Van Milligen, City Manager SUBJECT: Housing Trust Fund Awards In January, the Housing Trust Fund Committee received five responses to a request-for-proposals for affordable housing projects. A request from the YWCA Battered Women Shelter was tabled pending resolution of final project costs and action by the Community Development Commission in regard to an application for cp2 Program funding assistance. The Housing Commission is now recommending a $25,000 award to the YWCA Battered Women Shelter project. I concur with the recommendation and respectfully request Mayor and C'ty Council approval. CITY OF DUBUQUE, IOWA MEMORANDUM 10 November 99 To: Mike ~~\Milligan, City Manager From: DaVi~arriS, Housing Services Department Re: Housing Trust Fund Awards Introduction The purpose of this memorandum is to request the City Council's approval of a FY99 Housing Trust Fund award to the YWCA Battered Women Shelter. Background At its 21 June meeting, the City Council approved a FY99 Trust Fund award of $42000 to the Dubuque Food Pantry for renovation of two second-story apartments. Also approved was a $25 000 match, toward an Iowa Department of Economic Development "Local Housing Assistance Program" application in the amount of $500 000 to capitalize the Trust Fund and assist projects providing single room occupancy (SRO) and transitional housing. As the original FY99 CDBG allocation to the Trust Fund was $100 000, a balance of $33 000 in uncommitted funds has remained. Although the Trust Fund Committee had recommended a $25000 award to the Battered Women Shelter, in May, the Housing Commission - in recommending the awards to the Council - had tabled the Shelter application, pending resolution of final project costs and action by the Community Development Commission in regard to an application for cp2 Program funding assistance. Discussion At its 9 November meeting, the Housing Commission again considered the Battered Women Shelter application and unanimously passed a recommendation for a $25 000 grant toward a total project cost of $48 000 for renovation of the facility. This budget also includes a $5000 grant from the Housing Department's lead hazard reduction program, assistance from the cp2 Program to be considered at the 16 November meeting of the CD Commission and a significant financial match provided by the YMNWCA. Recommendation It is recommended that the Council support the Housing Commission's recommendation. The Shelter will receive needed financial assistance to complete major renovations and to remove extensive lead paint hazards throughout the facility. Action Step The. action requested of the City Council is to approve an award of $25 000, from the Housing Trust Fund, to the YWCA Battered Women Shelter.
