SPECIAL SESSION, MAY 5, 1999
COMMISSION MET AT 3:15 P.M. CONFERENCE ROOM 'C', CITY HALL
PRESENT-CHAIRPERSON MERLE DUEHR, COMMISSIONER LORAS KLUESNER,
COMMISSIONER TOM RAWSON
Rawson moved approval of minutes of April 12, 1999 as presented. Seconded by
Kluesner. All Approved.
Rawson moved that Item #3 on the agenda be moved to Item #2. Seconded by
Kluesner. All Approved.
Determining passing scores and certifying lists for Fire Department positions
(Promotional) for Fire Equipment Operator, Medical Officer, Fire Lieutenant, Fire
Captain, Fire Captain/Assistant Fire Marshal, Assistant Fire Chief.
Duehr reviewed the recommending passing scores for each position as submitted by
McCann Associates: Fire Equipment Operator-Raw score of 69; Medical Officer-Raw
Score of 66; Fire Lieutenant-Raw Score of 70; Fire Captain-Raw Score of 76; Fire
Captain/Assistant Fire Marshal-Raw score of 66; Assistant Fire Chief -Raw Score of 70.
Rawson moved acceptance of recommended scores for McCann for each position.
Seconded by Kluesner. All Approved. Envelopes were open, names revealed and lists
certified for each position.
ITEM TABLED FROM COMMISSION MEETING OF APRIL 1,1999.
Dave Baker, President of Teamsters Local Union No. 421 requesting to address
Commission pertaining to a member being "grandfathered" for the Foreman's exam
held in January, 1999. Mr. Baker gave brief review of comments made at the meeting
held on April 12th. Mr. Baker presented an exhibit from Randy Peck to Dave, dated
January 10, 1997 regarding Airport personnel being considered covered under Civil
Service; Mark Weidenbacher was placed on the list for Foreman, certified on January 6,
1999, then Mark was advised that his name was placed there in error. He did not hold
the position of Foreman in a civil service classification (at the airport). Mr. Baker is
contending that Mr. Weidenbacher's name remain on the list, their only request is that
Mark remain on current certified list. Duehr commented "Wish the Commission could
have placed Mark's name on list, but legally can not do at this time-Looking as legal
responsibility" .
Randy addressed the Commission stating that he would be willing to give the test to
Mark, and if he passed, the list would remain as certified.
Kluesner moved to remove request to put Mark's name on list of Foreman. Seconded
by Duehr. Carried by the following vote: Yeas-Duehr, Kluesner. Nay-Rawson.
Kluesner then moved that Mark be allowed to take the test and if successful have name
placed on current certified list for position of Foreman. Seconded by Rawson, All
Approved.

NOTICE IS HEREBY GIVEN that the above identified governmental body will meet
at the time, date and place as set forth above.
The TENTATIVE AGENDA for the meeting is as follows:
