Van Milligen, City Manager SUBJECT: Grant Agreement for Boat Ramp and Parking at Water Works Park Planning Services Manager Laura Carstens recommends City Council approval of a grant agreement with the Iowa Department of Natural Resources for a $50,000 Water Recreation Access Grant to reconstruct the boat ramp and trailer parking at Water Works Park. Since the grant application was filed, the project area has been renamed to A.Y. McDonald Park. The estimated budget for reconstruction of the boat ramp and trailer parking is $173,250, and this grant would fund 28% of the project costs. Van Milligen, City Manager Laura Carstens, Planning Services Manager ~ TO: SUBJECT: Grant Agreement for Boat Ramp and Parking at Water Works Park INTRODUCTION This memo transmits for City Council review and approval, an agreement with the Iowa Department of Natural Resources (IDNR) for a Water Recreation Access grant to reconstruct the boat ramp and trailer parking at Water Works Park. Since the grant application was filed, the project area has been renamed to A. Y. McDonald Park. The grant agreement and a resolution are enclosed. DISCUSSION Water Works Park is under construction on the Hawthorne Street peninsula. The new park is a required local match for the Vision Iowa grant for the America's River project. The public boat ramp at the southern tip of the Hawthorne Street peninsula was reconstructed in 1996 using a Water Recreation Access grant. The design for Water Works Park calls for an upgraded boat launch facility, with 35 to 40 paved and striped parking spaces for vehicles towing boat trailers. The estimated budget for reconstruction of the boat ramp and trailer parking is $173,250. The 2005 Water Recreation Access grant of $50,000 will fund 28% of project costs. RECOMMENDATION I recommend City Council approval of the enclosed resolution and grant agreement with the IDNR for the $50,000 Water Recreation Access grant to reconstruct the boat ramp and trailer parking at Water Works Park. City Planner Address: City Hall. 50 W. 13th Sl Telephone: 589-4210 RESOLUTION NO. 480 -05 RESOLUTION AUTHORIZING AN AGREEMENT FOR A WATER RECREATION ACCESS GRANT FOR BOAT RAMP AND PARKING AT WATER WORKS PARK Whereas, the Iowa Department of Natural Resources has awarded the City of Dubuque a $50,000 Water Recreation Access Grant Program for constructing and improving boat access facilities at Water Works Park; and Whereas, the City of Dubuque has determined that the reconstruction of the boat ramp and trailer parking at Water Works Park is consistent with the Riverfront 2000 Plan, a component of the 2002 Dubuque Comprehensive Plan; and Whereas, the construction of Water Works Park is included as a component of the Vision Iowa grant for the America's River project. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. I- .' 28% Cost-Share $: 50,000.00 NOW, THEREFORE, be it mutually agreed by the Parties hereto as follows: The Department agrees to reimburse the Local Entity a sum equal to 75 percent of the actual cost, unless an exception has been provided for, of the project after completion and upon proof that costs have been liquidated by the Local Entity. In no case shall the costs to the Department exceed that of the grant award. The Parties tllrther agree hereto: 1. That the project described herein shall be completed by December 31. 2006. 2. That the Local Entity shall be responsible for maintenance and all expenses related thereto after completion of the project. 3. That it is understood and agreed that this agreement is not a permit to construct and that the local entity shall be responsible for obtaining any permits required by the federal, state, or local authority having jurisdiction over such projects. 4. That the area or facility herein described shall be open to the pubic for lawful recreation boating purposes without tariff and shall not be used for commercial purposes directly or indirectly, without written approval from the Department. The site shall be posted with a public access sign as provided by the Department. 5. A V AILABILlTY OF FUNDS: If funds anticipated for the continued fulfillment of this agreement are at any time not forthcoming or insufficient, either through the failure of the State of Iowa to appropriate funds, or discontinuance or material alteration of the program under which funds were provided, then the Department shall have the right to terminate the agreement without penalty. 6. Final reimbursement shall be made upon reciept of a letter requesting final payment along with copies of invoices and canceled checks for the entire project and color photos of the completed project. 7.
