PARK AND RECREATION COMMISSION MEETING
Tuesday, May 11, 1999
4:30 p.m., in the Second Floor Board Room, Carnegie-Stout Library
Tom Blocklinger, Kim Daykin, Paul Hoffmann, Karen Lyness, Mark Sullivan
and Tom Schrobilgen.
Gary Harjehausen
Staff present: Gil Spence, John Hail, Pat Prevenas and Eileen Trimble
It was moved by Schrobilgen, seconded by Lyness, to approve the minutes of
the April 13, 1999, meeting. The motion passed unanimously.
In an effort to draw more people to the McAleece Complex and create a family
atmosphere, representatives of 8th Inning (McAleece concessionaires) were
present to request permission to have a three piece country band perform at
McAleece before the fireworks on July 3rd, from approximately 6:30 to 9:00
p.m. The entertainment would coincide with a mixed softball tournament they
would sponsor. They are not planning any big advertising campaign, just giving
handouts to current City league teams.
They would like to rope off a certain amount of parking and charge $5.00 per
carload of people; no other admission fee would be charged. They thought
about beginning to charge the $5.00 after the tournament is over; participants
of the tournament could stay for the fireworks.
11 was moved by Schrobilgen, seconded by Lyness, to approve 8th Inning's
request to have SA mixed softball tournament and band at McAleece Park and
Recreation Complex on July 3rd, contingent on the decision about the parking.
Motion passed unanimously.
Leisure Services Manager Gil Spence updated commissioners
· grading should start at Sunnyslopes Park June 1 st;. Usha Park will be
graded and seeded this summer; Neighbors on Creston and Glenwood Court
had concerns about storm sewer problems, but the grading plan we had for the
park, along with storm sewer work the Engineering Division was going to be
doing, should address those concerns; . Spence showed drawings for the
Industrial Center West, which included walking trail and two fishing piers (ponds
are there and full now); hope to complete all work except the trail by the spring
of 2000.

Park Division Manager John Hail informed commissioners
· Gardener is planting small areas right now; next week Grandview Avenue
will be planted with the help of the Tri-state Garden Club; · with all the rain,
staff is having problems keeping up with all the mowing; · the first two
weeks in the park are going well -- $1,300 to $1,400 was taken in Sunday,
May 9th at Eagle Point, even with all the people that did not pay the entrance
fee (pancake breakfast); · six clients and two staff from Hillcrest Family
Services will be working with staff at Flora Park, mowing, string trimming and
cleaning at the pool.
Recreation Division Manager Pat Prevenas told commissioners
· summer brochure has been distributed -- as first time experiment,
brochures were mailed to homes of public elementary school students
(school district was able to provide one overall set of labels) and delivered to
parochial schools; not sure if it will be done that way again next year. · some
new things this year -- paddling aerobics, expanded junior golf lessons, and
girls' softball program will be held at Veterans' Memorial Park instead of
Flora; · Splash and Ride program from last year was renamed -- Free Way
to Fun City and Dupaco and TCI are paying for that program; · 105
volleyball teams are registered this summer, down about five percent from
last year; · softball teams are down about fifteen percent -- about 27 teams,
half of which were sponsored by Hooligan's; we are down about ten mixed
teams, all of which went to the Dubuque Sports Complex; · golf rounds are
down for an average April; pass rounds are up from last year; the course is
in good shape.
. TCI wants to do a public service announcement promoting Eagle Point
Park, and giving senior citizens a coupon allowing one free entrance into the
park. . Commissioner Sullivan asked about the concession stand at Flora
Park -- Manager Spence said there were some finishing touches that the
contractor had to finish up before the pools opened. . The Gateway
Landscaping project is scheduled to be presented to the Council at a work
session on Monday, June 7th; commissioners will be mailed special notice.
It was moved by Harjehausen, seconded by Daykin, that the meeting be
adjourned at 5:00 p.m. The motion passed unanimously.
