Public Safety Software Vendor SelectionMasterpiece on the Mississippi TO: The Honorable Mayor and City Council Members FROM: Michael C. Van Milligen, City Manager SUBJECT: Public Safety Software DATE: July 10, 2012 Dubuque bierd All- America City 1 2007 Five vendors responded to a Request for Proposals for public safety software for the City of Dubuque and its partner public safety agencies. A Proposal Review Committee comprised of members from the Dubuque Police Department, Dubuque Fire Department, 911 Center, Information Services, the Finance Department and the Dubuque County Sheriff's Office reviewed the proposals and identified three vendors to be invited to Dubuque for product demonstrations. After the product demonstrations, research and interviews, the Proposal Review Committee and Chief of Police Mark Dalsing recommend City Council approval of the selection of Sungard OSSI to be the provider of replacement public safety software and authorization to begin contract negotiations. I concur with the recommendation and respectfully request Mayor and City Council approval. Michael C. Dalsing, Chief of Police Masterpiece on the Mississippi TO Michael C Van Milligen, City Manager FROM Mark M Dalsing, Chief of Police DATE July 9, 2012 SUBJECT Public Safety Software Dubuque had NI- America City 'I 1 1 I' 2007 INTRODUCTION This memorandum will recommend a vendor to provide public safety software to the City of Dubuque and as partner public safety agencies BACKGROUND Since 2001 the Dubuque County Sheriffs Office, Dubuque Police Department and 911 Emergency Communications Center have utilized Emergitech public safety software This software is used in Computer Aided Dispatch (CAD) and other dispatch needs, point City /County central records, and a variety of related components within emergency services Over the years it has been determined that the software has proven inadequate and there has not been growth and expansion in the software to meet our ever growing needs Based on the experience with Emergitech, it was determined that a new software and software vendor should be acquired DISCUSSION Dubuque County and the City of Dubuque agreed to partner on a replacement for Emergitech After reviewing vendor responses to a Request for Information in 2009, it was estimated that this project would cost approximately $ 1,309714 It was decided the Dubuque County share would be $500,000 and the City of Dubuque would provide the remaining $809,714 in shared expenses between the Dubuque Police Department, Dubuque Fire Department and 911 Emergency Communications Center, with the Dubuque Police Department being the fiscal agent The City's share of the funding was to be spread out over three fiscal years as follows FY2012- $100,000, FY2013- $454,857, and FY2014 254,857 All of the affected agencies worked with Information Services to prepare a Request for Proposal (RFP) for the project The RFP was released in August 2011 Five vendors submitted proposals in response to the RFP AProposal Review Committee comprised of members from the Dubuque Police Department, Dubuque Fire Department,911 Center, Information Services, the Finance Department and the Dubuque County Sheriff's Office reviewed the proposals and identified three vendors to be invited to Dubuque for product demonstrations After the demonstrations the Committee reduced the number of vendors to two for further review These vendors were New World Systems and Sungard OSSI Committee members then conducted additional research into the companies based on selection criteria, which included contact with other cities/agencies using their products Contact was made through both telephone as well as site visits Contacted agencies included Oak Lawn, IL (Law Enforcement and911 Center), Tazewell County, IL (Law Enforcement and911 Center), Rock Island Consortium, IL (Law Enforcement and 911 Center), Naperville, IL (Law Enforcement, Fire, and 911 Center), Sangamon County, IL (Law Enforcement, Jail, and 911 Center), Scott County, IA (Law Enforcement and 911 Center) After the product demonstrations, research and interviews, the committee met and recommends to City Council the selection of Sungard OSSI to be the provider of replacement public safety software The selection is based on the following selection criteria outlined in the RFP Vendor experience &Resources Hardware /Software Design &System Architecture Approach System Software Application Software &Integration System Testing &Acceptance Implementation &Project Management Training &Documentation Customer Support, Warranty &Maintenance Cost Proposal The initial quote from the RFP response for software was $1266,115 After reviewing and adding various software options, the most recent quote is $1,304,395 The final contract amount is to be determined as we work through the various software options and additions The initial annual maintenance fee in the RFP was quoted at $135,233 and was $118,913 on the most recent quote The final maintenance contract will be negotiated with the contract and this will be divided annually among the partner agencies after the first year RECOMMENDATION The Proposal Review Committee recommends to City Council the selection of Sungard OSSI to be the provider of replacement public safety software ACTION TO BE TAKEN City Manager review of this memorandum for follow -up, questions or clarification and approval, and forward to City Council for approval of recommendation and authorization to begin contract negotiations Prepared by Mark Dalsing
