RE: STP Grant Application -- Wireless Bicycle and Pedestrian Counters for Bike /Hike Trails
Dear Brian:
As the City's Bicycle Coordinator, I am pleased to provide a letter of support for the $5,200 STP
grant application to the Regional Planning Authority (RPA) to purchase seven (7) wireless
bicycle /pedestrian counters for bike /hike trails at total project cost of approximately $7,000.
It is my understanding that these counters will be used in conjunction with Dubuque County's
2012 Community Planning Assessment Team project for evaluating the economic potential of
Heritage Trail. It is also my understanding that these counters will be made available for use on
other County trails and for use by cities in Dubuque County that lie outside of the DMATS
urbanized area and within the RPA rural area.
The Dubuque County Heritage Trail offers a safe and accessible route through picturesque
open space corridors, with scenic views of woodlands, farmland and limestone bluffs. It provides
links to open space amenities along its 26 -mile length. Determining the number of trail users is
vital to evaluating the trail's economic potential for communities in the Heritage Trail corridor.
The 2008 City of Dubuque Comprehensive Plan contains goals and objectives for maintaining
existing bike /hike trails and creating a comprehensive bicycle and pedestrian network
throughout the community. The Dubuque County Heritage Trail is an important connection for
the City to accomplish these community goals and objectives.
In support of this effort and as part of the local match, the City of Dubuque will purchase one (1)
wireless bicycle and pedestrian counter at an approximate cost of $1,000 for use on the City's
trails from the City's Trails and Complete Streets Projects Capital Improvement Project (CIP).
