CIVIL SERVICE COMMISSION

1. Approval of Minutes of July 26, 2005
Wertzberger moved to approve the minutes of July 26,2005 as written.
Seconded by Kluesner, passed unanimously.
2. Request to Schedule Promotional Examination for the Position of Utility
Billing Coordinator
Kluesner moved to receive and file the communication and to schedule a
promotional examination for the position of Utility Billing Coordinator for
September 15, 2005 at 6:30 p.m., at a location to be determined. He further
moved that the deadline for applications be 5:00 p.m., September 8,2005 and to
establish a two year limit for the eligibility list. Seconded by Wertzberger, passed
unanimously.
3. Request to Schedule Entrance Examination for the Position of Accountant
Wertzberger moved to receive and file the communication and to schedule a
entrance examination for the position of Accountant for September 8, 2005 at
6:30 p.m., at a location to be determined. He further moved that the deadline for
applications be 5:00 p.m., August 30,2005 and to establish a two year limit for
the eligibility list. Seconded by Kluesner, passed unanimously.
4. Establish Passing Point for the Position of Records Supervisor and
Request to Schedule Entrance Examination for the Position of Records
Supervisor
Applicant Ronda Powers spoke regarding the test. She stated that she felt the
type of questions were not applicable to the position and she felt the passing
score should be curved or the eight people who had taken the test be allowed to
take a different test. The Commission discussed the merits of the test and noted
that if the computer questions were eliminated there would still have been only
two persons with a passing score. Personnel Manager Randy Peck stated that it
was his opinion that the test was valid as is; however, he would review it and
have Information Services Manager Chris Kohlmann review the questions to see
if it could be improved upon. Wertzberger moved to establish the passing point
for the position of Records Supervisor at 70 and above correct answers, noting
that none of the applicants had achieved a passing score. Seconded by
Kluesner, passed unanimously.
Wertzberger moved to schedule an entrance examination for the position of
Records Supervisor for September 20, 2005 with an application deadline of
September 9, 2005, that the test be open to all current City employees and the
general public and to establish a two year limit for the eligibility list. Seconded by
Kluesner. Motion passed unanimously. Personnel Manager Randy Peck was
directed to have Information Services Manager Chris Kohlmann review the
computer questions to determine if any of the questions need to be eliminated,
added or changed.
5. Establish Passing Point for the Position of Assistant Planner
Wertzberger moved to establish the passing point for the position of Assistant
Planner at 70% and above. Seconded by Kluesner, passed unanimously.
Wertzberger moved to certify the list of five as read. Seconded by Kluesner,
passed unanimously.
6. Request of Dennis Rath to Address the Civil Service Commission
Mr. Rath was not present to address the Commission. Kluesner moved to
receive and file the communication and refer to matter to the Corporation
Counsel.
There being no further business upon motion the meeting adjourned at 3:31 p.m.
