Improvement Project
City Engineer Gus Psihoyos is recommending City Council authorization to file an
application with the Iowa Department of Transportation for Iowa Clean Air Attainment
Program funds for the US Highway 151/61 and Maquoketa Drive Intersection
I mprovement Project
ICAAP funds usually require a 20% local match. Portions of this match can come from
other various state and local funding sources. In this case, the project is still in a
preliminary phase and Iowa DOT is just asking for the City's support for the project.
The fee for completing the application process is $8,958.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Intersection Improvement Project.

INTRODUCTION
The attached resolution provides the authorization for the City of Dubuque to
submit an application to the Iowa Department of Transportation (Iowa DOT) for
the US Highway 151/61 and Maquoketa Drive Intersection Improvement Project.
BACKGROUND
The Howard R. Green Company completed a TEAP study in 2004 that identified
several alternatives to improve the operation and efficiency of the intersection of
US Highway 151/61 and Maquoketa Drive in Dubuque. The present intersection
configuration consists of 2 NB lanes (Ieftlthru + thru/right), 3 SB lanes (Ieftlthru +
thru + right), 2 EB lanes (left + thru/right) and 2 WB lanes (Ieftlthru + right).
Traffic control is accomplished by a split phase operation traffic signal. The
intersection presently operates at a Level of Service C with some movements
operating at a LOS of D or worse.
A number of alternatives were considered to improve the safety, operation, and
efficiency of the intersection. The recommended option involves splitting the
east and west legs of the intersection to points north and south of the existing
intersection. This involves closing of the locations of the existing east and west
legs of the intersection, and relocating other access points in proximity to the
intersection. The recommended improvements also provide for separating left
turn movements on all approaches, and separating mainline right-turning
movements on US 151/61 to improve mainline integrity. Traffic signal
interconnect between the Maquoketa Drive south leg intersection and the US 52
intersection on US 151/61 is also recommended to improve traffic progression.
The proposed concept reduces conflicts, accommodates the primary movements
at the intersection, and improves the efficiency and operation of the highway
corridor.
RECOMMENDATION
I recommend that the City submit an application to the Iowa Department of
Transportation for Iowa Clean Air Attainment Program funding for the US
Highway 151/61 and Maquoketa Drive Intersection Improvement Project.

come from other various state and local funding sources. In this case, the
project is still in a preliminary phase and Iowa DOT is just asking for the City's
support for the project. The fee for completing the application process is
$8,958.
This application will be funded through the Fiscal Year 2006 Street Program.
If this project is accepted by the Iowa DOT, Engineering would propose
funding be allocated for the City's portion of the project through next year's
CIP program.
The only money the City is committing to the project at this point is the
application fee.
ACTION TO BE TAKEN
The City Council is requested to adopt the attached resolution authorizing the
filing of an application to the Iowa Department of Transportation for Iowa
Clean Air Attainment Program funds for the US Highway 151/61 and
Maquoketa Drive Intersection Improvement Project.

RESOLUTION NO. 456-05
RESOLUTION AUTHORIZING THE FILING OF AN APPLICATION WITH
THE IOWA DEPARTMENT OF TRANSPORTATION FOR IOWA CLEAN
AIR ATTAINMENT PROGRAM (ICAAP) FUNDING OF CITY OF
DUBUQUE US HIGHWAY 151/61 AND MAQUOKETA DRIVE
INTERSECTION IMPROVEMENT PROJECT
Whereas, traffic congestion problems occur at the intersection of US
Highway 151/61 and Maquoketa Drive in the City of Dubuque that could be
improved by intersection and traffic signal improvements; and
Whereas, the City of Dubuque has determined that improvements to this
intersection, as recommended in a Traffic Engineering Assistance Program
(TEAP) Study completed in 2004, will increase traffic flow, thereby reducing
vehicle emissions caused by vehicle delay; and
Whereas, the Iowa Department of Transportation provides, on a
competitive basis, funds for transportation projects that address congestion
problems and provide air quality improvements; and
Whereas, the City of Dubuque is willing to commit the necessary local
matching funding for project implementation and upon completion, in cooperation
with the Iowa Department of Transportation, be responsible for adequately
maintaining and operating the project for public use during the project's useful
life.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF DUBUQUE, IOWA THAT:
Section 1. The City makes application to the Iowa Department of
Transportation for funds through the Iowa Clean Air Attainment Program to fund
the intersection and traffic signal improvements at the US Highway 151/61 and
Maquoketa Drive intersection.
