Dear Mr. Van Milligen:
As per our Purchase of Services Agreement with the City of Dubuque, I am making this First Quarter Report
detailing our activities in working with youth from Dubuque who have been referred to our High Risk Youth
programs. I appreciate your patience regarding this report. As I indicated to you in my letter of October 15,
this report was going to be late due to the implementation of our new data management system. We now have
the system working well.
During the first quarter, the following numbers of youth in the City of Dubuque were seen in the following
programs:

Services to high-risk youth are provided both in the office setting and in the school setting. Primary referral
sources of youth are the criminal justice systems and the schools.
