IN REPLY REFER TO: COMMENT RES
Community Name: City of Dubuque,
Dubuque County, Iowa
Community No.: 195180
This is in response to a letter dated June 1, 2012, from Ms. Laura Carstens regarding non - technical
comments on the Preliminary Flood Insurance Rate Map (FIRM) and in the Preliminary Flood Insurance
Study (FIS) report for Dubuque County, Iowa and Incorporated Areas, dated May 4, 2012. Comments
submitted included adding the State boundary between Illinois, Wisconsin and Iowa on Panel 244 and
correcting the spelling of Maus Park on Page 21, Table 3, of the FIS report. Please note that only those
submittals that relate to the addition or modification of the proposed flood hazard information (i.e., Base
Flood Elevations, base flood depths, Special Flood Hazard Area boundaries, zone designations, or
regulatory floodways) shown on the FIRM and in the FIS report that satisfy the data requirements defined
in Title 44, Chapter I, Part 67 of the Code of Federal Regulations are considered appeals. Because your
submittal did not meet these criteria, FEMA has processed it as a `comment.'
We have determined that changes to the Preliminary FIRM and Preliminary FIS report dated May 4,
2012, are warranted based on the submitted data and will incorporate the necessary changes into the final
version of the FIRM and FIS report. We have posted Revised Preliminary copies of the FIRM and FIS
report for your review to the following Website: http://www.starr-

Please submit any comments regarding this resolution within 30 days of the date of this letter to the
following address:
Emily Whitehead

At the end of the 30 -day period, FEMA will address any additional comments that are submitted. We will
also initiate a statutory 90 -day appeal period for certain communities within Dubuque County. FEMA will
then finalize the FIRM and FIS report by issuing a Letter of Final Determination (LFD). The LFD will
explain the adoption/compliance process and will state when the FIRM and FIS report will become
effective.
