Chairperson Jane Steele called the meeting to order at 7:30 a.m. following staff assurance of compliance with Iowa Open Meeting Laws. Housing Trust Jane Steele Ruth Clark Jim Holz Fund Committee Members Attending: John Walsh -absent Bea Bisenius - absent City Staff Attending: David Harris Joleen Patterson Donna Schmitt REVIEW AND CERTIFICATION OF MINUTES Ruth Clark motioned to approve the 25 March 1999, Housing Trust Fund Committee minutes. Jane Steele seconded. All others present in favor. Motion passed. Old Business Trust Fund Applications Summaries of necessary rehabilitation work for each of the Trust Fund applicants were presented by staff, as follows: St Mary's Convent Applicant: Intercongregational Housing Project Project description Conversion of convent to transitional housing facility for women and children Cost: An estimate has been obtained from IIW Engineering for $385 399, to complete all necessary rehabilitation and conversion costs. This includes construction of a 3-story exterior stair tower and all required electrical, plumbing and exiting. It was noted that IHP has obtained a $30 000 grant toward the cost of this project, from Catholic Charities. YMCA Battered Women Shelter Project description: Existing shelter will be modified to house administrative offices, to be set up where present rooming units are located. The rooming units, and community Service People Integrity Responsibility Innovation Teamwork living and kitchen facilities, will be relocated to the area where the present transitional apartments are located. The apartments will be eliminated. Cost: The YMCA has received a $17 675 commitment from the City's CP2 program. toward the cost of necessary lead hazard mitigation work. In addition. the Housing Department has committed a $5000 forgivable loan for these costs. The estimate generated by Housing rehab staff for the balance of the necessary rehabilitation and conversion costs is $24 500, plus an anticipated additional $1000 for remaining lead paint removal. The YMCA has committed $4147 for this project. Dubuque Food Panty Project description: General renovation of the two apartment units on second floor. plus tuckpointing to the entire exterior of the building. Improvements include replacement of windows, kitchen cabinets, flooring and two new furnaces. The estimate generated by Housing staff totals $42 507. which includes bids totaling $11005 for the tuckpointing and furnaces. Washington Neighborhood Center Applicant: Crossover Foundation Staff reported that numerous calls to the Center had been unreturned and that it was presumed the applicant was no longer interested in Trust Fund assistance. A motion was made by Ruth Clark. seconded by Jane Steele. to commit a total of $75 000 for the YMCA shelter and the Food Pantry. All voted in favor. Staff explained that the Department of Development (IDEO) was making additional funds available under the Local Housing Assistance Program (LHAP). with a pre- application deadline in July. Staff explained that, in a recent workshop sponsored by IDEO, the Department had endorsed the concept of local housing trust fund applications for LHAP awards. Maximum award amount is $500 000. General discussion followed regarding potential uses for LHAP funds. It was noted that immediate projects which could be supported would be the St Mary'sjIHP transitional housing project and a replacement single room occupancy (SRO)facility for Washington Park Place, which is scheduled for closing. A motion was made by Jane Steele, seconded by Ruth Clark, to submit a pre- application to IDEO for a $500 000 Local Housing Assistance Program grant. with use of the Trust Fund remaining balance of $25 000 to be used as a match. The intent of receipt of these funds would be to assist the IHP project and to assist a developer(s) of an SRO facility to replace the rooming units lost from Washington Park Place. All voted in favor. Staff summari zed performance to-date on the current LHAP grant recei ved by the Housing Department for homepurchase assistance. Joleen Patterson explained that only four loans have been made. The lack of interest in the program was attributed to the requirement for purchase of homes in only selected downtown Census tracts. A motion was made by Jane Steele. seconded by Ruth Clark. to request a contract amendment from IDEO to : 1) extend program neighborhood boundaries to be coincidental with the current PATH program; and 2) to request a six-month extension of the contract period. to August 2000. All voted in favor. , . Iowa Inn Staff up-dated the Committee regarding status of the Iowa Inn project. The Iowa Housing Corporation. project owner. has appealed the denial of housing tax credits to the Iowa Finance Authority. A hearing before an administrative law judge will be held sometime in June. with a decision expected in July. David Harris reported that Larry Tuel. IHC president. has expressed optimism regarding changes on the appeal. Information Sharing The final phase of the Appreciative Inquiry process will be the Future Search Conference to be held in the Fall. Request for funds from Alliant utilities of $2.000 and IDEO of $15.000 will be used to match the $13.000 budgeted for the conference. Joleen reported that 15 PATH program loans have closed.
