SUBJECT: Roosevelt Street Extension Parking
In response to a request from Jon Romaine, Executive Director of Area Residential
Care, Inc., City Engineer Gus Psihoyos recommends City Council approval to add two-
hour parking to the south side of Roosevelt Street Extension from Kerper Boulevard to a
point 375 feet east of Kerper Boulevard.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Roosevelt Street Extension Parking
INTRODUCTION
The City of Dubuque has received a request from Jon Romaine, Executive
Director of Area Residential Care, Inc. (ARC), regarding parking issues in the
vicinity of its offices at 1170 Roosevelt Street Extension.
BACKGROUND
Several years ago, before ARC was in its current building, the City Council
adopted an ordinance that designated two-hour parking on the north side of
Roosevelt Street. Extension from Kerper Boulevard to Kilgore Street. The two-
hour time limit came at the request of local businesses that were concerned
about the number of semi-tractors and/or trailers parking on the street.
Mr. Romaine contends that the south side of Roosevelt Street Extension has
become a popular parking area for employees of Barnstead-Thermolyne that is
located across Kerper Boulevard and extends to the north of Roosevelt. Mr.
Romaine contends that employees that work in the south end of the Barnstead-
Thermolyne building park their vehicles on Roosevelt Street Extension rather
than utilizing the off-street parking that is provided near the north end of the
building to reduce walking distance.
ARC has indicated that on the south side of the street where its building is
located, vehicles are parked continuously from Kerper Boulevard along the entire
length of its property to the southernmost driveway. This driveway serves as the
exit for the ARC parking lot. While not noted in the letter to City Council,
discussions with ARC have indicated that although they have adequate space in
its parking lot for employees, the off-street parking is not always adequate to
accommodate visitors to their offices.

The visibility for motorists exiting the driveway has been addressed by the use of
no parking signs on either side of the driveway. This parking restriction as well as
the two-hour parking would be in front of their own property.
In addition, the City has received complaints about vehicles parking so close to
Kerper that semi traffic has difficulty in making the turn onto Roosevelt Street
Extension.
DISCUSSION
Police Department has indicated that they consider the two-hour parking a
reasonable request and would be easy to enforce because of the existing two-
hour parking zone on the other side of the street.
RECOMMENDA TION
I would recommend the south side of Roosevelt Street Extension be designated
as two-hour parking along the length of the ARC property.
ACTION TO BE TAKEN
The City Council is requested to adopt the attached ordinance to add two-hour
parking to the south side of Roosevelt Street Extension from Kerper Boulevard to
a point 375 feet east of Kerper Boulevard.

Based on a discussion we had with city parking representatives, Paula Gieseman and Bill
Schlickrnan today, we would like to request that the street parking in front of our business office at
1170 Roosevelt Street Extension be designated a two-hour maximum parking zone. Ms. Gieseman
and Mr. Schlickman were out here today to view the situation and advised us that this request
would be the most likely way to proceed with correcting what we feel is a potentially dangerous
situation.
Area Residential Care's business offices have a parking lot to the side and rear for employee and
visitor parking. The exit from this lot is onto Roosevelt Street Extension, and 95% or more of
those exiting the parking lot make a left turn in order to get to Kerper Boulevard. The vision for
making a left turn is obscured by vehicles parked along the south side of Roosevelt Street
Extension in front of our offices. If this were an infrequent occurrence we would not be so
concerned, but almost everyday this entire side of the street is filled with vehicles from 6:55 AM
until 3:00 or 3:30 PM. These vehicles almost exclusively come from the Barnstead-Thermolyne
employees who work across Kerper Boulevard at the back end of that plant. While parking along
this street probably does give these employees a shorter walk to their vehicles than if they parked in
the Barnstead- Thennolyne parking lot, it also does create a visual hazard for anyone trying to exit
our parking lot onto Roosevelt Street Extension. We would therefore ask that you designate the
parking along the south side of Roosevelt Street Extension a two-hour maximum parking zone as
soon as possible.
