Dear Mayor and City Council Members:
Introduction
The Arts and Cultural Affairs Advisory Commission has reviewed twelve applications
from Dubuque organizations requesting $103,106 in funds from the FY 2006 Arts and
Culture Grant Program for Special Projects. This memo transmits the Commission's
funding recommendations.
Background
Included in FY '05 was $35,000 for an arts and cultural initiative. Last year the Arts and
Culture Task Force recommended to City Council that these funds be used to support a
special projects grant program available to qualifying organizations located in the City of
Dubuque. The City Council approved the Special Projects Grant Program and accepted
the recommendation that the newly formed Arts and Cultural Affairs Advisory
Commission manage the grant process and made a recommendation of funding to the
City Council for final approval. Four organizations received funding in the FY 2005
competition. This is the second round of competition for this program. There is $35,000
budgeted for the Arts and Culture Grant Program for Special Projects for FY 2006.
Discussion
The Special Projects grant program was designed to encourage the development of
new or expanded arts and cultural programs in the Dubuque community. The Arts and
Cultural Affairs Advisory Commission solicited applications for the grant program in
June. Media releases were issued, applications were available on the City of
Dubuque's website, all known arts and cultural organizations were notified of the grant
opportunity, and two grant workshops were conducted.
The Commission received twelve grant applications. The grant requests totaled
$103,106. The Commission reviewed and ranked the applications based on the
established criteria.
· Priority funding will be given to new or expanded programming
· Degree to which proposed project furthers the cultural arts goals of the
City of Dubuque's Comprehensive Plan
· Degree to which proposed project reflects careful planning and can be
implemented in a timely manner
· Impact of project on broader Dubuque Community
· Organizational experience and capacity of applicant
The Commission reviewed the applications and determined final funding
recommendations at their September 26 meeting. Attached is a chart indicating the
rank order of all applications and recommended grant award.
Recommendation
The Arts and Cultural Affairs Advisory Commission recommends that the City Council
approve the following grant awards for the FY 2006 Arts and Culture Grant Program for

Action
The Council is requested to approve the five FY 2006 Arts and Culture Grants for
Special Projects and authorize the City Manager to sign the grant agreements.
The Commission is very appreciative of the City Council's support of this grant program.
This $35,000 grant program is leveraging another $85,380 in arts and culture programs
for our community. We are extremely pleased with the quality of the grant applications.
We are indeed thrilled to be working closely with the City of Dubuque in promoting arts
and cultural activities in our community.

Executive Summary of Projects Recommended for Funding
1. LORAS COLLEGE - Loras College Multi-Cultural Performing Arts Series
Grant Amount: $9,580
Total Project Cost $ 25,430
The Loras College Multi-Cultural Performing Arts Series sponsored by the College's
Inter-Cultural Office aims to fulfill a growing need in the Dubuque Community and the
Loras College Campus to expose people of all ages to a variety of culturally diverse
music and dance performances. Loras plans to market this series to local K-12 schools,
through the Telegraph Herald, to the Loras College community, and to specific low-
income and culturally diverse audiences throughout the community. Their goal is to
impact all those that attend these events and allow them to appreciate all that diversity
has to offer us and to broaden our scope of the world around us. The series will include
three music performances and one dance performance occurring between January 26
and March 18, 2006.
2. DUBUQUE ARTS COUNCIL - Dubuque Winter Jazz and Blues Festival
Grant Amount: $9,000
Total Project Cost $32,700
The Dubuque Arts Council has agreed to develop, promote and fund the Dubuque
Winter Jazz & Blues Festival as another project to fulfill its mission to the City of
Dubuque. The sponsorship of a festival such as this will expose and educate the
audience with numerous diverse musical opportunities right here in Dubuque. The
Dubuque Winter Jazz & Blues Festival will be ehld on February 17,18 and 19,2006. It
is comprised of excellent local and regional jazz and blues, classic rock and oldies
groups performing at area nightclubs, restaurants and other venues.
3. BELL TOWER PRODUCTIONS - Honk! Junior, a "Kids for Kids" production.
Grant Amount: $7,960
Total Project Cost $12,610
Bell Tower Productions will produce Honk! Junior, its first ever "kids for kids"
Production in July 2006. All of the roles, both onstage and backstage, in
this musical re-telling of the story of the Ugly Duckling will be performed
by children. Participation in the program is free and open to all. More than 60
kids will have the opportunity to act, sing, design posters, hang lights, and learn exactly
what it takes to create a musical for an audience. Five performances of Honk! Junior
will open to the public at an admission charge of just $5 per person.
4. DUBUQUE MUSEUM OF ART - Arts Trek Enhancement Program
Grant Amount $3,950
Total Project Cost $5,798
In an effort to make the Museum's Arts Trek art experiences more valuable to children,
be cross-curricular, and more meaningful from an educational standpoint, the Dubuque
Museum of Art, in partnership with the Dubuque Community Schools and Holy Family
Catholic Schools, seeks funding to produce pre- and post-tour preparation, enrichment
and evaluation materials for use by both the art specialists and the classroom
instructors. The Museum also seeks funds to engage a substitute teacher who will
teach while the art specialists accompany their students to the Museum. The Museum
also seeks funds to provide bus transportation for tours thereby extending the school art
classroom into the Dubuque Museum of Art.
5. DUBUQUE ARBORETUM - Japanese Garden Gate
Grant Amount $4,510
Total Project Cost $45,000
The Arboretum is creating an authentic Japanese garden that will be a haven of tranquil
beauty. This Japanese garden will give our visitors more than just beauty, it will speak
to all the senses. Within the garden every item has its place and meaning. The garden
gate will be an entrance to a cultural world to be experiences and absorbed by the
thousands of Arboretum visitors each year from Dubuque and surrounding
communities. The gate is one phase of this project.

AGREEMENT BETWEEN CITY OF DUBUQUE AND
LORAS COLLEGE
This agreement is made and entered to, by and between the City of Dubuque, Iowa,
hereinafter "City" and Loras College, hereinafter "Grantee." Effective date is October 17,
2005. Expiration date is September 30,2006.
1. Purpose
City hereby makes a grant on behalf of the grantee of up to $9,580 for the purpose
of providing funding the Loras College Multi-Cultural Performing Arts Series
Project as outlined in the grantee's Arts and Culture Grant Program application.
Grantee agrees that the grant application and grantee assurances are by reference
part of this agreement.
2. Time of Performance
The term of this Agreement shall be from October 17, 2005, through September
30, 2006.
3. Fundinq
City shall pay grantee $9,580 for the project detailed in the grant application.
80% of this amount will be paid by the City after execution of this agreement by
both parties and upon receipt of a requisition for such sum from the grantee.
The balance of the grant amount will be paid to the grantee after closeout and
acceptance of the grantee's final report. Grantee will provide documentation of
project expenditures, required local match, and activities completed.
4. Audit and Evaluation
Inasmuch as the funds to be provided Grantee by City are public funds, Grantee
agrees that it will maintain books of account in accordance with generally accepted
accounting standards together with necessary documentation to support all
expend itu res.
5. Discrimination
In carrying out its program, Grantee shall not discriminate against any employee or
applicant for employment because of race, creed, color, sex, age, national origin,
religion, or disability. Grantee shall take affirmative action to insure that applicants
for employment are employed and that employees are treated during employment
without regard to their race, creed, color, sex, age, national origin, religion, or

religion, or disability. Such action shall include, but not be limited to, the following:
employment, promotion, demotion or transfer; rates of payor other forms of
compensation; and selection for training, including apprenticeship.
Grantee agrees and will undertake whatever affirmative measures are necessary
so that no person shall on the grounds of race, color, religion, national origin, sex,
age, degree of handicap or disability be excluded from participation in, be denied
the benefits of, or be subjected to discrimination under any program or activities
funded in whole or in part with any of the funds made available to Grantee under
the terms of this Agreement.

so that no person shall on the grounds of race, color, religion, national origin, sex,
age, degree of handicap or disability be excluded from participation in, be denied
the benefits of, or be subjected to discrimination under any program or activities
funded in whole or in part with any of the funds made available to Grantee under
the terms of this Agreement.
6. Interest of Members. Officers. or Employees of the City of Dubuque. Members of
the Dubuque City Councilor Other Public Officials
No member, officer or employee of City, or its designees or agents, no member of
the Dubuque City Council and no other public official of the City who exercises any
function or responsibilities with respect to the program during his tenure, shall have
any interest, direct or indirect, in this contract or the proceeds thereof, for work to
be performed in connection with the program assisted under this Agreement.
7. Assionability
Grantee shall not assign or transfer any interest in this Agreement without the prior
written approval of City.
