Dear Mayor and City Council Members,
As you are aware, we are beginning the closing stages of construction and are
enthusiastically looking' forward to the opening Of the Dubuque Museum of Art.
The Museum will be opening to the public on July 25, 1999. We do have
, .
several outstanding projects that need to be resolved which will require the
help of your staff and the support of our City Council.
We would like to propose to have an alteration of 7th Street between Locust and
Bh:lff. I am enclosing a plan for your review and anticipate there will be a need
for discussion and questions. Let me briefly explain to you the rationale behind
the proposal. It is threefold.
First, extending the curb in front of the Museum along 7th Street creates the
continuation of the walkway at 7th Street on the east side (i.e. Mercantile
Bank/Cy Care Building). This will create that wonderful pathway that is now
termed the cultural corridor, and that we are now so much a part of.
Secondly, to, remove the parking meters in front of -the Museum would be
beneficial for safety purposes for pedestrians walking'to and from our building
from the front of the park and, most importantly, the boarding and unboarding
of tourist buses and the continuous visitation of school children coming tothe
Dubuque MU'seum of Art and unloading in front of the Museum. There are 4
meters immediately in front of the Museum and 2 additional on 7th Streetto
the west.
The third reason js the mere factor of green space and the beautification and
landscaping of 7th Street which then becomes compatible with its neighbor,
Washington Park. In the matter of removing meters and the potential of
relocating those meters, creating additional parking west of the Museum, and
recurbing, I believe any controversial issues regarding these street/curbing
alterations can be resolved with discussion involving all those concerned with
such issues. .

Fo{ your information, Woodward Communications, Inc. (WCI) property for
parking of employees will accommodate 55 WCI employees, thereby freeing up
meters in the immediate area,~s well as spaces in the parking ramp. WCI
currently has about 20 em-ployees utilizing parking meters and 35 employees
utilizing parking ramp spaces. With a huge numb~r of these spaces freed of
WCI employees, substantial additional parking would be available to the public.
