SUBJECT: Proposed Residential Parking District Ordinance Amendment (32.389.5)
Parking System Supervisor Tim Horsfield is recommending a change in Section
32.389.5 of the Code of Ordinances to provide special parking permits to employees of
businesses providing in-home health care and hospice services to residents living in a
residential parking permit district. The permit would be valid while a home health care
employee is at a residence within the district and is actually engaged in providing care
to a resident of the district. The permit will not be available to a self-employed home
care provider due to the difficulty in verifying the requests.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Introduction
This memo will provide information regarding a requested change in Section 32.389.5 of
the Code of Ordinances that addresses the residential permit districts.
Backaround
As a result of citizen requests regarding the inability of health care providers to park in
residential districts, a group of staff met to further discuss the matter. Businesses
providing in-home health care and hospice organizations are the most affected by the
restrictions of the Ordinance.
Discussion
A group of staff consisting of Assistant City Manager Cindy Steinhauser, City Solicitor
Bill Blum, Human Rights Director Kelly Larson, City Police Officer Paula Gieseman,
Engineering staff Bill Schlickman and I met to consider the request and make a
recommendation.
In the meeting, the need for the availability of parking within the districts was quantified
and we were in agreement that an adjustment to the Ordinance would be in order. We
are proposing in-home health care to park within these districts providing the person
they are providing the care resides within the district. Self-employed care providers
would not be included in the provision due to the difficulty in verifying the requests.
Reauested Action
With your approval, that the ordinance be submitted to the City Council for their
consideration and approval.

The City Manager may issue, without charge, to a business providing
home health care a special parking permit that allows an employee of
such business to park in a residential permit district. Such permit
shall only be valid while a home health care employee is at a
residence within the district and is actually engaged in providing
care to a resident of the district. The permit shall not be available to
a self-employed home care provider. The permit may be revoked by
the City Manager for failure to comply with the requirements of this
section.

AMENDING CITY OF DUBUQUE CODE OF ORDINANCES, CHAPTER 32, ARTICLE
VIII, DIVISION 7 RESIDENTIAL PARKING PERMIT PROGRAM BY ADDING A NEW
SECTION 389.5 PROVIDING FOR A SPECIAL PARKING PERMIT FOR HOME
HEALTH CARE PROVIDERS
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. Chapter 32, Article VIII, Division 7 of the City of Dubuque Code of
Ordinances is amended by adding the following new section:
Sec. 32-389.5 Home Health Care Providers:
The City Manager may issue, without charge, to a business providing
home health care a special parking permit that allows an employee of
such business to park in a residential permit district. Such permit
shall only be valid while a home health care employee is at a
residence within the district and is actually engaged in providing
care to a resident of the district. The permit shall not be available to
a self-employed home care provider. The permit may be revoked by
the City Manager for failure to comply with the requirements of this
section.
Section 2. This ordinance shall take effect upon publication.
