WHEREAS,
the Independent League provides a top level of baseball competition
for boys ages 8 through 15 in which approximately 800 boys
participate; and
WHEREAS,
the Independent League is a non-profit organization organized,
managed, coached and officiated by adult volunteers, stressing
sportsmanship, participation, hard play and developing baseball and
personal skills to a high level both as a team and as an individual;
and
WHEREAS, the Independent Baseball League annually sponsors a Youth
Baseball Tournament for 10, 12 and 14 year old teams the second
weekend in June. This tournament draws teams from an area
encompassing a 200 mile radius from Dubuque and provides a high
caliber of baseball competition for everyone in the Tri-State area to
observe and enjoy. Approximately 1600 boys have participated in
this tournament annually in the past.
NOW THEREFORE, I, TERRANCE M. DUGGAN, MA YOR OF THE CITY OF
DUBUQUE, IOWA DO HEREBY PROCLAIM THE DA YS OF JUNE 12 AND 13, 1999
AS:
"RISING STARS/INDEPENDENT LEAGUE DAYS"
IN DUBUQUE AND URGE ALL CITIZENS TO OFFER THEIR BEST WISHES,
SUPPORT AND INVOL VEMENT IN THIS TOURNAMENT.
IN WITNESS THEREOF, I have hereunto
set my hand and caused the Great Seal of
the City of Dubuque, IA to be affixed this
7th day of June, 1999.
