections) TOTAL PROJECT COST $567,605.00 The funding for Priority 2, 3, and 4 is as follows: City Funding (20%) ICAAP Funding $113,521.00 454.084.00 $567,605.00 Total Priority 2,3, and 4 Cost The City's portion of Priority 2, 3, and 4 will be covered under the following Capital Improvement Programs (CIPs): Traffic Master Controller (CIP 3501682) Traffic Signal Interconnect Replacement (CIP 3001266) ACTION TO BE TAKEN $ 43,992.00 247,544.00 The City Council is requested to adopt the attached resolution authorizing the filing of an application to the Iowa Department of Transportation for Iowa Clean Air Attainment Program funds for City of Dubuque Traffic Signal Improvements Priority 2, 3, and 4 - US 20 (Devon Drive to Menards). cc: Roger Walton, PE -Iowa Department of Transportation Dawn Lang, Budget Director Don Vogt, Public Works Director Chris Kohlmann, Information Services Manager David Ness, PE / RESOLUTION NO. 455-05 RESOLUTION AUTHORIZING THE FILING OF AN APPLICATION WITH THE IOWA DEPARTMENT OF TRANSPORTATION FOR IOWA CLEAN AIR ATTAINMENT PROGRAM (ICAAP) FUNDING OF CITY OF DUBUQUE TRAFFIC SIGNAL IMPROVEMENTS PRIORITY 2, 3, AND 4 (US 20 - DEVON DRIVE TO MENARD'S) Whereas, the Iowa Department of Transportation (Iowa DOT) has made funds available for projects to reduce vehicle emissions; and Whereas, delay along the US Highway 20 and IA 32 (Northwest Arterial) causes traffic congestion, which produces excessive levels of vehicle emissions; and Whereas, City of Dubuque Traffic Signal Improvements Priority 2, 3, and 4 (US 20 - Devon Drive to Menards) has been developed which will reduce congestion and vehicle emissions along the Highway 20 Corridor in Dubuque; and Whereas, the Iowa Clean Air Attainment Program Funds will be required to complete said traffic for City of Dubuque Traffic Signal Improvements Priority 2, 3, and 4 (US 20 - Devon Drive to Menards). NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA, THAT: 1. Staff is authorized to submit an application to the Iowa Department of Transportation for Iowa Clean Air Attainment Program funds. 2. Staff is authorized to file any additional documentation that is required by the Iowa Department of Transportation. 3. The City agrees to maintain and operate City of Dubuque Traffic Signal Improvements Priority 2, 3, and 4 (US 20 - Devon Drive to Menards) for public use during the project's useful life if funding is approved. 4. The City of Dubuque, Iowa agrees to commit the necessary $113,521.00 of the total cost of $567,605.00 for project implementation. 5. That the Mayor is authorized to sign the necessary application form and subsequent grant contracts with the Iowa Department of Transportation.
