MEMORANDUM

TO: Michael C. Van Milligen, City Manager U
FROM: GiI D. Spence, Leisure Services Manag~
SUBJECT: Downtown Gateway Landscaping
The City of Dubuque has begun a process to do major landscaping at three gateways
to the downtown area. As part of the recently completed downtown traffic study, the
consultants developed streetscape guidelines and identified five gateways to the
downtown area for landscaping improvements. The City Council has designated the
following three gateways a top priority:'
1) Eastern Gateway Locust Street, from Dodge Street to Highway 6111 51
2) 11 th Street Gateway on and off ramps of Highway 61/151 linking 11 th Street,
Elm Street and 12th Street
3) Waterfront Gateway 5th Street from Highway 611151 to the riverfront
Steven Ulstad Architects and the Brian Gutheinz Studio have been retained as design
consultants to develop the landscape design for all three gateways. They have been
working with the following design committee on this project:
Gil Spence . . . . . . . . . . .. Leisure Services Manager
John Hail . . . . . . . . . . . .. Park Division Manager
Mike Koch . . . . . . . . . . .. Public Works Director

Pam Myhre-Gonyier ..... Associate Planner
Cindy Steinhauser. . . . . " Neighborhood Specialist
Don Vogt ............ Operations and Maintenance Manager
Jerry Enzler . . . . . . . . . .. Historical Society
Tom Thompson ........ TFM Company
Attached are copies of the design proposals for the three gateways. These proposals
will be presented to the City Council for review and comment at the June 7th work
session. Estimated cost, with design fees and contingency, is $1,032.071. There is
$1,055,000 budgeted for this project; $490,000 grant funds, $100,000 TIF, and
$465,000 from general fund.
