Revised Project Schedule for Update of Zoning and Subdivision Ordinances
Introduction
This memo transmits, for City Council review and approval, the revised project schedule to
prepare a comprehensive update of the City’s Zoning and Subdivision Ordinances.
Discussion
The Ordinance Update process was originally slated for a 15 month completion period, from
April 2005 to July 2006. The America Planning Association recommends that an ordinance
update process not exceed 18 months.
In preparing the initial project schedule, Kim Mickelson, Project Manager for Lane Kendig, Inc.,
felt that we could complete the process within 12 months. Recently, Kim and I have discussed
with you a need to revise the project schedule to be sure we have sufficient time for meaningful
input from stakeholders and the general public.
At the October 18, 2005 Citizen Advisory Committee meeting, we reviewed three sections of the
draft ordinance. We had planned to have the Committee review six sections. We believe the
schedule should be revised to allow sufficient time for the Citizen Advisory Committee to
complete a meaningful review of the draft ordinance.
In October, the Dubuque Area Chamber of Commerce agreed to partner with the Planning
Services Department to co-host community meetings in connection with the Update process.
We are discussing holding three community meetings — Early December 2005,
January/February 2006, and March/April 2006. This partnership also suggests a revised
schedule to accommodate public input.
The revised schedule suggests possible dates for two City Council work sessions: one in
January 2006, and the other in March 2006. These work sessions are suggested for the second
or fourth Mondays because they will require about two hours to adequately cover the materials.
Requested Action
The requested action is for the City Council to review and approve the revised project schedule
for the Update of Zoning and Subdivision Ordinances.
