LONG RANGE PLANNING ADVISORY COMMISSIO
Wednesday, September 21,2005

PRESENT: Chairperson Charlie Winterwood; Commissioners Jim Prochaska and Rick Stein;
Staff Member Laura Carstens. Also present: John Plein, Housing Commission;
Robert Schaub and Sandy Moore, Housing Code Appeals Board; Dave Oliver
and Tom Wainwright, Community Development Advisory Commission; Mike
Sand, Transit Board; and Jim Jarrad, Human Rights Commission.
ABSENT: Commissioners Pat Cline and Mary Lynn Neumeister.
CALL TO ORDER: The meeting was called to order at 7:00 p.m. by Vice Chairperson Charlie
Winterwood without a quorum present.
CERTIFICA nON OF COMPLIANCE: Staff presented an Affidavit of Compliance verifying that
the meeting was being held in compliance with the Iowa Open Meetings Law.
ENVISION FOCUS GROUP MEETING WITH CITY BOARDS AND COMMISSIONS
Vice Chairperson Winterwood welcomed City Board and Commission members to the Envision
Focus Group meeting. He explained the community visioning process. Staff member Carstens
facilitated small groups in a brainstorming session. Ideas were generated for a number of
community projects. The brainstorming session adjourned at 8:00 p.m.
MINUTES: No action due to lack of a quorum.
ELECTIONS: No action due to lack of a quorum.
LlAlSONISUBCOMMITTEE REPORTS
Enterprise Zone Commission: Commissioner Stein reviewed the June 27, 2005 meeting of the
Enterprise Zone Commission.
ITEMS FROM STAFF:
Update of Zonina & Subdivision Ordinances: Staff member Carstens provided a status report on
the update of the Zoning and Subdivision Ordinances.
ITEMS FROM COMMISSION: Staff member Carstens noted there are two vacancies on the
Commission. Vice Chairperson Winterwood asked staff to recruit for new Commissioners via
City Channel 8, City website, Neighborhood Association newsletters, Dubuque Main Street Ltd.
Newsletter, and Chamber newsletter.
ADJOURNMENT: The meeting was adjourned at 8:20 p.m.
