Fund)
Sealed bids were received for the North Grandview Estates - Sanitary Sewer & Water
Main Project. City Engineer Gus Psihoyos recommends award of the contract to the
low bidder, Connolly Construction, in the amount of $226,161, which includes $78,001
for the water main portion, $143,312 for the sanitary sewer portion, and $4,848 for
Alternate 2 for the future sanitary sewer extension to abutting properties. The sanitary
sewer portion of the bid was 25.25% higher than the estimate and the water main
portion was 11.43% higher than the estimate.
On September 6, 2005, the City Council approved financial assistance to the developer
in the amount of $70,000. City Engineer Gus Psihoyos further recommends that the
City Council increase the financial aid assistance for the developer to reflect the bid
amount of $78,001, plus any contingency fees for the water main portion.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

services and appurtenances throughout this development. The watermain tap fee will
be paid prior to construction by the developer. The watermain and sanitary connection
fees for existing property will be waived; however, connection fees for newly-installed
sanitary sewer and watermain will be payable to the City b~ the developer, successors,
or assignors upon the sale of each lot. In the event that any lots are not sold within five
years, a balloon payment in the remaining balance of sanitary sewer and watermain will
be owed to the City by the developer.
The City Council approved at its September 6, 2005 meeting the additional financial
assistance from $50,000 to $70,000 requested by the developers. The cost for the
installation of the watermain and services is now bid at $78,001. Because of this, Mr.
Henkel has requested that his financial aid assistance be revised by $8,001 to the
amount identified in this bid, plus any contingency fees. Funds are available to support
this request.
The project was bid-let in such a manner that it could be awarded as two separate
contracts.
BID RESULTS
Sealed bids were received on the project on September 22, 2005. Connolly
Construction of Peosta, Iowa submitted the low bids for both portions of the project.
The bid from Connolly Construction for the sanitary sewer was $143,312.00 and the
watermain construction portion was $78,001.00. The sanitary sewer portion was
25.25% higher than the estimate and the watermain portion was 11.43% higher than the
estimate.

In addition, the City plans and specifications included two alternatives for future sanitary
sewer development. Alternative 2 involved the extension of sanitary sewer to be
completed through the subdivision to the abutting property for future extension; the cost
of this alternative is $4,848.00.
RECOMMENDATION
I recommend that the North Grandview Estates - Sanitary Sewer & Watermain Project
be awarded to Connolly Construction in the amount of $78,001.00 for the watermain
and $143,312.00 for the sanitary sewer. In addition, I recommend that the City accept
Alternate 2 for the extension of sanitary sewer to abutting property in an amount of
$4,848.00. This alternate will be paid by the City with CIP 7101350 - Sewer
Extensions, New Development, with a current balance of $22,244.00.
The Council is also requested to approve the developers' request to increase financial
aid assistance from $70,000 to $78,001, plus any contingency fees, for the watermain
portion.
PROJECT COST - BUDGET IMPACT
The estimates of probable cost for the North Grandview Estates - Sanitary Sewer &
Watermain Project are summarized as follows:

The project will be funded as follows: CIP 7101293 - Sanitary Sewer, Internal Main;
CIP: 7101350 - Sewer Extensions, New Development); and CIP: 7401398 - Water
Internal Main, New Developments Revolving Loan Fund.
It should be noted that during the project initiation, it was indicated that the project
would be funded from CIP 7101350 - Sewer Extensions, New Development. This was
incorrectly stated. The majority of the project expense will be funded from CIP 7101293
- Sanitary Sewer, Internal Main, with the Alternate 2 funded from CIP 7101350 - Sewer
Extensions, New Development.
ACTION TO BE TAKEN
I recommend that the watermain portion of the North Grandview Estates - Sanitary
Sewer & Watermain Project be awarded to Connolly Construction in the amount of
$78,001.00 and the sanitary sewer portion of the of the North Grandview Estates -
Sanitary Sewer & Watermain Project be awarded to Connolly Construction in the
amount of $143,312.00. In addition, I recommend that the City accept Alternate 2 for
the future sanitary sewer extension to abutting properties in an amount of $4,848.00.
The Council is also requested to approve the developers' request to increase financial
aid assistance from $70,000 to $78,001, plus any contingency fees, for the watermain
portion.

Dear Gus:
In reference to the bid letting on September 22,2005 at 2:00 p.m. at City Hall for the North Grandview
Estates sanitary sewer and water main project, the lowest bids received were from Connolly
Construction. The bid for the sewer is separate from the bid for the water main. Their total base bid
for the water main portion of the project was $78,001.00. Their total base bid for the sanitary sewer
portion of the project was $143,312.00. Two alternates were also bid for the sanitary sewer, which
are to be paid by the City. The bids for alternate A1 was $880.00. Alternate A2 was bid at $4,848.00.
We are familiar with the work of Connolly Construction and would feel confident that they will be able
to successfully complete the project. We would recommend that the City review all of the documents
associated with the project that have been prepared between the owner of North Grandview Estates
and themselves prior to signing the contract to make sure that the commitments between the two
parties are in order. Assuming that they are in order, we would not hesitate recommending that the
contract be awarded to Connolly Construction for the water main portion @ $78.001.00 and for the
sewer portion @ $143,312.00. It is our understanding that the City will decide if they wish to award
Alternates NO.1 & 2.

RESOLUTION NO. 468-05
RESOLUTION ADOPTING PLANS AND SPECIFICATIONS
Whereas, on the 31st day of August, 2005, plans, specifications, form of contract
and estimated cost were filed with the City Clerk of Dubuque, Iowa for the North
Grandview Estates - Sanitary Sewer & Water Main Project.
Whereas, notice of hearing on plans, specifications, form of contract, and
estimated cost was published as required by law.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That the said plans, specifications, form of contract and estimated cost are
hereby approved as the plans, specifications, form of contract and estimated cost for
said improvements for said project.

AWARDING CONSTRUCTION CONTRACT FOR THE WATERMAIN PORTION

WATERMAIN PROJECT
Whereas, sealed bid proposals have been submitted by contractors for the
watermain portion of the North Grandview Estates - Sanitary Sewer & Watermain
Project pursuant to Resolution No. and notice to bidders published in a
newspaper published in the City of Dubuque, Iowa on the 9th day of September, 2005.
Whereas, said sealed proposals were opened and read on the 22nd day of
September, 2005, and it has been determined that the bid of Connolly Construction of
Peosta, Iowa, in the amount of $78,001.00 was the lowest bid for the furnishings of all
labor and materials and performing the work as provided for in the construction
documents.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That the contract for the above improvement be awarded to Connolly
Construction and the Manager be and is hereby directed to execute a contract on behalf
of the City of Dubuque for the complete performance of the work.
BE IT FURTHER RESOLVED:
That upon the signing of said contract and the approval of the contractor's bond,
the City Treasurer is authorized and instructed to return the bid deposits of the
unsuccessful bidders.

Watermain Project to Connolly Construction; and
Whereas, Connolly Construction has submitted the attached executed contract
and bond.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
1. The contract and bond attached hereto are hereby approved.
2. The City Manager is hereby authorized and directed to execute the contract on
behalf of the City of Dubuque.
