City Clerk Salary CompensationMasterpiece on the Mississippi Dubuque All- Amefica City ' 1 2007 July 30, 2012 TO: The Honorable Mayor Roy D Buol and City Council Members FROM: Kevin Firnstahl, City Clerk SUBJECT City Clerk Salary Compensation PURPOSE The purpose of this memo is to propose a salary increase as a result of the performance evaluation for the position of City Clerk on June 27, 2012 BACKGROUND In mid -2008 the City Clerk position was removed from the General Employee Salary Scale to align the position's responsibility with that of the City Manager and City Attorney At that time the salary was adjusted upward substantially by the City Council I am not sure of the criteria used at the time in making that adjustment or what the actually numbers were When the previous City Clerk left City employment, her salary was $93,510 Considering an across - the -board increase of 2 5 %, the top pay for the Clerk would now be $95,848 RECOMMENDATION In other positions within the City, until an employee reaches the top pay within a classification, they receive an annual increase that amounts to 5% of their wages /salary per year plus any across the board increases provided by contract or through the budget process Using the previous clerk's determined salary as established by the Council of $93,510 as top pay for the position and also using the other wage guidelines used by the Personnel Department in determining increases for other employees, I would ask for consideration as follows Current Salary 2.5% Across - the -Board Increase 5% Step Increase ($85,918 x 5 %) $2,096 $6,390 $83.822 $85,918 $90,212 Proposed FY 2012 Salary $90,212 Using this formula, and considering there was only a step increase next year of 5 %, this position would then be in keeping with the amount determined by the City Council for the previous City Clerk including across - the -board increases over the years. If a 5% increase were approved as a step increase next year, without any across -the- board consideration, the amount would then be near the previous clerk's salary.
