Van Milligen, City Manager SUBJECT: T-Hangar Paving Project Change Order DATE: July 30, 2012 On April 30, 2010 the Dubuque Regional Airport experienced a severe storm with heavy winds that severely damaged steel T-Hangars and destroyed wood T-Hangars and Box Hangars. Through insurance reimbursement, all damaged and destroyed hangars were replaced in 2010. In 2011 a FAA grant was approved to replace and improve taxiway and apron paving in the T-Hangar area. The contractor encountered more unsatisfactory sub-soil than was originally anticipated during the construction. A change order submitted for this project includes extra excavation, stabilization, winterization (concrete mix, cover), additional observation, testing and engineering. This will require an additional local match of approximately $3,100. Airport Manager Robert Grierson recommends City Council approval to transfer $3,100 in operating funds to this capital project for the local 5% match in the event it is needed. Grierson, Airport Manager THE CITY OF Dui Masterpiece on the Mississippi TO Michael C Van Milligen, City Manager FROM RobertA Grierson, Airport Manager DATE July 20, 2012 SUBJECT T- Hangar Paving Project Change Order Dubuque band All- America City 'I 1 1 I' 2007 INTRO D UCTION On April 30,2010 the Dubuque Regional Airport experienced a severe storm with heavy winds that severely damaged steel T- Hangars and destroyed wood T- Hangars and Box Hangars Through insurance reimbursement, all damaged and destroyed hangars were replaced in 2010 In 2011 a FAA grant was approved to replace and improve taxiway and apron paving in the T- Hangar area BACKGROUND Staff, working with the City of Dubuque insurance carrier Friedman Insurance (Travelers Insurance) and the Federal Aviation Administration (FAA, established funding mechanisms to reconfigure and rebuild all the hangars that were damaged /destroyed in a new configuration to optimize the sun and improve snow removal operations DISCUSSION Due to delayed Federal funding, construction began laterthan anticipated in 2011 The contractor was able to complete a large portion of the project (Phase I) prior to shutting down due to winter conditions The contractor was able to resume work early in the spring of 2012 (Phase II) due to favorable weather conditions and completed the project late spring 2012 The contractor encountered more unsatisfactory sub -soil than was originally anticipated during the construction Achange order submitted for this project includes extra excavation, stabilization, winterization (concrete mix, cover), additional observation, testing and engineering This will require an additional local match of approximately $3,100 which will be drawn from FY12 operating funds (line item 10051200 - 61020) for the locals% match in the event that it is needed Any funds not utilized will revert back to the line item recognized RECOMMENDATION I respectfully recommend approval of transferring $3,100 in operating funds to this capital project forthe local match portion PROJECT COST- BUDGET IMPACT FAA Grant Funds $61,212 Operating Funds 3,100 Total $64,312 ACTION TO BE TAKEN Approve transferring $3,100 in operating funds to capital improvement funds Prepared by RobertA Grierson,Airport Manager cc Jenny Larson, Budget Officer
