T-Hangar Paving Project Change Order THE CITY OF 411WA Dubuque*****

TO: The Honorable Mayor and City Council Members
FROM: Michael C. Van Milligen, City Manager
SUBJECT: T-Hangar Paving Project Change Order
DATE: July 30, 2012
On April 30, 2010 the Dubuque Regional Airport experienced a severe storm with heavy
winds that severely damaged steel T-Hangars and destroyed wood T-Hangars and Box
Hangars. Through insurance reimbursement, all damaged and destroyed hangars were
replaced in 2010. In 2011 a FAA grant was approved to replace and improve taxiway
and apron paving in the T-Hangar area.
The contractor encountered more unsatisfactory sub-soil than was originally anticipated
during the construction. A change order submitted for this project includes extra
excavation, stabilization, winterization (concrete mix, cover), additional observation,
testing and engineering. This will require an additional local match of approximately
$3,100. Airport Manager Robert Grierson recommends City Council approval to
transfer $3,100 in operating funds to this capital project for the local 5% match in the
event it is needed.
I concur with the recommendation and respectfully request Mayor and City Council
approval.
