SUBJECT:
Consultant for Design of Parking Ramp at Third and Iowa Streets
Earlier this year, the City Council approved the design and construction of a fourth
parking facility to be located on the corner of Third and Iowa Streets. In response
to this, a selection committee was established to review the process that would be
used in making a final recommendation to the Council. This committee consists of
Ben Graham, Graham's and Dubuque Main Street; Steve Horman, Dubuque Area
Chamber of Commerce; Jerry Enzler, Dubuque County Historical Society; Chuck
Fiegen, Capri Cosmetology; Assistant City Manager Tim Moerman, Public Works
Director Mike Koch, Community and Economic Development Director Jim Burke,
Finance Director Duane Pitcher, and Parking System Supervisor Cindy Steinhauser.
The committee is recommending the selection of the team consisting of Vedi
Associates and IIW Engineers in the amount of $275,500.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Introduction
The purpose of this memorandum is to provide you with a recommendation for the
selection of a consultant for the design of the parking ramp to be located at 3rd & Iowa
Street.
Discussion
Earlier this year, the City Council approved the design and construction of a fourth
parking facility to be located on the comer of 3rd & Iowa Streets. In response to this, a
selection committee was established to review the process that would be used in making a
final recommendation to the Council. This committee consists of Ben Graham, Graham's
and Dubuque Main Street; Steve Horman, Dubuque Area Chamber of Commerce; Jerry
Enzler, Dubuque County Historical Society; Chuck Fiegen, Capri Cosmetology; Tim
Moerman, Mike Koch, Jim Burke, Duane Pitcher and myself. On August 30, 1999 a total
of three proposals were received and distributed to the selection committee for their
review. Those firms submitting proposals were Vedi Associates and IIW Engineers;
Durrant, Herbert Lewis Kruse Blunck Architects and Walker Parking Consultants; and
Shive Hattery and Carl Walker Parking. On October 12, 1999 the selection committee
held interviews with all three applicants to try and determine the best proposal for this
important project.
The following criteria was considered very important by the committee in determining
the selection of a consultant:
. Experience of staff assigned to the project in ramp development;
. Experience of staff in planning development in an urbanlhistoric environment;
. Experience of staff assigned to the project in managing projects of similar
magnitude;
. Ability to devote necessary staff resources to the project;
. Ability to use creativity in design;
. Local economic impact:

. Strategic approach to completing the project; and
. Approach to involving the client in the project.

Other factors that were considered important were:
. Education and training of staff assigned to the project;
. Ability to deliver projects in a timely manner;
. Ability to deliver projects within the proposed design budget;
. Ability to deliver projects within the proposed construction budget;
. Ability to provide graphic presentation products;
. Ability to solve problems; and
. Approach to communication with the client throughout the project.
While all of the companies submitting proposals were qualified, based upon the criteria
used by the selection committee, the proposal from Vedi Associates and IIW Engineers
stood out as the proposal most suited to this project.
Throughout their proposal and during the interview process, these two firms illustrated
their vast experience in tackling projects of this nature. They identified many projects of
similar scope and mass in environments that were also urban and historic in nature. Their
proposal was the strongest by far in terms of graphic presentation, creativity in design
and in strategically approaching all of the issues surrounding the proposed site. In
addition, both Vedi Associates and IIW Engineers were strong on involving the client and
other stakeholders in the design and functionality of the parking facility. Lastly, the
Vedi/IIW proposal was the most confident in their ability to deliver the project within the
proposed budget.
Based upon this information, the selection committee would like to recommend that the
proposal from Vedi Associates and IIW Engineers be selected for the design of the new
parking facility. The total proposed fee for their services is $275,500.00 of which
$245,000.00 are the AlE fees and $30,500.00 are reimbursable expenses such as soil bore
testing.
Action
The requested action is for City Council to authorize the City Manager to execute a
contract on behalf of the City of Dubuque.
